Back from trip, Lee tackles key tasks

Now back home from his 10-day African trip, President Lee Myung-bak will face a series of crucial tasks that will determine the course of his government in the coming months, based on the improved approval rating after Pyeongchang’s winning bid to host the 2018 Winter Olympic Games.

For the first time in nine weeks, Lee’s approval rating climbed to the 30-percent level, marking 32.5 percent in the latest survey, according to Realmeter yesterday. The sudden increase of four percentage points in the presidential approval rating was largely attributed to the successful Olympics bid, the polling company found.

With the improved approval rating, Lee is expected to push forward key tasks, political experts said. The most urgent issue is naming the new prosecutor general to end the vacuum in the leadership of the prosecution.

Prosecutor General Kim Joon-gyu tendered his resignation on July 4 to protest the legislature’s final plan to redistribute investigative powers between police and prosecutors. Kim said the lawmakers have infringed upon their investigative independence by making a last-minute change on an agreed reform plan.

Because Kim submitted the resignation despite Lee’s earlier request to stay on the job, while Lee was out of the country and only weeks before his term ends in August, the Blue House officials did not hide their displeasure. A presidential source said Kim’s action was “a disrespectful challenge to the president.”

Lee was expected to accept Kim’s resignation shortly after his return to the country, which was yesterday afternoon. Sources in the Blue House said a minor reshuffle in the cabinet to realign justice officials is expected this week. Along with the appointment of the new prosecutor general, Lee is expected to name a new justice minister and civil affairs senior presidential secretary to create a new team, the sources said. Presidential Chief of Staff Yim Tae-hee said Thursday that Kim’s successor and appointment of the new justice minister may take place at the same time.

“We will try to complete the National Assembly’s confirmation hearing before the end of August,” Yim said.

Another key task for the Lee administration is seeking the National Assembly’s cooperation to ratify the Korea-U.S. Free Trade Agreement.

Lee will meet with the new leadership of the Grand National Party tomorrow and discuss the trade pact and the defense reform bill.

Coordinating the direction of economic policies with the ruling party is another task for Lee.

The new GNP leadership held a workshop on Sunday to review the direction of its policies.

The new leadership made clear that the conservative ruling party will lean toward the left by withdrawing its support for the core of the Lee administration’s economic policy.

At the workshop, the new leadership agreed to support a massive college tuition cut and stronger regulations on conglomerates. They also agreed to withdraw support for additional corporate tax cuts.

귀국길 李대통령 앞에 현안 ‘산적’

이르면 14일 ‘사정라인’ 인사할듯…법무 권재진 유력

아프리카 3개국 순방을 마치고 11일 오후 귀국하는 이명박 대통령의 앞길에 밀린 숙제가 가득하다.

2018년 동계올림픽 평창 유치 등의 성과를 거둬 과거 어느 순방 때보다 기분 좋은 귀국길이긴 하지만, 청와대 집무실을 비운 열흘간 해결되지 못하고 쌓인 국정 현안들을 생각하면 홀가분할 수만은 없는 상황이다.

특히 동계올림픽 유치로 지지도가 반등하면서 국정 장악력이 강화된 만큼 오랜만에 찾아온 호기를 놓치지 않으려고 발빠른 행보를 보일 것으로 예상된다.

우선 이 대통령의 만류에도 불구하고 인사권자 부재 중에 사표를 낸 김준규 검찰총장의 후임 선임 문제가 가장 먼저 처리해야 할 과제다.

이 대통령은 이날 오후 귀국해 김 총장의 사표를 수리한 뒤 이르면 14일께 사정 라인에 대한 원포인트 개각을 단행할 것으로 알려졌다.

특임, 통일 장관의 개각 포함 여부도 관심이지만 현재로선 검찰총장, 법무장관, 민정수석만 바꾸고 8월 이후에 소폭의 개각을 하는 '2단계 개편론'에 무게가 쏠리고 있다.

법무장관에는 권재진 민정수석이 유력하게 거론되고 있으며, 검찰총장 후임을 놓고는 한상대 서울중앙지검장과 차동민 서울고검장이 치열한 '2파전'을 벌이는 것으로 알려졌다.

이에 앞서 이 대통령은 13일 홍준표 대표를 비롯한 한나라당 신임 지도부와 상견례 형식의 오찬 회동을 갖고 주요 국정과제를 잘 마무리할 수 있도록 지원해 줄 것을 당부할 예정이다.

특히 한미 자유무역협정(FTA) 비준안과 국방개혁 관련 법안의 조속한 국회 통과에 협조해 달라고 당부할 것으로 알려졌다.

또 오찬이 끝난 뒤 홍 대표와 잠시 따로 만나 사정 라인 개편을 비롯한 개각 문제를 협의할 가능성이 큰 것으로 전해졌다.

민주당 손학규 대표가 권재진 민정수석의 법무장관 이동에 반대하고 나선 것도 변수로 떠오르긴 했지만, 청와대는 크게 신경쓰지 않는다는 기류다.

한나라당 새 지도부가 이 대통령의 경제 정책에 반기를 든 상황을 어떻게 정리할지도 시급한 과제이다.

한나라당은 전날 워크숍에서 법인세 추가 감세 철회를 사실상 당론으로 정하면서 이른바 'MB노믹스'에 정면 도전을 선언했다.

그러나 청와대 역시 "당이 중심임을 인정하되 원칙에 반하거나 포퓰리즘적 사안에는 분명히 반대할 것(임태희 대통령실장)"이라고 천명한 상황이어서 이 대통령의 귀국 후 '일성'에 시선이 집중되고 있다.

이밖에 이 대통령은 남북 관계, 물가 관리, 서민 정책 등에서도 돌파구를 마련하기 위한 행보에 착수할 것으로 보인다.
