SNU students end sit-in, but say protest isn’t over

Seoul National University student council members announced yesterday that they will end a 28-day sit-in against the school’s privatization plan that they had staged in front of the administrative office. By Kang Jung-hyun

Seoul National University student council members ended their 28-day sit-in against the university’s privatization plan yesterday after 40 of 61 students voted to accept a tentative agreement between the council and the university.

“Although we are ending this protest, this is not the end,” a council member told reporters yesterday. “The issue of Seoul National University’s privatization should be discussed again. With sincerity, we will protest against the National Assembly [which passed the bill for the university’s incorporation].”

SNU’s administrative office also issued a statement yesterday, which read, “We highly welcome the students’ decision to end the protest. We will put our all efforts to listening carefully to what all SNU students want from now on.”

After three days of meetings last week between the university and the council, both sides released a tentative agreement Friday on freezing the current tuition fee until 2012 and expanding students’ participation in determining upcoming tuition fees. A committee of university and faculty members on the incorporation plan will be also launched.

“The administration should take responsibility for neglecting the demands of all people on the campus, especially students, in the process of implementing the incorporation plan,” SNU President Oh Yeon-cheon said in the agreement.

“As a state-run university, SNU should follow the decision of the National Assembly. If required, I will agree to attend the National Assembly for an inspection.”

But the university rejected two main suggestions proposed by the council - dissipating the committee on the SNU incorporation plan and conducting ballots voted on by all students on the campus. And the student council said some members opposed ending the sit-in.

Since the National Assembly passed a bill last December to privatize the university to boost the competitiveness and efficiency of the university, students have opposed it for fear that tuition will go up and only commercial studies will thrive on the campus. The SNU administrative office told them it will concentrate on attracting funds for the development of the school, instead of raising tuition fees.

서울대생 28일만에 ‘법인화반대’ 점거 해제

오 총장 ‘소통 부족 유감’…갈등 불씨 여전

법인화 재논의를 요구하며 행정관을 점거했던 서울대 총학생회가 28일만에 농성을 해제했다.

서울대 총학생회는 26일 오후 행정관 앞에서 기자회견을 열고 "학생들은 점거를 해제하기로 결정했다"고 밝혔다.

총학생회는 그러나 "점거를 해제하지만 이는 법인화 투쟁의 끝이 아니다"라며 "서울대 법인화 문제는 재논의 돼야 하며 앞으로 진정성을 가지고 국회 투쟁에 임할 것"이라고 천명했다.

서울대 학교측도 이날 보도자료를 내고 "학생들의 행정관 점거 해제를 적극 환영한다"며 "서울대 집행부는 국립대 법인화에 대해 그동안 의견수렴을 충분히 못 한 점을 반추하고 향후 구성원 모두의 의견을 경청하고자 노력을 기울일 것"이라고 밝혔다.

오연천 총장은 총학생회측과의 합의에 따라 발표한 담화문에서 "국립대 법인화에 관해 구성원들, 특히 학생들의 의견 수렴에 부족한 부분이 있었던 것은 집행부의 책임"이라며 "앞으로 구성원의 의견을 경청하고자 배전의 노력을 기울이겠다"고 다짐했다.

이어 "서울대는 국립대로서 국회에서 합의된 의견을 준수해야 한다"며 "국정감사 또는 소관 상임위원회 등 국회에서 서울대 총장의 출석을 정식으로 요구하면 그것을 따라야 할 의무도 있다"고 덧붙였다.

서울대와 총학생회는 점거사태를 해결하고자 지난주 사흘간 '끝장 토론'을 열고 24일 오후 잠정 합의안을 도출한 바 있다. 총학생회는 25일 행정관 대회의실에서 전체학생대표자회의를 열어 대학본부와의 잠정 합의안을 받아들이고 점거를 해제하기로 의결했다.

서울대 민주화를위한 교수협의회도 이날 기자회견을 열고 "서울대 교수로서 학생들의 점거해제 결정을 환영하며 무사히 농성을 풀게 돼 안도하지만 국립대 법인화라는 사회적 의제가 지금과 같이 비민주적인 과정을 통해 실행돼선 안 된다"고 주장했다.
