Tete-a-tete is set between Lee and DP leader Sohn

President Lee Myung-bak and the leader of the largest opposition Democratic Party, Sohn Hak-kyu, will meet Monday to discuss key economic and political issues, including the politically sensitive call for university tuition cuts and the ratification of the Korea-U.S. free trade agreement.

Both the Blue House and the Democratic Party yesterday held press briefings to announce the breakfast meeting between the two leaders. It will also be the first summit between the president and the largest opposition leader in nearly three years. The last such meeting took place in September 2008 between Lee and then-DP Chairman Chung Sye-kyun.

Four other major issues will be discussed: the savings bank crisis, a plan to fight unemployment, a possible preparation for a supplementary budget and ways to reduce snowballing household debts, said Kim Hyo-jae, senior secretary to the president for political affairs.

The ratification of the Korea-U.S. free trade agreement was added to the agenda at the strong request of the Blue House, said Kim Dong-cheol, Sohn’s chief of staff. “We have delivered the concerns to the Blue House that Lee and Sohn will have a big difference on the matter,” he said, “but still agreed to add it on the agenda.”

It took just one week for the Blue House and the DP to schedule the meeting since Sohn proposed it on June 13.

According to the Blue House, the breakfast meeting will be attended by Lee, Sohn and their aides. It was not determined whether the two leaders will have a separate one-on-one talk. Lee will be accompanied by his newly appointed senior political and public affairs secretaries, while Sohn will be accompanied by his chief of staff and spokesman.

Working-level discussions will continue between the two sides in the run-up to ensure that the meeting is constructive, the Blue House and Democratic Party said.

“It is a rare meeting, so we will try our best to produce a fruitful outcome,” said Kim, senior secretary for political affairs. “The outcome could be an announcement or an agreement.”

But Lee and Sohn will be dealing with hot potato issues.

Lee has urged the National Assembly to approve the Korea-U.S. FTA, and officials in Seoul and Washington have hoped to ratify the accord before August.

The Democrats, however, have demanded another round of negotiations to revise the trade agreement to make it more favorable for domestic industries.

How to ease growing public clamor for lower university tuitions is another sticky issue. The Democrats want tuitions cut in half with state subsidies, but the presidential office has expressed concerns about the cost of such a plan.

손학규 “등록금 논의” MB “한·미 FTA도 같이”

27일 3년 만에 청와대 회동이명박 대통령, 손학규 대표 이명박 대통령과 민주당 손학규 대표의 회담이 27일로 확정됐다. 두 사람은 당일 오전 청와대에서 조찬 회담을 열어 6가지 ‘민생 의제’를 논의한다고 김효재 청와대 정무수석과 김동철 민주당 대표비서실장이 21일 발표했다. 6가지 의제는 ▶대학등록금 인하 방안 ▶저축은행 사태 ▶일자리 창출 대책 ▶추가경정예산 편성 여부 ▶가계부채 해결 방안 ▶한·미 자유무역협정(FTA) 비준안 처리 문제 등이다.

　대학등록금 인하 방안 등 5가지는 손 대표가 요구한 의제들이다. 이 대통령은 이를 받아들이면서 딱 한 가지 의제를 추가시켰다. 한·미 FTA 비준 문제다. 이에 따라 2008년 9월 이 대통령과 민주당 정세균 대표의 회담 이후 2년9개월 만에 이 대통령과 제1 야당 대표 간 회담이 열리게 됐다. 이 대통령 입장에선 취임 이후 세 번째 야당 대표와의 회담이다.

　당초 이 대통령은 7월 초 해외 순방에 앞서 6월 29일 만나자고 제의했으나 민주당은 회담 결과를 6월 임시국회에 반영하려면 하루라도 더 앞당겨야 한다고 맞섰다. 김효재 수석은 “청와대도 민생 현안 해결이 급한 만큼 민주당의 요구를 수용했다”고 말했다.

　손 대표도 나름대로 ‘성의’를 보인 모양새다. 손 대표는 26일부터 2박3일간 일본을 방문해 27일 간 나오토(菅直人) 총리와 만날 예정이었으나 이 대통령을 만나기 위해 출국 날짜를 27일 오후로 늦췄다.

　2년9개월 만에 이 대통령과 야당 대표가 만나지만 청와대와 민주당에선 “회담이 낙관적이지만은 않다”는 전망이 나온다.

　회담 의제 6개 항은 청와대와 민주당의 견해 차가 워낙 큰 사안들이다. 민주당은 회담을 통해 5000억원의 추경예산 편성 합의를 이끌어내 오는 2학기 대학 등록금의 일부라도 낮춰서 가시적 성과를 낸다는 전략이다. 하지만 청와대는 추경예산 편성에 난색을 보이고 있고, 등록금 인하를 위해 재정을 투입하기보다는 먼저 대학의 구조조정을 한다는 입장이다. 반면 이 대통령의 가장 큰 관심 사항인 한·미 FTA에 대해선 민주당이 ‘재재협상’을 요구하고 있다.

　이 대통령과 손 대표는 미국산 쇠고기 논란이 거세던 2008년 5월에 회담을 한 일이 있었다. 3년 전 두 사람의 회동은 성과는커녕 분위기가 냉랭하기까지 했다고 한다. 손 대표의 말이 길어지자 이 대통령이 “나도 말 좀 하자”고 끊은 일이 있을 정도였다.
