Gwanghakbo was a scholarship foundation ⓐ in the Goryeo Dynasty established by King Jeongjeong to promote Buddhist studies. ⓑThe scholarship was ⓒ not a grant: the interest for borrowing 15 cups of grains was 5 cups per year. The annual interest rate of 33 percent is actually very high. ⓓ Those students who were unable to ⓔ make the interest and principal payments in time became credit delinquents, and they often declared personal bankruptcy. So the government created a law that the interest could not be more than the principal.

Writing Tip
ⓐ in the Goryeo Dynasty → during the Goryeo Dynasty 적절한 위치로 이동, during으로 수정
ⓑ The scholarship was → But the scholarships given to students were
ⓒ not a grant → loans, not grants
ⓓ Those students → students 불필요한 those 생략
ⓔ make the interest and principal payments → pay it back ‘시간 안에 해내다, 만들어 내다’의 의미로 ‘make it’을 쓰지만 make 뒤에 일반 명사를 쓰지는 않음

ⓐ Centuries later, the situation ⓑ has not changed much. ⓒ College and university students who took out student loans are increasingly becoming delinquents. The lenders may think that ⓓ 4.9 percent annual interest rate is ⓔ very low, but the borrowers are burdened. The presidential scholarships and grants are free, but they are extremely hard to win for average students.
