GNP’s Hong: Red-faced and roiled

The attempt by the newly elected Grand National Party chairman to appoint his key aide to be the party’s secretary general has faced fierce resistance from other leaders, creating a rupture in the ruling party’s new leadership.

GNP chairman Hong Joon-pyo made a final pitch at the Supreme Council meeting yesterday to finalize the appointments of senior party officials, but failed to persuade the leadership. Representatives Yoo Seong-min and Won Hee-ryong were particularly opposed to Hong’s plan.

Since winning the chairmanship last week, Hong has tried to name Representative Kim Jeong-kweon as the GNP’s new secretary general. The Supreme Council members, however, made clear that Hong must not name someone from his chairmanship election camp to the powerful post.

The secretary general normally steers the party’s administrative operations, but plays a crucial role in the nomination process for legislative elections. The next election will take place in April 2012.

Although Hong tried to persuade the Supreme Council once again yesterday, Yoo and Won strongly rejected the plan, and the meeting ended without a conclusion. The GNP leadership will hold another meeting today to discuss the issue.

According to GNP sources, Hong tried to get a vote at the council meeting yesterday after recording Yoo’s and Won’s opposition in the meeting’s minutes. Other Supreme Council members, however, did not respond to Hong’s voting plan and the meeting ended with an emotional outburst by Hong. “I won an overwhelming victory as the chairman,” he said.

Hong even stormed out of the meeting at one point with a red face but then returned.

Representative Kim represents Gimhae B District of South Gyeongsang. He is Hong’s close aide and strongly supported Hong in the chairmanship race.

Hong’s plan to appoint Kim as the secretary general is particularly opposed by Won, who became a Supreme Council member with support from the Lee Myung-bak faction. Last year, when the GNP leadership, led by pro-Lee politician Ahn Sang-soo, tried to name his aides to top posts, Hong protested the most. At the time, Hong criticized Ahn for “attempting to engage in the spoils system.”

After much struggle with Hong, Ahn managed to name Won as the secretary general, and Won is now using Hong’s logic to protest Hong’s plan.

As the secretary general appointment plan created a rift in the new leadership, Hong tried to calm the situation yesterday by trying to separate the issue from the legislative election nomination.

“Now is the time to think about policies to support the working class, not the nomination,” Hong said. “It won’t be too late to discuss the nomination process in January.”

Other Supreme Council members, however, continued to pressure Hong.

“The secretary general is the core of the nomination process,” said Yoo, a key member of the Park Geun-hye faction, in a radio interview yesterday. “For that particular post, it is unacceptable for Hong to appoint his close aide.”

한나라당 신임 지도부가 사무총장 등 당직 인선을 둘러싸고 또 충돌했다. 10일 서울 여의도 당 대표실에서 열린 최고위원회의에선 이 문제를 논의하던 중 고성까지 터져나왔다.

▶홍준표 대표=(목소리를 높이며) “당 대표가 사무총장도 마음대로 임명하지 못하면 그건 대표가 아니라 허수아비 아니냐.”

▶유승민 최고위원=(역시 높은 톤으로) “다른 자리도 아니고 공천을 다루는 자리를 어떻게 대표 혼자서 결정하겠다는 거냐.”

▶원희룡 최고위원=“지난 지도부에서 캠프 인사에게 당직을 주면 안 된다고 했던 사람이 누구냐(당시 최고위원이었던 홍 대표라는 뜻).”

험악한 분위기는 10분간 이어졌다고 한다. ‘멱살이라도 잡을 분위기였다’는 말까지 나왔다. 홍 대표는 이번 당 대표 경선에서 자신을 적극 도왔던 김정권(재선·김해갑) 의원을 사무총장에 임명해야겠다는 입장을 굽히지 않았고, 유·원 최고위원은 “캠프 인사는 절대 반대한다”며 끝까지 맞섰다. 홍 대표가 최고위원들에게 “김 의원을 받아주면 다른 당직은 양보할 수도 있다”는 취지의 얘기를 했지만 유 원 최고위원은 “그래도 안 된다”고 했다.

홍 대표는 회의 후 “이제 머뭇거릴 시간이 없다. 내일부터 공식적으로 인선안을 논의하겠다”고 밝혔다. 그래서 11일 최고위원회의가 열리면 또다시 충돌이 일어날 걸로 보인다.

앞서 당사에서 열린 ‘정책 끝장 토론’에선 황우여 원내대표가 마련한 등록금 경감 방안에 대해 신임 지도부가 문제를 제기했다. 황 원내대표는 지난달 국가 재정을 투입해 대학 등록금을 15% 이상 낮추는 방안을 발표했다. 그런 황 원내대표를 겨냥해 유 최고위원 등은 “무상급식을 반대하는 당이 부자 대학생에게 등록금 혜택이 가도록 해도 되는 거냐”라고 비판했다. 이에 황 원내대표는 “당정 협의를 거쳐 대학구조조정과 소득계층별로 차등을 두는 방안을 강조하겠다”고 했다.

토론에선 등록금 문제 외에 ▶추가 감세 철회 ▶대·중소기업 동반성장 ▶한·미 자유무역협정(FTA) 비준안 ▶북한인권법안 ▶방송관계법안 등 5개 안건에 대한 의견교환도 있었다. 지도부와 원내대표단은 8월 임시국회에서 한·미 FTA 비준안과 북한인권법안, 방송관계법안을 처리하기로 했다. 지난달 의총에서 결정된 ‘법인세·소득세 추가감세 철회’ 입장을 재확인하기도 했다.

홍 대표는 “앞으로 고위 당정은 당이 주관해 앞으로 당사에서 할 것”이라며 “당은 이제 민생 현장의 최전선에서 청와대와 정부를 선도하고 정책을 주도해나가겠다”고 말했다.
