North to dispose of South’s Mt. Kumgang assets

North Korea said Friday that it will dispose of South Korean assets seized or frozen at Mount Kumgang under its new law regarding the scenic mount resort.

The North also said Hyundai Asan Corp., a key operator of the tourism project just north of the heavily armed border, should come to the table by the end of the month for talks over the disposal of the assets, according to the North’s official Korean Central News Agency.

Tours to Mount Kumgang came to a halt after a Seoul woman allegedly wandered into a restricted zone and was shot dead near the resort in 2008. North Korea maintains it has taken measures to shed light on the shooting and bolster safety, while the South has dismissed them as far short of satisfactory.

In anger, the North in April 2010 seized or froze South Korean assets at Mount Kumgang, including a government-owned family reunion center, shops and a golf range.

In late May, the North announced the package of moves in the law that it says will help turn the mountain into a special zone for international tourism.

The law also provides foreign investors with preferential conditions for economic activities and permits the remittance of their profits, according to the North.

Pyongyang said it would allow South Korean and other foreign investors to build a casino, golf course and night club at the scenic mountain in an apparent move to earn hard currency by attracting foreign tourists.

The two Koreas launched the joint tour program to the scenic mountain in 1998 as part of moves to boost cross-border reconciliation and cooperation, providing a source of hard currency to the cash-strapped North.

Tensions have persisted between the two Koreas over provocations by Pyongyang last year.

North Korea has refused to take responsibility for the sinking of a South Korean warship and shelling of a South Korean island.

북한이 금강산 관광지역 내 남한 재산을 정리하겠다며 우리 투자기업들에 방북을 요구했다.

북한은 17일 금강산국제관광특구지도국 대변인 ‘통고’를 통해 “지도국은 특구법에 따라 특구 내의 부동산을 비롯한 모든 재산을 정리하게 된다”고 밝혔다. 지도국 대변인은 이어 “특구에 부동산을 가지고 있는 모든 남측 당사자들은 동결·몰수된 재산들의 처리문제를 협의하기 위해 오는 30일까지 금강산에 들어올 것을 위임에 의해 통고한다”고 말했다.

북한의 이런 입장은 지난 4월 금강산을 국제관광특구로 만들고 지난달 말 특구법을 발표한 데 이은 것으로 남측과의 관광사업을 정리하겠다는 최후통첩으로 풀이된다. 1998년 11월 시작된 금강산 관광은 2008년 7월 북한 경비병의 총격에 의해 우리 관광객이 숨지는 사고가 발생한 뒤 중단됐다. 북한은 사과와 재발방지, 관광객에 대한 신변안전 보장 등 우리 정부의 요구를 거부했고, 관광 중단으로 손실을 봤다면서 금강산 내 정부 자산인 이산가족면회소·온천장 등을 몰수하고 우리 기업들의 건물·시설을 동결했다. 관광 중단으로 인해 30여 개의 남측 업체들이 입은 손실은 700억원(금강산지구기업협의회 추산)에 이른다.

북한의 발표에 대해 통일부는 “사업자 간 계약과 남북 간 합의를 준수해야 한다”며 “북한은 어떤 경우에도 우리 기업의 재산권을 침해해서는 안 된다”고 강조했다. 통일부는 “해당 기업들의 의견을 수렴해 방북 허용 여부를 결정할 것”이라고 강조했다.

금강산 관광 사업자인 현대아산 측은 “아직 북측으로부터 공식적으로 통보받은 것이 없다”며 말을 아꼈다. 현대아산은 금강산특구 내 해금강 호텔과 옥류관 식당, 부두· 관광도로· 주유소· 발전기· 통신망 등의 소유권과 운영권을 갖고 있다.
