GNP in middle of choosing leaders

Polling booths were set up in the Olympic Gymnastics Arena, southern Seoul, yesterday as the Grand National Party convention to elect its leaders will be held today. After the last-minute approval of election rules during an emergency meeting, the ruling Grand National Party yesterday began the process of choosing its new leadership by opening the polling stations nationwide early in the morning.

The GNP held the National Committee meeting on Saturday and approved amendments to the constitution after a local court struck down the new chairmanship election rules, decided in June, for procedural flaws.

In a frantic attempt to salvage the rules, the ruling party summoned an emergency National Committee meeting and approved the election rules once again.

The Grand Nationals made sure that the meeting met with a quorum. Of the 740 members, 570 attended and 467 approved the election rules that increased the number of voters from 10,000 to 210,000. The public opinion poll outcomes would count for 30 percent of the result and each delegate would receive two votes to dilute ingrained factionalism, according to the finalized rules.

On the eve of today’s National Convention, the voters began casting ballots at 6 a.m. yesterday at 251 polling stations nationwide. Of the 210,000 to vote, 200,000 ballots were available to be cast yesterday at the polling stations, while 10,000 delegates will attend the National Convention at the Olympic Gymnastics Arena in Seoul to vote today.

Of the 200,000 voters, 194,076 are Grand National members while 9,443 are youth votes. The National Election Commission oversaw the voting, which ended at 6 p.m. yesterday. The outcome was to be announced at the National Convention.

Na Kyung-won, Hong Joon-pyo, Won Hee-ryong, Nam Kyung-il, Yoo Seong-min, Park Jin and Kwon Yeong-se are the seven people running in the leadership race. The seven candidates and the GNP’s interim leadership yesterday engaged in campaigns to increase the turnout, as the voting took place amid heavy rainfall. The turnout was expected to be lower than the 2003 chairmanship election due to the poor weather. In 2003, the turnout was 57 percent.

Commissioning three polling companies, the GNP started the public opinion poll of 3,000 people at 1 p.m. Saturday. The two-day popularity survey, scheduled to end yesterday, will count 30 percent of the total votes.

The new chairman will be announced at the convention at about 6 p.m.

내년 4월 총선을 이끌 한나라당의 새 지도부가 4일 오후 서울 올림픽 체조경기장에서 개최되는 전당대회에서 선출된다.

19대 총선 패배의 위기감이 팽배한 가운데 열리는 이번 7ㆍ4 전당대회는 한나라당이 `통합과 쇄신`을 화두로 총선 승리를 향한 새 좌표를 설정하는 중대 분수령이 될 것이라는 점에서 결과가 주목된다.

각종 여론조사와 후보별 캠프의 분석에 따르면 비주류를 자처하는 홍준표 후보와 친이(친이명박)계가 결집해 지지하는 원희룡 후보가 치열한 선두다툼을 벌이는 가운데 대중적 인지도가 높은 나경원 후보가 추격하는 양상으로 평가된다.

유일한 친박(친박근혜)계 후보인 유승민 후보는 친박계의 전폭적 지원에 힘입어 3위 입성을 노리고 있고, 쇄신파 남경필 후보도 중립성향 의원들과 쇄신파의 지지를 바탕으로 최고위원 입성을 자신하고 있다.

권영세, 박진 후보는 각각 친박계와 수도권 표심의 지지에 기대를 걸고 있다.

40대 당대표나 비주류 당대표의 탄생 여부를 놓고 정치권의 관심이 높은 가운데, 신임 당 대표는 무엇보다 내년 총선을 앞두고 이반된 민심을 되돌려야 하는 최우선 과제를 떠맡게 된다.

이와 관련, 기존에 여권이 취해왔던 경제ㆍ복지 정책의 노선을 변경해 청와대와 차별화 행보를 취할 지도 주목된다.

또 당의 유력 대권주자인 박근혜 전 대표와의 관계를 어떻게 설정할지도 중요한 과제가 될 전망이다.

전대에서는 3일 전국 251개 투표소에서 당원 및 청년선거인단 20여만명을 대상으로 실시된 선거인단 투표와 2~3일 이틀간 3개 여론조사 기관이 실시한 일반국민 여론조사 결과 그리고 8천800여명인 전대 대의원의 현장 투표 결과를 합산해 당 대표와 4명의 최고위원을 선출한다.

권역별 비전발표회와 TV 토론회 등을 통해 표밭갈이에 나섰던 7명의 후보는 이날 현장에서 마지막 정견 발표를 통해 전대 대의원을 상대로 한 표를 호소한다.

특히 전날 선거인단 투표에서 대상자 20만3천518명 중 5만2천809명만 투표에 참여, 투표율이 25.9%에 그치면서 전대 대의원의 현장투표 결과가 당락에 주요 변수로 작용할 전망이어서 정견 발표 과정에서 과열된 분위기가 연출될 수도 있을 것으로 보인다.
