NPS exec fixed friends’ evaluations

An executive of the country’s National Pension Service allegedly tampered with the annual performance evaluation of certain property management companies to benefit his friends, according to the government audit board.

According to a report released by the Board of Audit and Inspection yesterday, an executive-level officer at NPS, identified as “A,” allegedly tampered with the performance evaluation scores in 2008 by giving higher scores to two companies that A’s college alumni work for.

The Board of Audit’s report said that A fabricated the “qualitative assessment” scores of his close college alumni’s stockbroker firm, identified as “B,” and another friend’s stockbroker firm identified as “C,” to raise their rankings. The Board of Audit’s report was released at the request of Lee Ae-ju, Grand National Party member, and Choi Young-hee of the Democratic Party.

According to the report, A increased the companies B and C’s qualitative assessment scores to the maximum 10 points from 7.97 and 8.11, respectively, which increased their status from level C to level B. In the meantime, A lowered the qualitative assessment scores of two other companies that are regarded as B and C’s competitors, dropping their rankings from level B to level C.

As a result of A’s actions, companies B and C received more stock from NPS to invest - 102 billion won ($95 million) and 95.9 billion won, respectively - and gained illicit profits of 250 million won and 240 million won in commission.

The two competitor companies, on the other hand, lost about 251 million won in commission gains.

Moreover, the NPS officer A is accused of granting privileges to former employees of NPS on last year’s third quarter performance evaluation. According to the report, A raised the company identified as “D,” which his former colleague established, and also gave top qualitative assessments for a different company, which another colleague of A works for.

To hide his illegal actions, A ordered executive-level officers to make changes on assessment results of other stock companies as well. As a result of A’s misdeeds, company D was able to receive 40 million won more in commission.

A also fabricated scores to damage a stock firm that reported to the National Assembly about NPS pressing its entrusted stock companies to purchase the membership of Cheong Pung Resort in North Chungcheong, which is operated by the NPS.

The Board of Audit met on June 30 and requested that A be dismissed and that two other executive officers receive severe disciplinary action.

The NPS is expected to decide on the disciplinary measures in the near future.

　국민연금공단(이사장 전광우) 기금운용본부는 평소 금융계에서 ‘수퍼 갑’으로 통한다. 국내외 주식·채권시장에 340조원이 넘는 돈을 굴리기 때문이다. 이런 권력을 악이용한 비위의 일단이 6일 공개됐다. 감사원 감사에서다.

　기금운용본부의 수장은 본부장이며, 금융계의 황제로 불린다. 오모 전 본부장은 2007년 거래증권사에 대한 평가 결과를 발표하기 전 이 내용을 미리 보고받았다. 평가에서는 탈락한 증권회사 두 곳을 거래증권사로 되살리도록 주식팀장에게 지시했다. 대형 회사가 탈락하는 게 시장 상황과 동떨어진다는 이유를 댔다. 이 때문에 다른 두 회사가 탈락했다.

　국민연금이 주식을 사고팔 때 증권회사가 중개한다. 증권회사는 여기서 수수료(거래액의 0.15%, 연간 470억원)를 받는다. 이때 분기마다 실적을 평가해 성적이 좋은 34곳을 선정해 거래를 맡긴다. 이 과정에서 국민연금은 2008~2010년 58회나 등급을 조작한 것으로 드러났다.

　수장이 이러다 보니 그 밑의 간부는 한술 더 떴다. 장모 증권운용실장은 지난해 9월 국민연금이 소유한 호텔 청풍리조트 이용권을 강매한 사실을 국회에 제보한 증권사를 보복했다. 평가등급을 깎아 탈락시킨 것이다.

　장 실장은 2008년 12월 주식팀장일 때 대학 동문이 영업담당자로 근무하는 증권사 두 곳의 평가 점수를 조작해 거래증권사로 선정했다. 두 회사는 각각 1020억원과 959억원의 주식거래를 배정받아 2억5000만원가량의 수수료를 챙겼다.

장 실장은 기금운용본부 퇴직자가 대표이사를 맡은 자산운용사와 다른 퇴직 간부가 자산운용본부장인 K증권의 평가를 조작해 거래증권사로 선정했다. 전관예우였다.

　국민연금은 또 2009년 12월 기금운용본부 직원 89명이 거래증권사인 D사의 관계회사 연수원(고양시 소재)에 연찬회를 가면서 비용을 대납하도록 했다. 연찬회 전에 실제 경비의 절반도 안 되는 비용을 부담하겠다고 연수원에 통보했고 행사 후 비용의 47%만 공단이 냈다. 나머지 612만원은 D사가 냈다. D사는 연찬회에 고급 양주(발렌타인 21년산) 10병(시가 165만원)을 제공했고 공단 직원 10여 명의 나이트클럽 술값(45만원)을 계산했다. 여기에는 공단 준법감시인도 있었다.

　또 거래증권사의 담당자가 1년이 지났는데도 인사를 오지 않고 상가에서 처음 마주치는 등 신경을 안 쓴다는 이유로 등급을 내렸다. 반면 친한 증권사 담당자의 승진을 돕기 위해 등급을 올린 경우도 있다. 감사원은 장 실장은 해임을, 방조한 간부 두 명은 경징계를 요구했다.
