Sudden bus strike leads to commuter nightmare

About 50,000 Incheon citizens who travel every day to Seoul faced a commuting nightmare yesterday due to a sudden strike by employees of a Seoul-based bus company.

Drivers of Samwha Express went on strike at about 5 a.m., in a dispute over delayed payment of their wages, among other issues. The strike caused thousands Incheon residents to be late for work.

According to Incheon city officials, most commuters got news of the strike through electronic boards, which showed estimated times of arrival for buses, at bus platforms. The commuters only saw the message that informed them about when the buses were about to arrive, not any revised bus schedules. Incheon put 10 free shuttle buses into service from 6 to 8:30 a.m. as an emergency measure, but it was not enough to keep up with all of the people needing transportation to their work places.

Residents, who struggled to get on the shuttle buses or looked for other forms of transportation, were in a frantic rush to try to make it to their work places, Incheon city officials said.

During the strike, a total of 239 buses on 20 different lines that connect Incheon and Seoul stopped running at 5 a.m. The company normally runs 325 buses on 26 different lines between the two cities.

The 20 stopped lines are 11 lines between Incheon and Seoul Station, one line between Incheon and Gayang-dong and eight lines between Incheon and Gangnam Station. The union says the strike will continue.

According to the union, they also went on strike because the company has refused to meet at the bargaining table on improving working conditions, which includes raising workers’ wages and paying delayed incentives for May and wages for June. The union also requested to change 20 percent of temporary workers to regular positions.

8일 인천에서 서울로 출퇴근하는 5만여 시민의 발이 묶였다. 서울과 인천을 오가는 광역버스 업체인 삼화고속의 노조가 이날 오전 5시부터 무기한 파업에 들어갔기 때문이다.

민주노총 산하 인천지역 5개 버스회사 노조로 구성된 인천지역 버스 투쟁본부는 “삼화고속 사측이 교섭에 나타나지 않는 등 무성의한 태도로 임금 및 단체협상에 나서 파업에 들어갔다”고 밝혔다. 민주노총 관계자는 “인천지역 버스 사업장 노동자 중 20%에 이르는 비정규직 노동자를 정규직으로 전환하고, 2년째 동결된 임금을 인상하라”고 주장했다. 이번 파업에는 애초 인천시내버스 4개 업체 노조도 동참하기로 했지만 지난 7일 임·단협에 잠정합의하면서 파업을 유보했다.

 삼화고속 관계자는 “공항철도가 생기면서 광역버스 승객이 30%나 줄었는데 노조가 임금인상에다 단협 개정도 요구해 거부했다”고 밝혔다.

  파업이 시작되면서 이날부터 인천과 서울을 오가는 전체 광역버스 26개 노선 325대 중 21개 노선 239대가 운행을 중단했다. 하루 평균 이용객 수만 5만여 명에 달한다. 인천시는 출근시간인 오전 6시~8시30분까지 예비버스 10대를 투입해 도심과 각 지하철역을 잇는 구간까지 무료 운행했지만 역부족이었다. 서울 여의도로 출근한다는 이희재(30·인천시 계양구)씨는 “파업하는 줄 모르고 평소 시간에 맞춰 나왔는데 지각하게 생겼다”며 “노사문제로 시민들의 발목을 잡을 필요가 있느냐”고 말했다.


 인천시 버스정책과 관계자는 “삼화고속 노사 간 대화를 중재해 파업을 조기에 해결할 수 있도록 하겠다”고 말했다.
