Since the government started getting sticky about civil servants accepting gifts from outsiders, officials at the Government Complex in Gwacheon, Gyeonggi, have started avoiding restaurants in the area, in case they get accused of receiving under-the-table bribes over lunch or dinner.

“I can’t pay the rent on my restaurant this month,” said Lee Jun-ho, a 60-year-old who has been running a beef restaurant near the Government Complex for 13 years with a staff of five. “This is the worst I have suffered since the mad cow disease scare in 2008.”

In the wake of a series of bribery scandals that have implicated high-ranking government officials, President Lee Myung-bak announced on June 13 that he will strengthen the Civil Servant Ethics Law to crack down on corruption by government officials.

The Civil Servant Ethics Law forbids government officials from taking any kind of bribe, including cash, gifts, meals and entertainment.

After the media reported that some officials allegedly received bribes in restaurants near the complex, officials have become paranoid about eating in them.

“These days, I hardly make a lunch appointment at a restaurant outside the complex,” a 50-year-old government official told the JoongAng Ilbo yesterday on the condition of anonymity.

A manager-level official at the Ministry of Strategy and Finance said, “A rumor is spreading that secret auditors sent from the Prime Minister’s Office’s ethics division are now lurking around the complex [to spy on us]. Most officials are afraid of getting into trouble or causing any misunderstanding, so they’re delaying lunch appointments with private organizations.”

Even on June 24, when the Government Complex shut down the state-run cafeteria to boost the local economy in Gwacheon, JoongAng Ilbo reporters found most restaurants deserted.

Park Su-cheol, owner of a pufferfish restaurant located in front of Gwacheon’s city hall, said his revenue has dropped by half. Park’s restaurant was a popular place for officials in Gwacheon to hold dinner parties.

“It is right that civil servants must be clean, not corrupt,” Park said. “But the government’s new rule is killing us, weak and poor people.”

The state-run cafeterias inside the complex are packed with officials avoiding private restaurants.

In Gukhwa Hall, a state-run cafeteria inside the complex, about 1,530 officials had lunch yesterday. Its average is 1,400.

Ju Hyeon-jeong, a cafeteria manager, said the number of customers suddenly increased last week, and yesterday it hit a record number of diners.

Fast-food restaurants are also considered safe places to eat. The JoongAng Ilbo saw a group of government officials, easily spotted by their security badges, eating hamburgers at a McDonald’s near the complex.

Other civil servants were seen carrying sandwiches and coffee from takeout stores.

“I should fill all my seats at lunch time,” said Lee, owner of the beef restaurant. “We can’t survive this situation if it goes on.”

#1530명. 27일 정부 과천청사 내 한식당 국화홀에서 점심을 먹은 공무원 수다. 이달 중 최고 기록이다. 평소 이용객은 1400명 안팎. 지난주부터 갑자기 손님이 늘더니 비까지 온 이날 급기야 기록을 깼다. 낮 12시40분쯤엔 나물 반찬이 떨어져 양배추 샐러드로 교체했다. 이 식당 주현정(28) 책임영양사는 “최근 공무원분들이 외부 식당 이용을 자제하는 분위기라고 알고 있다”고 말했다. 과천청사의 세 군데 구내식당은 지난주 하루 평균 이용객이 4200명이었다. 전 주에 비해 200명 정도 늘었다. 붐비는 시간엔 10분 이상 줄을 서고 일부 메뉴는 금세 동난다.

#24일 낮 12시30분 경기도 과천시 중앙동 중심상가. 점심 시간인데도 붐비지 않았다. 중앙·별양동 중심상업지역은 과천청사와 중앙선거관리위원회, 과천시청 등에서 근무하는 공무원들이 가장 많이 찾는 곳이다. 과천시 전체 음식점 400여 개 중 300여 개가 이곳에 몰려 있다.

기자가 찾은 과천시청 앞에 있는 한식당은 테이블이 거의 비어 있었다. 부대찌개 1인분이 6000원, 고기를 가득 넣어주는 갈비탕이 8000원이었다. 푸짐하고 맛도 좋아 공무원 단골손님이 많은 집이었다. 그러나 일주일 전쯤부터 공무원들의 발걸음이 뜸해졌다.  

요즘 이명박 정부의 국정기조인 ‘공정(사회)’이 되레 반(反)서민으로 흐르는 역설의 현장이다. 선의(善意)의 정책이 의도하지 않은 나쁜 결과를 초래한 것이다. 지난주부터 과천청사 안팎은 이처럼 온도 차가 뚜렷했다. 이명박 대통령은 지난 주말 청와대 고위 참모들과 외부 식당을 찾아 막걸리(M)와 맥주(Beer)를 섞은 ‘MB주’를 돌렸다. 27일에도 이 대통령은 신임 비서관들과 서울 구기동 두붓집인 ‘옛날민속집’에 갔다. 내수 살리기 차원에서 일부러 청와대 외부 식당을 찾았다고 한다. 하지만 관가 주변 분위기는 이런 대통령의 ‘의도’와 너무 달랐다. “내수를 살리자”며 지식경제부가 공무원과 유관기관에 여름휴가를 국내로 가자는 권유까지 하는 마당이지만 정작 공무원 상대 장사는 영 시원찮다.

왜 그럴까. 우선 대통령의 공직사회 질타가 영향을 미쳤다. 이 대통령은 17일 장·차관 국정토론회에서 “나라 전체가 비리투성이 같고, 공정사회란 새로운 기준으로 보니 관행적으로 했던 게 전부 문제가 되고 있다”고 일갈했다. 직원들의 제주도 연찬회로 곤욕을 치른 권도엽 국토해양부 장관은 지난주 3만원 이상 접대 금지 등을 내용으로 하는 공무원 행동강령을 철저히 준수할 것과 직원 상호 간 또는 산하기관·협회·업계 등과 식사나 모임을 해야 할 경우 비용은 각자 부담할 것을 지시했다. 골프를 금지하는 한편, 과도한 음주나 2차 술자리도 자제하라고 했다.

분위기가 심상치 않게 돌아가자 관가는 잔뜩 움츠러들었다. 경제부처의 한 과장은 “ 오해 받을 일은 하지 않으려고 업계와의 약속을 아예 취소했다”고 말했다. 경제부처 다른 과장은 “총리실 암행감찰반 등이 과천 언저리에 상주하고 있다는 소문까지 돌고 있다”고 털어놨다.

과천에서 설렁탕집을 운영하는 이준호(60)씨는 “이달에는 월세도 못 건질 판”이라고 했다. 이 식당은 지난 18일 이 대통령이 다녀간 곳이다. 2008년 광우병 파동 때 주변 설렁탕집 6곳 중 5곳이 문을 닫았지만 그는 버텨냈다. 최근까지는 점심시간에 100석이 거의 다 찼을 정도로 손님이 붐볐지만 지난주부터 찾아오는 손님이 급격히 줄었다. 대통령이 다녀갔다는 현수막도 매상에 도움이 되지 않았다. 비가 온 27일 점심에는 아예 손님을 받지 못했다. 그는 요즘 상황을 “광우병 파동 이후 최악”이라고 했다.

박수철(한국음식업협회 과천시지부장)씨가 운영하는 시청 앞 해원복집도 요즘 매상이 절반으로 떨어졌다. 박씨는 “공무원들이 부패하지 않고 청렴해야 한다는 것은 맞다. 하지만 이를 실천하는 방법은 파장과 후유증을 고려해 정교하게 만들어야 한다. 잘못하면 우리 같은 서민들이 다 죽는다”고 말했다. 임종철 과천부시장은 “공직자들의 조심스러워하는 분위기는 이해하지만 사실상의 ‘외식금지령’은 가뜩이나 침체일로인 지역경제에 전혀 도움이 되지 않는다”고 말했다.

인덕원에 있는 고급 음식점들도 타격을 받고 있다. 평소에는 점심시간에 과천청사 앞에서 공무원들을 태우려고 기다리는 음식점의 승합차들이 장사진을 이뤘지만 요즘은 그런 모습이 사라졌다.

국토해양부의 한 과장은 “일하는 분위기를 해치지 않으려면 근무방식과 문화부터 바꿔야 하는데 너무 처벌 위주로 접근하고 있다”고 말했다. 감찰과 복무기강 강조라는 가장 쉬운 방식으로 접근하는 탁상행정 탓에 정작 서민들이 더 힘들어진다는 것이다. 경제부처 고위 간부는 “내수를 살리려면 돈을 쓸 수 있는 분위기부터 만들어줘야 한다. 그런 면에서 우리는 좀 이중적이다. 중국 부자들이 와서 한 끼에 200만원짜리 식사를 할 수 있는 곳도 있어야 한다. 이걸 위화감을 일으킨다고 하면 안 된다”고 말했다.

정광호 서울대 행정대학원 교수는 “청렴 문화가 자리 잡으려면 구체적인 제도가 바뀌어야지 기강 강조 기간에만 ‘골프 치지 마라’ ‘외부 식사 자제하라’는 식으로 비합리적인 행동 원칙을 강조해선 안 된다”며 “공무원들도 업무상이나 개인 취향에 따라 골프나 외부 식당을 이용할 수 있게 하되, 선을 넘는 경우를 뚜렷하게 규정해야 오히려 지속적으로 지킬 수 있는 규범이 된다”고 설명했다.
