Networking, sweat and tears behind bid

No individual is responsible for Pyeongchang’s winning bid to host the Winter Games in 2018.

But many individuals did very heavy lifting.

The involvement of reigning women’s figure skating champion Kim Yu-na was significant. To some, she was a symbol of Korea’s potential in winter sports, and to others, she was merely irresistibly charming.

Kim knows how difficult it is to succeed in figure staking in a country that doesn’t have a single ice rink used exclusively by figure skating athletes. And she didn’t want future generations to inherit such a poor sports infrastructure.

That was the reason she involved herself so eagerly in Pyeongchang’s third bid for the Games, and why she shed happy tears after the victory in Durban, South Africa.

“I am a product of the efforts the Korean government has made to raise its winter sports level, and I wish the potential for success and achievement to be shared by young people in the world,” Kim told International Olympic Committee members during the campaign.

Kim joined Pyeongchang’s campaign right after finishing the World Championships in Moscow in April.

She attended a technical briefing for Pyeongchang in Lausanne, Switzerland, on May 18-19, and made an impressive presentation that drew a lot of attention from IOC members, according to Ha Do-bong, secretary general of the Pyeongchang’s bid committee.

She also attended the Associations of National Olympics Committees of Africa held last month to meet IOC members. The meeting was hosted by Togo, and Kim took four vaccines before her visit, knowing the shots could affect her skating. She had to juggle many commitments, including her television show, to work for Pyeongchang.

President Lee Myung-bak was another significant contributor to Pyeongchang’s victory, according to people with knowledge of the campaign.

After deciding that hosting the Winter Olympics was a national priority in November 2009, Lee tried to promote the relatively obscure town to as many members of the IOC as he could, particularly in recent months, officials of Gangwon and the Blue House said.

Lee telephoned IOC members, even late at night and early in the morning if the time difference demanded it, the Blue House said.

One IOC member was on leave every time Lee called. On the 10th try, which was also unsuccessful, Lee left a voicemail that said: “I really wanted to talk with you, but I couldn’t, so I am leaving a message. Thank you for the interest and support you have shown in Pyeongchang’s bid for the Olympics,” the Blue House said.

He called that same IOC member on June 30 and finally got him. Lee talked about Pyeongchang with him for six and a half minutes, the Blue House said.

The announcement of the winner was made during Lee’s trip to Africa to meet the leaders of three African countries, and Lee decided to stay five days in Durban to assist Pyeongchang’s bid. That was an unusually long period and some of his aides tried to persuade him to shorten the stay, saying he could be embarrassed if the bid failed. But he refused, the Blue House said.

Leaders of the Korean business community also helped Pyeongchang, observers said.

Since the Vancouver Winter Olympics last year, Samsung Electronics Chairman Lee Kun-hee spent 170 days overseas promoting Pyeongchang, Samsung officials said.

Lee met almost every of more than 100 IOC members, and when he had meals with them, he brought along table napkins with the embroidered names of the members. At an IOC event overseas in the second half of last year, one IOC member called Lee requesting to cancel a meeting because he had urgent personal business to attend to. Lee said he would wait as long as it was necessary for the member to arrive at the designated meeting place. He waited 90 minutes.

Cho Yang-ho, Hanjin Group chairman and chairman of the Pyeongchang bid committee, flew 216,519 miles over the past two years, the equivalent of traveling around the world eight times. He got training from a U.K. speech expert on how to improve his public speaking and presentations.

Park Yong-sung, Korean Olympic Committee chairman, used the vast network he built up while working as an IOC member.

Former Gangwon Governor Kim Jin-sun, who led Pyeongchang’s two previous bids, helped as a special envoy. Bid committee spokeswoman Teresa Rah is getting celebrity-like attention after her fluent English presentation, plus her charming appearance, helped Pyeongchang to win.

Korean government officials, including Culture Minister Choung Byoung-gug, and famous athletes such as IOC member Moon Dae-sung and Toby Dawson, a Korean adoptee and U.S. Olympic skier, also helped.

The bid committee took a new approach on their third try, with more story-telling in the presentations and an emphasis on its “Dream Program.” The program, designed to teach young athletes from countries without a developed winter sports industry, has attracted approximately 1,000 young people from 60 countries in Africa, Asia and Latin America and produced around 10 young Olympians.

평창의 동계올림픽 유치는 너 나 할 것 없이 한마음으로 힘을 보탠 한국 스포츠 외교의 승리라는 평가가 나오고 있다.

국민적 성원을 등에 업은 유치위원회와 대한체육회 등 관련 단체는 물론이고 동계스포츠 스타와 강원도민에 이르기까지 모두가 힘을 보탠 결과이기 때문이다.

전 세계 200여 개국 이상이 출전하는 올림픽은 막대한 부가가치 창출과 엄청난 홍보 효과 때문에 이미 국가적인 사업으로 인식된 지 오래다.

평창도 지난 두 차례의 실수를 거울삼아 가용한 인적 네트워크를 총가동해 국제올림픽위원회(IOC) 위원별 맞춤형 홍보 전략을 세워 유치전을 진행해 왔다.


'총성 없는 전쟁'의 선봉에 선 것은 조양호 유치위원장과 박용성 대한체육회(KOC) 회장, 이건희 IOC 위원을 꼽을 수 있다.

글로벌 항공사를 경영하는 조양호 위원장은 2009년 9월 유치위가 공식 출범한 뒤 이번 더반 IOC 총회까지 모두 22차례의 국제 대회 및 행사에 참석해 평창을 알렸다.

IOC 위원이 있는 곳이라면 어디라도 달려갔다.

조 위원장이 평창올림픽 유치 목적으로 비행기로 이동한 거리는 38만8천455㎞에 달한다. 지구를 거의 열 바퀴 돈 셈이다.

2009년 2월부터 대한체육회를 이끈 박용성 회장도 평창동계올림픽 유치에 많은 열정을 쏟았다.

과거 국제유도연맹(IJF) 회장과 IOC 위원을 지내며 쌓았던 인맥을 활용하고 국가올림픽위원회(NOC) 위원장 자격으로 참석할 수 있는 모든 국제행사를 돌면서 IOC 위원의 90% 이상을 만났다.

유치 지원활동을 위해 올해 18만4천300여㎞를 포함해 지난해부터 총 51만300여㎞를 비행했다. 올해 90일을 합쳐 총 272일을 국외에서 머물렀다.

이건희 위원은 작년 2월 밴쿠버 동계올림픽부터 이번 더반 IOC 총회까지 약 1년 반 동안 11차례에 거쳐 170일 동안 국외 출장(총 이동거리 약 21만㎞)을 다니며 평창에 대한 지지를 호소했다.

이 위원은 저녁을 약속했던 한 IOC 위원이 '다른 일정 때문에 약속을 취소해야겠다'고 연락해오자 "늦게 와도 좋다"며 1시간 반 넘게 기다린 끝에 그 위원을 만난 적도 있다고 한다.

2004년 아테네올림픽 태권도 금메달리스트인 문대성 IOC 선수위원은 주로 동료 선수위원들을 '맨투맨' 방식으로 공략해 왔다.

IOC가 1999년 올림픽 유치 문제를 둘러싸고 불거진 '솔트레이크시티 뇌물 스캔들' 이후 후보도시와 IOC 위원 간의 개별 접촉을 엄격히 금지해온 터라 평창으로서는 이건희 위원과 문대성 위원만큼 든든한 지원군이 없었다.

평창의 꿈을 실현하고자 10년 넘게 국제 스포츠 무대를 누빈 김진선 평창동계올림픽유치 특임대사도 이번 승리의 주역으로 빼놓을 수 없다.

김 특임대사는 강원지사 시절인 1999년 평창 동계아시안게임을 성공적으로 개최하고 나서 동계올림픽 유치를 공식 선언했던 주인공이다.

지난 두 차례의 도전을 이끌었던 그의 지원과 조언은 이번 성공의 밑거름이 됐다. 김 특임대사가 세 차례의 동계올림픽 유치 활동을 위해 이동한 거리는 지구 22바퀴를 돈 것이나 다름없는 87만6천500여㎞에 이른다.

'피겨 여왕' 김연아(고려대)와 강광배 국제봅슬레이-스켈레톤연맹 부회장, 김나미 국제바이애슬론연맹 부회장, 쇼트트랙 국가대표 출신인 전이경 등 유치위 선수위원들의 활약도 눈에 띄었다.

특히 김연아는 문대성 위원, 한국계 미국 스키 선수인 토비 도슨과 함께 더반 총회의 후보도시 프레젠테이션에 참가하는 등 그동안 '선수 및 경기 중심의 올림픽'이라는 평창의 강점을 부각시키는 데 단단히 한몫했다.

지난해 밴쿠버 동계올림픽에서 김연아가 정상에 오르고 '빙속 삼총사'인 이승훈과 모태범, 이상화가 한국인으로는 처음으로 스피드스케이팅에서 금메달을 휩쓰는 등 그동안 각종 국제대회에서 한국이 스포츠 강국임을 널리 알린 태극전사들의 땀과 눈물도 평창의 성공에 큰 힘이 됐다.

평창 동계올림픽 유치는 체육계와 강원도를 넘어 중앙정부가 직접 나서 국민적 역량을 집결했기에 가능했다.

이명박 대통령은 IOC 총회가 열린 더반에 국가원수로는 역대 최장 기간인 5박6일이나 체류하며 마지막 유치전을 진두지휘했다.

이 대통령은 특히 자크 로게 IOC 위원장을 만나고 프레젠테이션에도 참가해 동계스포츠를 육성하고자 하는 우리나라의 비전을 직접 소개함으로써 IOC 위원들의 표심이 평창으로 쏠리도록 하는 데 큰 역할을 했다.
