Land Ministry officials bribed: Report

Inspectors from the Prime Minister’s Office have confirmed in a report that a group of Ministry of Land, Transport and Maritime Affairs officials were treated to entertainment services, including a room salon, by local government and construction company officials working on the four-rivers restoration project and that some of the officials received bribes.

According to the report obtained on Thursday by the JoongAng Ilbo, the Korea River Association held its seventh annual eco-friendly river management forum at the International Convention Center on Jeju Island from March 31 to April 1. About 100 Land Ministry officials and 530 officials from government-run organizations and construction companies involved in the project were invited to the forum.

Five inspectors from the Prime Minister’s Office secretly attended the forum to watch for any bribery attempts, the report said, monitoring the center’s hallways, toilets and nearby karaoke and room salons.

Inspectors wrote the report after observing the activities at the forum.

Inspectors said in the report that they witnessed construction company officials give “white envelopes” to Land Ministry officials in a men’s restroom at the center. The inspectors didn’t make arrests on the spot, but wrote about the transactions in the report.

According to the report, after the official seminar finished around 4 p.m. on the first day of the forum, officials of the state-run Korea Water Resources Corp. took six male Land Ministry officials to a sushi restaurant until about 8 p.m. and then to a room salon in Seogwipo as a second round. The corporation paid all of the costs, about 800,000 ($736) won, including 440,000 won written as “service charges” at a room salon.

Nine other male Land Ministry officials were also treated to dinner by the executive directors of Korea Engineering Consultants Corp. and River & Technology Corp., both of which are construction companies working on the four-rivers project, and also were taken later to a night club. The two companies paid the bill - about 1.48 million won.

Five female officials also were treated to dinner only by the two companies.

River construction company Saman Corporation also treated seven Land Ministry officials among the 20 officials to a one night’s stay at a pension, the report said.

The report said two of the 20 Land Ministry officials stayed one extra night on Jeju Island and were given rental cars and lodging at a pension by Korea Engineering Consultants Corp.

The report concluded that most of the Land Ministry and government officials participated very little at the forum and went to the forum purely as a junket to the island.

“We assume that about 300 or 400 government officials on the guest list didn’t show up at all at the forum and took a trip to Jeju Island, playing golf,” the report read. “The forum was entirely inadequate.”

The report also said the Korea River Association, which has hosted the forum since 2005, collected about 276 million won in attendance fees for the forum from construction companies and the central government, with the government paying about 45 million won of the total. The association spent 119 million won to host the forum. The association would not release an accounting of the remaining 157 million won.

An official from the Prime Minister’s Office said, “We [estimate] the association has accumulated about 1 billion won in profits [by holding the annual forums] so far.” The Korea River Association, run by a former assistant minister of the Land Ministry, “has never received tax audit,” the report said. “We suspect the association functions as ‘bridge’ connecting the Land Ministry and private companies.”

룸살롱 안갔다더니 … 영수증엔 ‘봉사료 44만원’ 찍혀있었다

지난 3월 31일 국무총리실 공직복무관리관실 점검팀(옛 암행감찰반) 5명이 제주도 중문단지에 있는 국제컨벤션센터로 들어갔다.

이들은 국토해양부 연찬회 참석자로 가장해 국토해양부 공무원, 업체 관계자 등 600여 명이 모인 속으로 조용히 스며들었다. 이후 감찰반원들은 세미나 교육장 등 행사장은 물론 컨벤션센터 복도와 화장실, 주변 음식점과 술집들까지 꼼꼼하게 살펴봤다.

국토부가 주최하고 한국하천협회가 주관한 ‘제7회 자연친화적 하천관리 2차 연찬회’(3월 31일~4월 1일) 때의 얘기다. 연찬회에선 무슨 일이 벌어졌을까. 중앙일보가 16일 입수한 총리실 공직복무관리관실의 ‘국토해양부 공무원 비위자료’에 따르면 국토부가 공식 부인한 것과 달리 공무원들이 4대 강 사업 참여 업체로부터 유흥주점(룸살롱)에서 접대를 받은 게 사실인 걸로 나타났다.

100만원대 식사 접대와 나이트클럽 향응, 행사 이후 펜션 제공 등 비리도 확인됐다. 또 비위 사실로 적발되지는 않았지만 행사장 화장실에서 돈이 담긴 것으로 추정되는 봉투가 공무원과 업자 사이에 오가는 모습도 수차례 감찰반에 목격됐다고 한다. 총리실 관계자는 “연찬회 전체의 비리 조사가 우선이어서 현장에서 개별 비리를 잡지는 못했다”고 말했다.

2차 연찬회 첫날인 3월 31일, 4대 강 사업에 참여 중인 한국수자원공사와 한국종합기술·삼안엔지니어링 등 토목기술 전문업체는 국토부 공무원 16명을 그룹별로 나눠 서귀포시의 다금바리 횟집과 Z유흥주점·나이트클럽 등에서 접대했다.

오후 4시 공식 교육 일정이 끝나자 국토부 수자원개발과와 하천계획과, 4대강사업본부 등 공무원들은 식당으로 이동했다. 이모 서기관 등 6명은 4대 강 사업 시행자인 수자원공사 김모 차장 등 2명으로부터 오후 8시까지 행사장 인근 서귀포시의 다금바리 횟집 J식당에서 저녁식사를 한 다음 자리를 유흥주점으로 옮겨 술 접대를 받았다.

만찬 비용 45만원, 술집의 봉사료 44만원을 포함한 술값 80만원은 모두 수자원공사 측이 결제했다. 이들 업체가 지출한 신용카드 영수증 사본은 ‘비위 자료’에 첨부돼 있다.

심모 사무관 등 9명은 4대 강 사업 설계·감리업체인 한국종합기술과 하천공사업체 리버엔텍 임직원으로부터 모두 148만원어치의 식사와 나이트클럽 접대를 받았다. 민모씨 등 여성 공무원 5명은 식사접대를 받았다.

하천토목 엔지니어링업체인 삼안엔지니어링으로부터 펜션 숙박료를 지원받은 걸로 나타났다. 4대강사업본부 주무관 2명은 4월 1일 연찬회 행사가 끝난 뒤에도 귀가하지 않고 2일까지 하루 더 개인관광을 하면서 한국종합기술 관계자로부터 차량 렌트비용과 하루 숙박비를 추가로 제공받았다고 총리실 자료는 밝혔다.

국토부 공무원은 1, 2차 연찬회를 합쳐 모두 220여 명이 참석했다. 1차 연찬회는 3월 28, 29일 같은 곳에서 열렸는데 전체 본부 직원 1200여 명 가운데 약 20%가 연찬회에 참석한 것이다.

총리실 암행감찰반에 적발된 2차 연찬회엔 국토부 수자원정책관실 4개과 직원 100여 명이 참석했다. 이들은 모두 공식 ‘교육훈련출장’ 명목으로 왕복 교통비와 숙박비를 지원받아 행사에 참석했다. 하천 업무를 담당하는 지방공무원, 민간업체 직원 등 530명도 이 행사에 참석했다.

연찬회 본래 목적인 교육 세미나는 공무원들의 관심사가 아니었다. 총리실이 3월 31일과 4월 1일 이틀간 컨벤션센터 교육 세미나장의 출석률을 체크한 결과 가장 많은 사람이 세미나장에 나타난 건 행사 시작 때인 31일 오전 10시였다. 그때 참석자가 170명으로, 출석률은 27.0%에 불과했다. 이튿날 오전 9시에는 단 40명(6.3%)만이 교육에 참여했다.

총리실은 보고서에서 “대부분 기관이 한두 명 직원만 있다가 주최 측인 하천협회에서 수료증을 일괄 수령해 갔고, 어떤 참석자는 행사에는 한번도 나타나지 않다가 다음날 수료증만 받아간 사례도 목격됐다. 연찬회 자체가 부실했다”고 지적했다. 총리실 관계자는 “제주도에 내려간 사람 중 적어도 300∼400명은 행사장에 얼굴도 비치지 않은 채 관광·골프 등을 즐기다 떠난 걸로 추정된다”고 말했다.

이번 연찬회를 주관한 한국하천협회는 모두 2억7600만원의 행사비를 거뒀다. 정부예산 4500만원 외에 40개 업체 대상 홍보부스 임대료(1억 7700만원), 교재비·식대 명복의 참가비(3200만원), 대기업 광고비(2200만원) 조로 돈을 거둔 것이다. 하지만 실제 지출액은 1억1900만원에 지나지 않았다. 결국1억 5700만원의 수익금이 발생한 셈인데 총리실은 수익금의 사용처를 전혀 밝혀낼 수 없었다고 보고서에 적었다. 총리실이 조사 과정에서 국토부 담당자 입회 아래 최모 하천협회 사무국장에게 회계자료 열람을 요구했지만 “일체 서류가 없다”는 답변만 들었다고 한다.

2005년부터 매년 열린 하천협회 주관 연찬회는 2009년엔 대전, 2010년엔 제주에서 열렸다. 총리실 관계자는 “그간 하천협회가 10억원 이상의 수익금을 남겼을 걸로 보이는데 그 사용처에 대한 증빙자료가 없다”며 “내부에서 횡령했거나 공무원 등에게 상납했을 가능성이 있다고 본다”고 말했다.

국회 국토해양위 한나라당 장제원 의원은 “사단법인 한국하천협회는 회장이 국토부 차관보 출신이며, 사무국장은 전직 국토부 사무관”이라며 “7년 동안 거액의 정부예산을 지원했는데 감사 한번 받지 않았기 때문에 하천협회가 국토부와 민간 업체 사이 ‘먹이사슬’의 중간고리 역할을 하고 있다는 의심이 간다”고 말했다. 그러면서 “하천협회 수익금에 대해 즉각 수사하고 솜방망이 징계에 그친 관련 공무원은 징계해야 한다”고 주장했다.
