Despite EU, South won’t aid North

South Korea ruled out sending any government food assistance to North Korea yesterday as the European Union announced a plan to give emergency aid to the impoverished communist country.
Seoul had been one of the largest donors to its northern neighbor, but it has suspended aid since a conservative government came into power in 2008 and made denuclearization efforts by Pyongyang as preconditions for resuming cross-border exchanges.
The North’s two deadly attacks on the South last year also heightened animosity against Pyongyang, sharply worsening public opinion on giving aid to the North.
“We have no plan to provide the North with large-scale government food aid,” Ministry of Unification spokeswoman Lee Jong-joo said.
Still, South Korea has selectively allowed civilians to travel to the North to give humanitarian aid to infants and other vulnerable groups.
The spokeswoman made the comment in response to the EU’s decision to provide the North with aid worth 10 million euros ($14.5 million) to help feed 650,000 people.
“Increasingly desperate and extreme measures are being taken by the hard-hit North Koreans, including the widespread consumption of grass,” the European Commission said in a statement.
The executive body of the EU said North Korea has agreed to a strict monitoring system to make sure the aid reaches malnourished children, pregnant and breastfeeding women, the elderly and other intended beneficiaries.
The aid comes months after the United Nations’ food agency appealed for 430,000 tons of food aid to feed 6 million vulnerable North Koreans, a quarter of the country’s population.
Washington sent a delegation to North Korea in May to assess the food situation, though no decision on food aid has been made yet.
The North has relied on international handouts since the late 1990s when it suffered a massive famine that was estimated to have killed 2 million people.
However, outside aid has dwindled following the North’s missile and nuclear tests and other provocations.

크리스탈리나 게오르기에바 EU 원조·구호·위기대응 담당 집행위원은 성명에서 “집행위 전문가들이 북한의 병원과 보육원을 직접 찾아 심각한 영양실조 상태에 있는 어린이들을 목격했다”며 “이번 구호 패키지의 목적은 식량 부족으로 죽어가는, 최소한 65만 명의 북한 주민의 생명을 살리기 위한 것”이라고 말했다. 그는 “북한의 기아 위기가 심화하는 가운데 (식량 배급) 절차를 엄격히 모니터링하는 등 전례 없이 엄격한 조건 아래 구호식량을 지원하기로 했다”며 “어떤 단계에서든 제공된 구호식량이 전용되는 게 발견될 경우 EU 집행위는 지체 없이 구호를 중단할 것”이라고 강조했다.
EU 집행위는 북한과의 협상에서 5세 이하의 어린이와 임산부와 모유 수유 중인 산모, 노약자 등 가장 취약한 주민의 필요에 부합하도록 준비된 구호식량이 곧바로 배급돼야 한다는 점을 강조했다고 설명했다.
집행위는 ECHO 소속 직원 5명으로 구성된 식량 평가단을 지난달 6~17일 북한에 파견해 현지 식량난을 조사했다. 식량 평가단은 국가 배급시스템을 통해 지급되는 곡물이 4월 초 1인당 하루 400g에서 6월에는 150g으로 급감하는 등 작년보다도 북한의 식량 사정이 나빠졌다고 보고했다.
