Ex-Bohae Bank head turns himself in

The former president of Bohae Mutual Savings Bank, Park Jong-han, turned himself in and was arrested by waiting prosecutors at Incheon Airport on Wednesday after fleeing to New Zealand in 2009 over suspicions of issuing illegal loans worth 240 billion won ($222 million).

The Gwangju Prosecutors’ Office said Park’s lawyer informed them in early June that he planned to return to Korea and admit to issuing illegal loans while at the bank’s helm.

Prosecutors were granted an arrest warrant and waited for Park’s arrival at the airport. Park, 56, is being detained while the investigation continues.

“Although he turned himself in, we won’t allow plea bargaining,” a prosecution official told the JoongAng Ilbo yesterday.

Park took his post at the bank in August 2008. In August 2009, the Suwon Prosecutors’ Office launched a probe on Park over suspicion that he gave 40 billion won in illegal loans to unidentified people in return for 200 million won in commissions. Soon after the probe commenced, Park abruptly resigned and fled to New Zealand in November 2009.

After the Financial Services Commission shut down debt-ridden Bohae Mutual Savings Bank for insolvency on Feb. 19, prosecutors discovered additional illegal loans worth 200 billion won issued by Park. Whether he received commissions from the newly discovered loans and who received the loans have not yet been determined.

According to Park’s lawyer, Park made the decision to return to Korea because he felt unfairly blamed for Bohae’s corruption by suspects in the bank’s widening scandals.

A Financial Supervisory Service official arrested on charges of receiving bribes from the bank’s current president, O Mun-cheol, told prosecutors, “I was introduced to the bank’s president, O [Mun-cheol], by Park.”

O Mun-cheol told prosecutors during questioning, “The bank’s insolvency started after Park’s inauguration [as president].”

Prosecutors will determine whether Park indeed received commissions for issuing illegal loans and whether he lobbied FSS auditors or government officials to go easy on inspecting debt-ridden Bohae while he was president.

19개월 만에 고국 땅을 밟은 그가 곧바로 향한 곳은 검찰 조사실이었다. 400억원대 대출을 해주고 커미션 명목으로 2억원을 받은 혐의가 검찰(수원지검)에 포착되자 쫓기듯 뉴질랜드로 간 게 2009년 11월. 구속 기소된 오문철(57) 대표이사와 함께 전남 보해저축은행의 불법 대출을 주도한 혐의를 받고 있는 박종한(56)씨 이야기다. 상고를 졸업한 그는 상호신용금고와 저축은행 등에서 잔뼈가 굵은 정통 금융인이었다. 2008년 8월부터 1년간 보해저축은행의 행장으로 일했다. 임건우 회장과 당시 대표였던 오문철씨가 박씨의 능력을 인정해 전문경영인으로 영입했다.

 해외 도피 중이던 박씨가 또 검찰 수사 선상에 오른 건 지난 5월이었다. 보해저축은행에 대한 검찰 수사가 본격화하면서 2000억원대의 불법 대출 과정에 박씨가 깊숙이 개입한 혐의가 드러났다. 검찰은 범죄인 인도 청구와 인터폴을 통한 국제수배를 통해 송환 절차에 착수했다.

박씨가 변호인을 통해 광주지검에 자수 의사를 밝힌 건 이달 초였다. 검찰 수사 과정에서 오씨를 포함한 대부분의 피의자가 박씨에게 혐의를 떠넘긴 데 따른 억울함이 컸다고 한다. 보해저축은행으로부터 뇌물을 받은 혐의로 구속기소된 금융감독원 전 간부 이모(55)씨는 검찰 조사에서 “박씨를 통해 오 대표를 소개받아 친분을 쌓았다”고 진술했다. 오씨도 “박 전 행장 때부터 부실이 시작됐다”고 진술한 것으로 알려졌다. 검찰 수사망이 좁혀 오는 데 따른 부담감도 자수의 배경이 됐다는 분석이다.

 검찰은 박씨가 오 대표와 함께 금융감독원 및 정·관계 로비 등 저축은행 전반에 걸친 비리에 개입한 것으로 보고 있다. 검찰은 24일 수천억원대의 불법 대출을 한 혐의(특경법상 배임)로 박씨에 대해 구속영장을 청구할 방침이다.


검찰 관계자는 “박씨 자수 과정에서 플리바기닝(사건 해결에 협조한 사람에 대해 기소를 면제하거나 형량을 깎아주는 것)은 없었다”며 “불법 대출 수사가 마무리되면 정·관계 로비로 수사 범위를 확대할 계획”이라고 말했다.
