44 drugs can be sold at supermarkets

The Ministry of Health and Welfare decided yesterday to reclassify 44 over-the-counter (OTC) medicines as general health products that can be purchased anywhere, such as convenience stores and supermarkets.

The 44 OTC medicines are liquid indigestion drinks, pills for intestinal disorders, pain relief patches, ointments, and energy drinks such as the popular Bacchus-D.

None of the 44 items affect the central nervous system of the human body, the ministry said.

So far, OTC medicine has been strictly prohibited from being purchased outside the pharmacy and people have demanded liberalizing some of them, such as fever reducer or pain relief pills, because they sometimes need them in emergencies at night when most pharmacies are closed.

Amid growing demand, the medicine classification committee under the ministry, which is composed of four doctors, four pharmacists and four customer representatives, held a meeting yesterday to discuss the reclassification.

“The medicine classification committee next month will submit their advice about reclassifying the 44 medicines as general health products,” Lee Dong-uk, manager of the health and medical policy bureau of the ministry, said at press briefing.

“And the ministry will announce the revised regulation liberalizing them this month.”

Although the committee gives advice to the ministry, it is not mandatory for the ministry to take it. The revised regulation will be implemented by Health Minister Chin Soo-hee.

Ministry officials said the 44 medicines will be liberalized this fall.

The ministry said it will submit a bill to allow other medicine, such as aspirin and cold medicine, to be sold outside pharmacies, even if pharmacists oppose the action.

박카스·까스명수 등 약국에서만 살 수 있던 가정상비약을 이르면 8월부터 수퍼마켓에서 살 수 있게 됐다. 보건복지부는 감기약·해열제 등 일반의약품을 수퍼에서 팔 수 있도록 전환하기로 하고 1단계로 44개를 골라냈다. 복지부는 15일 중앙약사심의위원회 산하 의약품분류 소위원회(위원장 조재국 보건사회연구원 선임연구위원)를 열어 이 같은 방안에 자문을 구했다. 복지부가 3일 일반약 수퍼 판매를 유보하기로 했다가 7일 이명박 대통령의 질책을 받고 방침을 바꾼 뒤 구체적인 방안이 나온 것이다.

1단계 수퍼용(의약외품)으로 전환되는 약은 네 종류 44개다. ▶박카스·알프스디·삼성구론산디·영진구론산바몬드에스 등 자양강장제 12개 ▶까스명수·위청수 등 액체소화제 15개 ▶안티푸라민·마데카솔 등 연고 4개 ▶대일시프 등 파스 2개 ▶청계미야비엠정·락토메드산 등 정장제(장을 바로잡는 약) 11개다. 복지부는 조만간 ‘의약외품 범위 지정고시’ 개정안을 공개하고 한 달가량 의견을 받은 뒤 이르면 8월께 시행할 예정이다.

의약외품은 판매 장소 제한을 받지 않는다. 따라서 44개 약은 약국뿐만 아니라 수퍼·편의점, 크고 작은 마트 등 어디서든지 판매할 수 있다. 의약외품은 엄밀히 말하면 인체에 거의 영향을 미치지 않아 약으로 보기 힘든 것들이다. 다만 까스활명수는 현호색이라는 독성 성분 때문에, 훼스탈 같은 알약 소화제는 수퍼용 약으로 분류되지 않았다.

이날 분류소위는 의약외품으로 바꾸기 힘든 일반약, 즉 종합감기약·해열제·진통제·소화제(알약) 등을 수퍼에서 팔기 위해 ‘자유판매약(약국 외 판매 약) 제도’를 신설하는 방안을 논의했다. 복지부가 이 방안을 제시하자 의사협회 대표는 찬성했지만 약사회는 크게 반발했다. 복지부는 분류소위 의견을 구한 뒤 합의가 안 되더라도 감기약 수퍼 판매를 담은 약사법 개정안을 만들어 가을 정기국회에 제출할 예정이다.

또 약사회는 전문약 중에서 안전성이 입증된 안약 등을 일반약으로 전환하자고 주장했지만 이에 대해서는 의사회가 반대했다. 약사회 박인춘 부회장은 “카페인성분이 든 박카스를 먹으면 심장에 부담을 주기 때문에 의약외품으로 빼서는 안 된다”고 반발했다. 분류소위는 21일 2차 회의를 열어 자유판매약 제도 신설 등을 논의할 예정이다.
