Victim of ethics rules? Restaurants

Since the government started getting stricter about civil servants accepting gifts from outsiders, officials at the Government Complex in Gwacheon, Gyeonggi, have started avoiding restaurants in the area, in case they get accused of receiving under-the-table bribes over lunch or dinner.

공무원이 외부인에게 선물을 받는 것에 대해 정부가 더욱 엄격하게 규제하기 시작하면서 경기 과천 정부종합청사에서 근무하는 공무원들은 인근 식당을 아예 가지 않기 시작했다. 점심이나 저녁 식사를 하면서 비밀리에 뇌물을 받는 것으로 오해 받지 않기 위해서다.
“I can’t pay the rent on my restaurant this month,” said Lee Jun-ho, a 60-year-old who has been running a beef restaurant near the Government Complex for 13 years with a staff of five. “This is the worst I have suffered since the mad cow disease scare in 2008.”

In the wake of a series of bribery scandals that have implicated high-ranking government officials, President Lee Myung-bak announced on June 13 that he will strengthen the Civil Servant Ethics Law to crack down on corruption by government officials. The Civil Servant Ethics Law forbids government officials from taking any kind of bribe, including cash, gifts, meals and entertainment.

잇따른 뇌물사건에 고위 공무원들이 연루된 이후에 이명박 대통령은 공직자 부패를 엄중 단속하기 위해 공직자윤리법을 강화하겠다고 6월 13일 발표했다. 공직자윤리법은 공무원들은 현금, 선물, 식사, 접대를 포함해 어떠한 뇌물도 받지 못하도록 규정했다.
After the media reported that some officials allegedly received bribes in restaurants near the complex, officials have become paranoid about eating in them. “These days, I hardly make a lunch appointment at a restaurant outside the complex,” a 50-year-old government official told the JoongAng Ilbo yesterday on the condition of anonymity.

일부 공무원들이 정부청사 인근 식당에서 뇌물을 받는다고 언론이 보도한 이후로 공무원들은 인근 식당에서 식사하는 것을 극도로 꺼리게 됐다. 익명을 요구한 50대 공무원은 “요즘 청사 바깥 식당에서는 거의 점심 약속을 하지 못하겠다”고 말했다.
A manager-level official at the Ministry of Strategy and Finance said, “A rumor is spreading that secret auditors sent from the Prime Minister’s Office’s ethics division are now lurking around the complex [to spy on us]. Most officials are afraid of getting into trouble or causing any misunderstanding, so they’re delaying lunch appointments with private organizations.”

기획재정부의 한 중간 간부 직원은 “국무총리실 공직윤리기강실에서 파견한 암행감찰반이 청사 주변에 숨어 있다는 소문이 퍼지고 있다. 공무원 대부분은 곤란한 문제에 휘말리거나 오해를 불러일으키고 싶지 않아서 민간단체들과의 점심 약속을 미루고 있다.”고 말했다.
