It’s the service sector, stupid!

A key to addressing a steep decline in domestic consumption/ 국내 소비의 가파른 감소를 해결하는 핵심은/ is revitalizing the service industries,/ 서비스 산업을 다시 활성화시키는 것이다/ which account for 66 percent of our entire workforce and 54 percent of our GDP./ 전체 노동력의 66퍼센트를 차지하고 GDP의 54퍼센트를 차지하고 있는/ Without fully advancing that sector,/ 서비스 산업을 활성화시키지 않고는/ more jobs will not be created./ 더 많은 일자리를 창출할 수가 없을 것이다/
That’s why the Lee administration has been pushing for the development of the service industry./ 그래서 이명박 정부도 서비스 산업의 발전을 계속해서 밀어붙여 왔다/ Yet no improvement seems to have been made,/ 하지만 어떠한 진전도 이루어지지 않았다/ as we can see by our bottom-ranked productivity among OECD countries./ OECD 국가 중에서 하위의 생산성을 볼 수 있는 것처럼(하지만 서비스 산업은 조금도 나아지지 않았고 생산성도 OECD 국가 중에서 여전히 최하위를 기록하고 있다)/ Fields such as wholesale, retail and traditional areas like restaurants and hotels still take up too big a portion of the service sector,/ 도소매, 식당, 호텔과 같은 전통적인 분야와 같은 산업은 여전히 서비스 산업 부문에서 지나치게 큰 비중을 차지하고 있다/ while educational, legal, medical and accounting services are still weak./ 반면에 교육, 법률, 의료, 회계 서비스는 여전히 취약하다/
Basically,/ 기본적으로/ the government isn’t very sincere in its grand goal of advancing services./ 정부가 서비스 산업을 활성화시키겠다는 큰 목표에 진정한 관심을 가지고 있지 않다/ Otherwise,/ 그렇지 않다면/ how can the administration explain the awkward situation of the long-touted free economic zones,/ 어떻게 정부가 오랫동안 홍보해온 자유경제구역의 어려운 상황을 설명할 수 있겠는가?/ which should by now be full of foreign hospitals?/ 지금쯤 외국계 병원들이 들어와 있어야만 할/ How can the government account for its failure to introduce medical corporations for investment?/ 어떻게 정부가 투자유치를 위해 의료법인을 도입하는 데 실패한 것을 설명할 수 있겠는가?/ If the administration had really intended to push ahead with the service-sector enhancement project,/ 만약 정부가 정말로 서비스 산업 강화 계획을 추진할 의도가 있었다면/ it should have persuaded the National Assembly and addressed conflicts within various ministries./ 정부는 국회를 설득하고 다양한 부처 간의 갈등을 해결했어야 했다/
The administration couldn’t mediate the turf war among various interest groups/ 정부는 다양한 이해 집단 사이의 이권 다툼을 중재하지도 못했다/ as seen with a bill aimed at opening the legal and medical markets./ 법률 및 의료 시장 개방을 목표로 한 법률안을 통해서 알 수 있듯이/ It’s still stuck in the Assembly due to resistance from powerful interest groups./ 그 법률안은 강력한 이해 집단의 저항 때문에 여전히 국회에서 잠자고 있다/
If the administration hopes to rekindle frozen demand,/ 만약 정부가 얼어붙은 수요를 활성화시키고자 한다면/ it must get rid of the biggest obstacle of all:/ 정부는 모든 거대한 장애물을 제거해야 한다/ numerous regulations of service industries./ 즉 서비스 산업과 관련된 수많은 규제를 풀어야 한다/ Only when quality service jobs are created will people feel the trickle-down./ 그렇게 해야만 양질의 서비스 일자리를 창출할 수 있고 국민들도 경제가 호전된다는 것을 느낄 수 있을 것이다/
