Foreign residents to be fingerprinted

Korea will start fingerprinting longtime foreign residents as part of strengthened immigration control efforts, the Justice Ministry said yesterday.

Foreign nationals entering the country starting Friday and planning to stay for 91 consecutive days or longer must register all 10 of their fingerprints as well as facial information at immigration counters under a revised immigration control law, the ministry said.

The revision, which passed parliament in April last year, is set to come into force that day.

Subject to the electronic fingerprinting are those aged 17 or older.

Foreigners who are already staying in Korea for 91 days or longer will be allowed to get their fingerprints collected at local immigration offices across the country in January, the ministry said.

“The data will be used to identify foreigners in case of crime or accidents and to manage social security systems for aliens,” the ministry noted.

About 200,000 foreigners are likely to have their fingerprints registered by the end of this year, it added.

The data filing has been suspended since late 2003, but the law revision paved the way for the ministry to resume registration.

장기체류 외국인 내달부터 지문 등록

7년 6개월만에 부활…전자식 채취 방식 도입

법무부는 지난해 4월 국회를 통과한 개정 출입국관리법에 따라 국내에 91일 이상 장기 체류하려는 외국인은 지문을 등록해야 한다고 30일 밝혔다.

다음달 1일 이후 입국하는 외국인 중 91일 이상 국내 체류를 희망하는 사람은 입국 후 출입국관리사무소에서 외국인 등록과 함께 열 손가락의 지문과 얼굴 정보를 등록해야 한다.

법무부는 출입국관리사무소의 혼잡 등을 고려해 이미 국내 장기체류 중인 외국인은 내년 1월부터 전국 출입국관리사무소와 출장소에서 지문을 등록하게 할 방침이다.

지문등록 방법은 기존 잉크 사용 방식이 아닌 전자식 지문 채취 방식으로 변경된다.

등록된 지문은 사건·사고가 발생했을 때 신원을 확인하고 국내에서 발생한 외국인 범죄의 과학수사 자료 및 자동출입국 심사시스템, 등록 외국인에 대한 사회보장제도 등에 활용된다.

법무부 관계자는 "올해 상반기 새로 외국인 등록을 한 외국인이 17만7천여명이었던 점을 고려하면 7월부터 올해 말까지 20만명이 지문 등록을 할 것으로 예상된다"고 말했다.

외국인 지문등록제도는 2003년 말 폐지됐다가 지난해 4월 출입국관리법 개정으로 7년6개월 만에 부활했다.
