FSC shuts out KDB from Woori Finance bidding

The Financial Services Commission, Korea’s top financial regulator, went on the record yesterday saying that Korea Development Bank (KDB) will not participate in bidding for Woori Finance Holdings, the nation’s largest banking group.

With KDB out of the picture, the FSC’s efforts to ease rules on bank ownership to facilitate Woori’s
privatization are expected to gain lawmakers’ approval without further controversy.

산은이 입찰에서 빠지게 되면, 우리금융 민영화를 서두르기 위해 은행소유 규정들을 완화하려는 금융위의 계획을 국회의원들이 추가로 논란을 벌이지 않고 승인할 것으로 보인다.
Many lawmakers had opposed KDB buying Woori because it, too, is government-owned and they wanted Woori to be truly privatized. However, KDB was the only institution interested in buying Woori, and it remains to be seen if another potential buyer will step forward.

At a National Assembly committee hearing yesterday, FSC Chairman Kim Seok-dong said the government will not allow KDB to proceed with its bid for Woori.
어제 국회 대정부 질의에서 김석동 금융위원장은 정부는 산은이 우리금융 입찰에 참여하게 허락하지 않을 것이라고 말했다.
“The government has considered the issue of KDB participating in the bid for Woori Finance Holdings, as it can maximize Woori Finance Holdings’ bid price and recovery of public funds through competition and help KDB’s privatization through expanding its banking networks,” said Kim.

김 위원장은 “산은이 우리금융 인수 입찰에 참여하면 경쟁을 통해 입찰 가격을 극대화할 수 있고 결과적으로 투입된 공적 자금을 회수할 수 있게 되고 은행 네트워크를 확장할 수 있어 산은의 민영화에도 도움이 되기 때문에 정부는 산은의 입찰 참여 문제를 고려했었다”고 말했다.
“However, with the current lack of public consensus about KDB’s participation in the bid for Woori Finance Holdings, the government has established its stance that KDB should not participate in the bidding process.”

“그러나, 산은이 우리금융 인수 입찰에 참여하는 것을 찬성하는 국민 여론이 형성되지 않은 현재 상태로는 산은은 입찰에 참여하지 않아야 한다고 정부 입장을 정리했다.”
