Teenage stars get protection
Korea’s antitrust watchdog said Friday that it has come up with new guidelines that will prevent production companies from dressing teen stars in revealing clothes and forcing them to do sexually suggestive dance moves.The Fair Trade Commission revised standard contract terms between music production companies and singers to better protect the basic rights of underage artists, it said. Under the revised terms, production companies are not allowed to ask teens to perform overly sexual moves or dress in sexy clothes. They should also respect employees’ right to complete schooling and should not force them into long working hours, the FTC said.
The rising popularity of K-pop singers has been accompanied by controversies over so-called slave contracts between entertainment companies and teen stars as well as the portrayal of underage female artists as sexual objects. The FTC’s revised terms are not legally binding but the watchdog said that the terms could be used as a ground for entertainment company employees to protest unfair demands.

공정위, 문화예술인 계약서 개정
앞으로 연예매니지먼트 회사들은 청소년 연예인에게 과도한 노출이나 선정적인 행위를 요구해서는 안 되며 학습권·휴식권과 같은 기본권도 보장해야 한다.
공정거래위원회는 청소년 연예인들의 인권보장을 위해 이 같은 내용을 ‘대중문화예술인 표준전속계약서’에 반영, 표준전속계약서를 개정했다고 17일 발표했다. 최근 한류 열풍을 주도하고 있는 한국의 아이돌 그룹이 주목받고 있지만 어린 청소년들의 과도한 노출이나 장기간 공연준비에 따른 학습권 침해 등의 문제점을 지적하는 목소리도 있었다.
개정된 계약서는 아동·청소년 보호 조항을 신설했다. 연예매니지먼트 회사는 아동·청소년 연예인의 신체적·정신적 건강, 학습권, 인격권, 수면권, 휴식권, 자유선택권 등 기본적인 인권을 보장한다고 규정했다. 또 연예매니지먼트사가 연예인과 계약을 체결할 때 연예인의 연령을 확인하고 아동·청소년의 경우 영리 또는 흥행을 목적으로 과다노출이나 지나치게 선정적인 표현행위를 요구할 수 없다고 명시했다.
또 아동·청소년 연예인이 과도한 시간에 걸쳐 대중문화예술 용역을 제공하지 못하도록 규정했다. 공정위는 연기자 중심의 한국연예매니지먼트협회, 가수 중심의 한국연예제작자협회, 문화체육관광부, 여성가족부 등의 의견을 수렴해 표준전속계약서를 개정했다.
공정위는 이번에 개정한 표준전속계약서를 관련 사업자와 사업자 단체에 통보하고 이를 사용할 것을 적극 권장할 방침이다. 공정위 이순미 약관심사과장은 “표준약관이 사용되면 청소년 연예인이나 부모가 과다노출 강요나 장기간 수업불참 등의 요구에 대해 적극적으로 부당성을 주장할 수 있다”며 “연예기획사의 경우에도 방송사나 제작사의 부당한 요구에 대항할 수 있는 근거규정으로 활용할 수 있을 것”이라고 기대했다.
그는 “물론 표준전속계약서 개정으로 그동안 연예산업의 문제점과 관행이 일거에 사라질 것으로 기대하는 것은 무리이지만 선진적인 연예산업으로 도약하는 중요한 시도가 될 것”이라고 밝혔다.
