North is watching South’s elections

The National Intelligence Service believes that North Korea is collecting information about next year’s South Korean general and presidential elections, according to South Korean lawmakers yesterday.

NIS officials told members of the National Assembly’s Intelligence Committee during a closed-door conference on Wednesday that North Korea had formed task forces for the collection of information on the legislative elections in April and the presidential election in December.

The officials, including NIS Director Won Sei-hoon, also talked about the power succession in North Korea at the briefing. “We have confirmed that orders were given [from the North Korean government] demanding reports on information regarding next year’s elections,” an official said, according to a lawmaker who wished to remain anonymous.

The statement was in reply to Representative Lee Doo-ah, who asked whether there was a secret group in the North collecting personal information on politicians involved in next year’s elections, including Democratic Party leader Sohn Hak-kyu.

One Intelligence Committee lawmaker told the JoongAng Ilbo that North Korea was thought to be collecting information that would help them “influence next year’s elections through South Korean social networking services.”

On another issue, Hwang Jin-ha, Grand National Party lawmaker and Intelligence Committee member, reported that Won had said Kim Jong-il’s heir apparent was not very popular with the North Korean public.

“Kim Jong-un, Kim Jong-il’s son, failed at currency revaluation in 2009, and he has failed at his policy for housing, as there have only been 500 new houses built when there were 100,000 promised. His leadership has been dealt a blow,” Hwang told reporters.

Lee held a briefing after the conference, saying the North Korean leadership had bulked up its surveillance over the North Korean people because it was concerned about a democratic uprising.

“North Korea’s regime is in critical condition as public complaints are growing as the economy gets worse in the North, and more news of Middle Eastern democratic movements have made it into the country,” said Lee. “The NIS reported that a special police squad has been formed to remove elements that threaten the North Korean regime.”

According to those who were at the meeting, small outbursts from the public have been observed in the North - usually in markets after vendors’ goods are confiscated - though they have not amounted to large protests. One lawmaker on the Intelligence Committee said people in the government and military were being replaced with younger officials in their 40s and 50s to give Kim Jong-un a firmer support base.

At the meeting, the NIS also showed footage of anti-riot gear recently purchased by North Korea, including a bus and closed-circuit cameras, presumably to guard against antigovernment protests. The NIS also emphasized that the Nonghyup hacking in April had been done by the North, and that the regime would continue trying to attack facilities like aviation, finance, electric power and traffic systems.

국정원 “김정은 자리 못 잡고 민심 이탈”

내년에 실시되는 19대 총선(4월), 18대 대선(12월)과 관련해 북한이 각종 선거 정보를 수집하고 있다고 국가정보원(국정원) 측이 23일 밝혔다. 국정원 관계자는 이날 국회 정보위원회 비공개 회의에 출석한 자리에서 “과거 북한은 (한국의 선거 관련) 태스크포스(TF)를 만들어 정보 수집 업무를 해 왔다”며 “(북한 당국에서 한국의) 선거 관련 사항을 보고하라는 지시가 있었던 것은 확인했다”고 말했다. 한나라당 이두아 의원이 “내년 총선과 대선에 대비해 북한이 비밀조직을 가동하고, 민주당 손학규 대표를 비롯한 정치인의 인적사항과 정책에 대한 정보를 수집한다는 얘기가 있다”는 질의에 이같이 답한 것이다. 익명을 요구한 한나라당 소속의 정보위원은 “북한이 내년 총선 때 국내 SNS(Social Network Service) 등을 통해 선거에 영향을 미칠 목적으로 정보를 수집하는 것으로 판단된다”고 말했다.

　정보위의 한나라당 간사인 황진하 의원은 “김정일 북한 국방위원장의 후계자인 김정은이 화폐 개혁에 실패했고, 주택 10만 호를 건설하기로 했는데 500호밖에 짓지 못해 리더십에 손상이 가고 있다고 원세훈 국정원장이 정보위에 보고했다”고 전했다. 이두아 의원은 전체회의 내용을 기자들에게 브리핑하면서 “북한에서 경제난으로 인한 주민 불만 증가와 중동 민주화 소식 유입 등으로 인해 북한 체제의 위기가 확산하고 있으며, 북한 당국은 체제를 위해(危害)하는 요인을 제거하기 위해 주민 집단 반발에 대비한 특별기동대를 신설했 다는 게 국정원 보고”라고 밝혔다.

　정보위원들에 따르면 국정원은 “북한에서 집단 시위는 아니지만 시장 등에서 단속반의 제지 사항에 대해 주민들이 거칠게 항의하는 등 민심 이탈 조짐이 크게 늘고 있다”는 보고도 했다. 한 정보위원은 “김정은이 자리를 잡지 못해 당정과 군부를 젊은 사람으로 교체하고 있는데 최근 최용해 전 황해북도 당 책임비서의 딸 최선희를 중요한 보직에 발탁하는 등 40~50대 실무 전문가들이 대거 등용되고 있다는 보고가 있었다”고 전했다. 국정원은 이날 북한이 최근 도입한 진압 버스와 폐쇄회로TV(CCTV) 등 시위 진압장비 사진도 공개했다. 원세훈 원장은 “북한에선 (군사장비를 갖춘) 군부대가 통치에 관여하기 때문에 시위 진압장비를 도입한 건 특이한 사항”이라고 말했다고 이두아 의원이 전했다.

　국정원은 “(4월의) 농협 해킹 사건은 북한 소행이 명백하다”고 했다. <본지 4월 26일자 1면> 원 원장은 “북한은 디도스 공격을 지속적으로 자행하면서 농협 사태와 같이 특정 전산망을 파괴하는 테러를 감행할 것”이라며 “본격적인 사이버 테러의 대상은 항공·금융·전력·교통 등 국민 생활 및 국가 운영에 필수적인 국가 핵심 시설이 될 것”이라고 보고했다. 원 원장은 얼마 전 석간신문과 통신·방송사가 김정일 국방위원장의 중국 방문을 김정은 방중으로 잘못 보도했을 때 국정원이 즉각 정정하는 조치를 취하지 않은 이유에 대해 “중국으로부터 김정일 방문 통보를 받으면서 기밀 유지 요청이 있었다”며 “중국이 김정일 방중을 통보해준 것은 처음”이라고 말했다.
