Oh’s future tied to vote on lunches

After a coalition of conservative civic groups formally demanded that the Seoul Metropolitan Government hold a referendum in an effort to block free school lunches in Seoul, experts say the fate of Mayor Oh Se-hoon as a presidential hopeful will be determined by the results of the referendum.

“The referendum will determine whether free welfare populist policies should be expanded or put an end to populism,” Oh said Thursday. “We stand at the important crossroads now because Seoul residents will determine the fate [of the free school lunch program] by their own hands.” Experts said the results of the referendum will be very important for both Oh and his Grand National Party because it will be a litmus test concerning the public sentiment about the GNP’s opposition to so-called populist policies.

Providing free school lunches has become a hot political issue since last year after the oppostion Democratic Party-dominated city council passed the ordinance in December and started offering the free lunches for the first four school grades in Seoul in March.

A coalition of 160 conservative groups, named the National Anti-Populism Union, said on Thursday that although 418,000 signatures are required to hold the referendum, it collected far more signatures than necessary - 801,263 - in support of holding the referendum vote.

Seoul Metropolitan Government officials must now verify the eligibility of the signatures.

Once this process is completed, city officials believe it will be able to hold a poll in the fourth week of August, given that it normally takes about two months to confirm signatures.

Furthermore, at least a third of eligible voters must vote to make a referendum’s result valid.

Although coalition officials said they’re confident that many residents will participate in the vote, the results are uncertain.

If at least a third of the 8.36 million eligible voters participated in the vote and more people voted in support of abolishing free school lunch program, political experts said Oh will gain political momentum and became a strong GNP presidential contender against frontrunner and former GNP Chairwoman Park Geun-hye.

But if the referendum fails if less than a third of the eligible voters participate, the DP’s welfare policies, including free school lunches and half-priced tuition, which are opposed by Oh and the GNP, would gain momentum.

It is also highly likely that Oh will be the target of criticism for wasting some 20 billion won ($18 million) in taxpayers’ money to hold the referendum.

In a related matter, 12 DP heads of Seoul district offices issued a joint statement yesterday opposing the referendum. “We cannot waste taxpayer money to gamble on Mayor Oh’s ambition to be the next president,” the statement read. “We’re regretful that he referred to free school lunches, deserved by the people, as populism.”

8월 ‘공짜점심’ 첫 주민투표 … 정치 생명 건 오세훈

서울시 초등학교 ‘전면 무상급식 반대’ 주민 80만명 서명

오세훈 서울시장은 결의에 찬 모습이었다. 16일 그는 정치생명을 건 승부수를 던졌다. 무상급식 주민투표다. 승리하느냐, 패배하느냐에 따라 그의 정치적 입지는 확연히 갈리게 된다. 오 시장도 이런 사실을 잘 알고 있다. 그는 이날 주민 투표 청구 서명서 80만1263장이 들어 있는 종이박스 178개 앞에 서서 이렇게 말했다. “(주민투표에서 패배하면) 어떤 정치적인 책임을 질 것인지 숙고하겠다.”

복지포퓰리즘추방 국민운동본부가 이날 오전 11시 서울시 민원실에 주민투표 청구서를 접수시키면서 ‘오세훈 정치 드라마’의 주사위는 던져졌다. 서울시 초등학교에서 ‘전면적 무상급식을 할지’, ‘점진적 무상급식을 할지’를 묻는 주민투표다. 서명자 수는 80만1263명에 달했다. 청구인이 서울시 유권자(863만 명)의 5%인 41만8000명만 넘으면 주민투표는 실시된다.

지금으로서는 주민투표가 이루어지는 게 어렵지 않아 보인다. 행정 절차가 마무리되면 8월24일쯤 투표가 예상된다. 하지만 투표 결과는 장담할 수 없다. 투표율이 33.3%를 넘어야 하고, 점진적 무상급식을 해야 한다는 표가 더 많아야 오세훈 시장의 승리다. 이렇게 되면 오 시장은 서울시와 시의회의 대립 국면에서 주도권을 쥘 수 있다. 더 나아가 대권 후보로서의 위상이 높아지고 동력도 얻게 된다.

반면 전면적 무상급식을 해야 한다는 표가 더 많으면 오 시장은 타격을 받는다. 여기서 그치지 않는다. 투표율이 33.3%가 안 돼도 오 시장의 패배다. 법제처는 최근 “ 투표율이 33.3%가 안 되면 예산이 편성된 기존 정책을 그대로 추진해야 한다”는 유권해석을 내렸다. 이는 현재 시의회를 장악한 민주당이 주도하는 전면적 무상급식을 따라야 한다는 의미다. 이런 결과가 나오면 오 시장의 정치 생명은 위태로워진다.

그런데도 오 시장은 칼을 뺐다. ‘망국적 포퓰리즘’을 막자는 자신의 철학을 지키기 위해서다. 그는 이날 주민투표 청구서가 접수된 후 기자회견을 열고 “이번 주민투표는 한정된 재원으로 서민 우선의 복지를 실현하는 ‘서민 무상급식’인지 부자들에게까지 퍼주는 과잉복지인 ‘부자 무상급식’인지를 시민의 손으로 직접 선택하는 중대한 갈림길”이라고 말했다. 또 “이번 주민투표를 통해 무상복지 포퓰리즘을 확산할지, 끝낼지를 결정하게 될 것”이라고 덧붙였다.

기자회견에 임하는 자세는 전과 확실히 달랐다. 그는 이날 그동안 사용했던 ‘점진적 무상급식’이란 용어를 쓰지 않았다. 본 게임이 전면 무상급식 대 점진적 무상급식의 구도로 가는 건 적절하지 않다고 판단했기 때문이다. 더구나 이미 대다수 서울의 초등학교 1~4학년생에게 공짜점심이 제공되고 있다. 한번 공짜로 준 걸 뒤집는다는 건 녹록한 일이 아니다. 오 시장은 그래서 화두를 ‘서민 무상급식이냐, 부자 무상급식이냐’로 변경했다. 고소득층에게도 공짜점심을 주는 것이 타당하느냐는 점을 부각하기 위한 것이다.

주변 여건은 그에게 호의적인 편이 아니다. 이미 한나라당은 ‘좌클릭’ 분위기가 강하다. 황우여 원내대표가 취임 일성으로 ‘반값 등록금’을 내놓았다. 당대표 경선 출마를 선언한 남경필 의원은 ＂당 대표가 되면 무상급식 주민투표를 막겠다”고 했다. 여기에다 이미 양극화가 심해지고 빈곤층이 늘어난 현실에서 ‘덜 나눠주자’는 오 시장의 주장이 인기를 끌기 어렵다.

결과적으로 현재 시행되는 전면 무상급식을 막지 못한 채 200억원 가까운 세금(투표 비용)만 썼다는 비판을 받을 수 있다.

서울시도 이런 분위기를 안다. 조은희 서울시 정무부시장은 ＂오 시장이 최근 간부회의에서 ‘주민 투표에서 지면 각자도생(各自圖生)해야 한다’고 말했다”면서 ＂어려운 싸움인지 알지만 복지 포퓰리즘을 차단하는 것이 오 시장의 소명인데 정치적 손해가 된다고 해서 포기할 수 없다”고 설명했다. 이런 설명이 서울 시민들을 설득할 수 있을까. 오 시장의 운명은 시민들의 한 표에 달려 있다.
