DP sit-in blocks KBS fees

The Democrats yesterday continued their sit-in at the conference room of the Culture, Sports, Tourism, Broadcasting and Communications Committee for a second day to protest the planned increase of TV subscription fees by the state-run broadcaster Korean Broadcasting System.

The committee was scheduled to deliberate Tuesday on the bill to raise KBS subscription fees by 1,000 won ($0.92), but the Democrats blocked the meeting by seizing the conference room. The subscription fee increase was largely supported by the ruling Grand National Party.

The Democrats said they will not leave the conference room until the June session ends at midnight today to keep the Grand Nationals from using their majority to push through the bill.

The DP’s action came as a surprise because the ruling and opposition parties had agreed to vote on the plan Tuesday. While the GNP supports the fee increase, the ruling party lawmakers refrained from reacting to the DP’s action to avoid possible violence.

The Democrats’ sit-in also came only one day after the ruling and opposition parties agreed to remove violence from the National Assembly. On Monday, the GNP and DP agreed to punish disorderly conduct of lawmakers including the forcible seizure of the National Assembly speaker’s podium and the seats of standing committee chairmen. Occupying conference rooms to block deliberation is also prohibited.

The agreement was to be legislated into a law and applied to the lawmakers starting with the next term of the National Assembly.

“The Democrats chose to illegally occupy the conference room, although they had agreed with us on Monday to root out violent physical brawls in the legislature,” said Bae Eun-hee, GNP spokeswoman.

“The DP must stop the illegal action immediately and discuss the bill according to our agreement,” said Bae.

However Representative Kim Jin-pyo, the DP floor leader, said it will not allow the GNP to use its majority to push forward the plan.

“It won’t be too late to discuss the fee raise even after the KBS completes its reform to maintain fairness by August and the broadcasting committee of the legislature finalizes the plan to restructure ownership of the broadcaster,” Kim said.

“The GNP’s attempt to approve the fee increase is nothing more than a political maneuver to please KBS and create a rift between KBS and the DP,” Kim said. “There will be no fee increase without public consent.”

민주 이틀째 문방위 점거…수신료 저지

민주당은 29일 한나라당의 KBS 수신료 인상안 처리를 저지하기 위해 국회 문화체육관광방송통신위원회(문방위) 회의장 점거 농성을 이틀째 이어갔다.

또 문방위 회의장에서 최고위원회의ㆍ의원총회 연석회의와 `당대표실 불법도청사건 진상조사위원회` 회의를 잇달아 개최해 한나라당의 수신료 인상안 처리 포기와 도청사건 진상규명을 요구했다.

민주당은 의원별 당번시간을 정해 전재희 위원장석과 회의장을 차례로 지키며 30일 국회 본회의가 산회할 때까지 회의장을 떠나지 않겠다는 방침이다.

이에 따라 문학진 이찬열 전혜숙 최종원 의원 등은 이날 오후 본회의가 개회됐음에도 문방위 회의장을 지키며 한나라당 단독처리 가능성을 봉쇄했다.

김진표 원내대표는 연석회의에서 KBS 공정성과 프로그램 편성의 자율성 확보, 지배구조 개선 등 선결요건을 제시한 뒤 "한나라당이 이 문제를 덮어둔 채 날치기를 시도하는 것은 KBS에 환심을 사고, 민주당과 KBS를 이간시키려는 정치적 꼼수"라고 공격했다.

민주당은 특히 KBS 수신료 인상과 당 대표실 도청 문제를 연계시키며 공세의 수위를 높였다.

불법도청 진상조사위원장인 천정배 최고위원은 "녹취록 작성자는 민주당이고 제3자에게 받았다. KBS에서 받은 것이 아니다"는 내용의 한선교 의원의 언론 인터뷰 내용을 인용하며 "한 의원이 거짓말을 하고 있다"고 공격했다.

그는 "닉슨이 `워터게이트 사건`으로 사임한 데에는 도청을 은닉하기 위해 거짓말을 한 것이 결정적인 계기가 됐다"며 "한 의원은 진실을 말해야 최소한 정치적 입지를 지킬 수 있을 것"이라고 말했다.

김 원내대표도 "한 의원은 민주당 관계자로부터 받았다고 했는데 제보 내용은 민주당에서 나간 게 아니고 제3의 이해당사자가 한 의원에게 전달했다는 것"이라며 녹취록 출처를 밝힐 것을 요구했다.

`민주당 대표실 불법도청사건 진상조사위원회`는 연석회의 직후 첫번째 회의를 열어 ▲한 의원이 24시간 내 진상을 밝히고 ▲한나라당도 스스로 진상을 규명하며 ▲국회의장이 경찰의 현장 수사를 허용해야 한다고 요구했다.

천 위원장은 한 의원에 대해 "도청 결과를 누설한 한 의원도 중대한 범죄를 저질렀다"며 "내일 정오까지 녹취록 입수 경위를 밝히지 않으면 법적ㆍ정치적 책임을 묻겠다"고 경고했다.

문방위 간사인 김재윤 의원은 "청와대가 민간인 불법사찰, 대포폰으로 국민을 불안에 떨게 했는데 민주당 대표실 도청까지 발생했다. 대한민국이 도청공화국으로 전락한 것 같다"며 "청와대가 나서 불법도청의 진상을 규명해야 한다"고 가세했다.
