Lee Jong-ho, 54, architect and professor of architecture at Korea National University of Arts, was not present at the opening ceremony for the Yi Sun-sin Memorial Hall, which was odd since he is the architect who designed it.

Instead, he sent an e-mail to Choe Kwang-shik, head of the Cultural Heritage Administration.

“The opening ceremony was not an event that I was pleased to participate in,” Lee wrote in the e-mail. “There have been too many incidents that have upset me. I am still too disappointed with the situation surrounding the memorial hall to pay a visit.”

The hall, located at Hyeonchung Temple in Asan, South Chungcheong, opened on April 28 and was six years in the making from design to completion. It commemorates Yi, the historical figure who fought against the Japanese Invasion of Korea in 1592.

After Lee was hired to design the hall, his designs were changed without his consent, but he was unable to object because of a Korean law that says that architects who design public buildings cannot participate in the construction process if the project has a budget of more than 10 billion won ($9.2 million).

This represents a chronic problem in Korean architecture.

According to Lee, the problem arises from a general lack of understanding of an architect’s role in the construction process.

Lee says architects need to be involved in a building’s construction in order to make adjustments to the design or re-design a plan if the project goes in a different direction. In Korea, however, the original architect is often not consulted once they have submitted their designs and, as in Lee’s case, their plans are often altered without their consent.

“An architect’s duty is to design a construction plan and participate in adjusting the plan in the field,” Lee said. “But I have been treated as a technical expert who just hands in the blueprint.”

He is not the only person to raise this concern. Lee’s colleague Seo Hyun, professor in the Architecture Department at Hanyang University, says that in Korea, an architect is merely an assistant.

“Architects are frequently not invited to the building dedication ceremony,” Seo said.

The JoongAng Ilbo recently sat down with Lee to discuss the state of architecture in Korea and hear his thoughts on how the situation can be improved.


Q. Why did you send an e-mail to the head of the Cultural Heritage Administration?

A. Designing the Yi Sun-sin Memorial Hall was an honor for me. During the process, I thought a great deal about how best to honor Admiral Yi and the meaning the work would convey. But because the design has been changed, my intent is not really reflected in the finished work. I wanted to try to reform the Korean system and find a way to solve the problems.

What are the problems?

The biggest problem was that I was not allowed to participate in the construction process. According to the current architecture law, once the design for a government construction project is complete, the architect cannot participate in the construction if the project has a budget of more than 10 billion won. I don’t think this system is appropriate. It is a “construction-first” mind-set.

The other problem was that my designs were changed. I turned in my blueprints for both the building and the exhibition halls but later they were altered.

In developed countries, an architect is allowed to participate in the construction process as a means of quality control. In Korea, the architect is only involved in the design process.

This system was put into place after the collapses of the Seongsu Bridge (which collapsed in 1994, killing 32 and injuring 17) and Sampoong Department Store (which collapsed in 1995, killing 501 and injuring 937). Under the system, the design, construction and civil engineering inspection aspects are separate parts of the construction process. Although the system has strengthened these elements, the individuality of the architect is not respected.

What parts of your plan were changed and how?

My original plan was to place “Nanjung Ilgi” (“A War Diary”), the most significant Yi Sun-sin article we have, in the center of exhibition hall three.

I wanted the hall to be named Nanjung Ilgi, with the war dates written below.

But exhibition hall three now shows a clip of the naval battle at Noryang. For me, showing a video, just like at an amusement park, is like mocking Yi Sun-sin instead of commemorating him.

For me, Yi Sun-sin is a person who had to overcome a fierce personal conflict. I wanted visitors to see this.

Architecture is not construction work but culture. To improve the quality of architecture, Korea desperately needs a system that gives the architect more responsibility throughout the construction process.

건축가 이종호(54·한국예술종합학교 건축학과 교수)씨의 속은 요즘 새까맣게 탔다. 자식을 자식이라 부르지 못하는 심정이다. 그는 올 4월 28일 충남 아산 현충사 경내에 새로 문을 연 이순신 기념관의 설계자다.

하지만 그는 개관식에 참석하지 않았다. 초청은 받았지만 마음이 움직이지 않았기 때문이다. 지금까지도 기념관을 찾지 않고 있다. 대신 그는 최근 최광식 문화재청장에게 e-메일을 보냈다. 이씨는 편지에서 “(개관식은) 설계자로서 마땅히 기뻐해야 할 일이지만 그리 할 수만은 없는 많은 일이 벌어졌다. 여러 사태에 대한 분노가 가시지 않아 발걸음을 못하고 있다”고 밝혔다. 속사정이 무엇이었을까. 가장 큰 원인은 설계와 감리를 분리하는 제도적 문제다. 건축가가 자기 작품에 개입할 여지가 거의 없는 것이다. 이씨는 본지 인터뷰에서 “이순신 기념관 완공 과정에는 한국 공공건축의 현주소가 고스란히 들어 있다”고 지적했다.

-문화재청장에게 왜 편지를 보냈나.

“이순신 기념관은 개인적으로도 영광이고, 의미가 큰 작업이었다. 이미 잘 알려진 충무공의 그 무엇을 또 어떻게 기념할 것인가를 고민 했다. 그러나 전시설계 등이 바뀌며 의도와 다르게 진행됐다. 바로잡을 수 있는 것은 바로잡고 싶다.”

-무엇이 문제인가.

“가장 큰 것은 설계자인 내가 공사 과정을 감독하는 일, 이른바 ‘감리’를 할 수 없었다는 점이다. 현행 건축법에 따르면 공사비 100억원 이상의 관급 공사는 설계자가 감리를 직접 하지 못하게 돼 있다. 이 제도가 과연 맞는 것인지 묻고 싶었다. 건설 우선주의 발상이다. 둘째는 전시설계의 변경이다. 본래 건물과 전시를 함께하기로 돼 있었다. 설계를 납품했는데도 중간에 바뀌었다. ”

이 교수는 “감리란 감독 기능도 있지만, 질 관리(quality control) 기능도 있다. 선진국에서 감리를 말할 때는 설계자의 질 관리를 말하는데 국내에서는 감독 기능에만 초점을 맞추고 있다”고 비판했다. 성수대교 붕괴, 삼풍백화점 참사 등으로 감리기능을 ‘조사 및 검사’ 기능으로만 제한해 놓았다는 것이다. 토목공사의 경우 설계·시공·감리 등을 분리해 전문성을 높일 수 있지만 건축가의 개성을 존중해야 할 공공건축은 사정이 다르다는 입장이다.

한양대 건축학부 서현 교수는 ‘건축가 들러리론’을 제기했다. 건축가가 준공식에 초청받지 못하는 경우도 비일비재하다고 꼬집었다. 그는 “ 공공기관이 건축가를 설계도면 넘겨주는 기술자로 취급하고 있다”고 말했다. 이 교수는 전시 디자인의 일방적 변경도 성토했다.

-무엇이 어떻게 바뀌었나.

“당초 내 계획에서는 이순신 유품 중에서 가장 중요한 『난중일기』가 중심에 놓이는 개념이었다. 맨 마지막 전시실에 이르면 실제 날짜와 같은 일자의 일기를 낭독하는 소리가 바닥에서 흘러나오게 하고 싶었다.”

하지만 현재 이순신 기념관 세 번째 전시실에서는 노량해전 4D 영상물을 상영하고 있다. 이 교수는 “유원지처럼 4D 영상물 상영으로 이순신을 기념하는 것은 이순신을 모독하는 일”이라고 비판했다. 그는 “내가 해석한 이순신은 자신과 치열하게 싸운 인간이지만, 보는 이에 따라 다양한 뜻으로 해석될 수 있도록 열린 공간을 표현하고 싶었다”고 밝혔다. 회화나무로 채우고 싶었던 조경설계도 실현되지 않았다. 이 교수는 “건축은 불도저식 토목 공사가 아니라 문화다. 설계자와 소통하고 의도를 이해하려는 당국의 노력이 아쉽다”고 말했다. 그는 “이제라도 문화시설·공공청사·공연시설 등의 감리에서는 예외 조항을 만들어야 한다. 건축가들이 소소한 곳까지 신경 쓰며 완성도를 높이고, 책임도 지는 시스템이 절실하다”고 주문했다.
