11 suspected of violating National Security Law

The Supreme Prosecutors’ Office is investigating several people suspected of violating the National Security Law (NSL).

According to the office, they are investigating 11 people on suspicion of building an underground pro-Pyongyang party at the direction of North Korea.

On July 9, prosecutors seized the personal computer records and documents of a suspect surnamed Hong from his work place, the Korea Higher Education Research Institute (Kheri). The office also raided 10 other suspects’ homes and work places from July 5 to 7.

The prosecutors’ office said they raided the 11 suspects’ homes and work places after obtaining information they were involved with anti-state groups.

After the raids, many civic groups that support the half-priced tuition movement criticized the prosecutors’ action, saying the government is trying to suppress the movement. The Kheri is a think tank working on the half-priced tuition movement for college students.

“We were not aware that Hong was even related with the half-priced tuition movement,” an official of the prosecutors’ office said. “We do not investigate people because they are against the government’s policies.”

The prosecutors’ office also arrested a man, surnamed Kim, last week on charges of violating the National Security Law after obtaining information about him trying to start an antinational group at the direction of North Korea's Workers' Party. Prosecutors believe Kim had contact with North Korean officials in China and Japan in order to set up the underground anti-state group.

In May, the Ministry of National Defense determined that 70 South Korean soldiers and military officers had memberships in a pro-Pyongyang Web site called “Cyber Command for National Defense,” which Seoul authorities closed down last year. The officers and soldiers are still being investigated.

“북 노동당 225국 지령 받은 혐의 … 노동계·정계·학계 13명 수사”

국정원·검찰, 보안업체 대표 구속

국가정보원과 검찰이 북한 노동당의 지령을 받아 국내에 반국가단체를 조직한 혐의 등으로 노동계·정계·학계와 통일단체 관계자 13명에 대해 수사 중인 것으로 확인됐다.

10일 서울중앙지검 공안1부(부장 이진한)에 따르면 국정원은 9일 민간 연구기관인 ‘한국대학교육연구소’(대교연) 홍모(46) 기획실장이 이 사건에 연루된 정황을 잡고 서울 성수동에 있는 홍씨의 연구실과 자택 등을 압수수색했다.

국정원은 홍씨를 13일 소환해 조사할 계획이다. 앞서 국정원은 검찰의 지휘를 받아 지난 4~6일 조국통일범민족연합(범민련) 남측본부의 전직 간부 등 이 사건 관련자 10여 명의 서울·인천 등지의 자택과 직장 13곳을 압수수색했었다. 익명을 요구한 검찰의 한 관계자는 “이 중 핵심 역할을 한 보안장비업체 대표 김모씨를 8일 국보법 위반 혐의로 구속했으며 현재 나머지 사람에 대해서도 수사를 벌이고 있다”고 말했다.

검찰에 따르면 이들은 북한 노동당 산하 공작조직 225국의 지령을 받고 남한 지하당 설립을 목적으로 하는 반국가단체를 조직해 활동한 혐의를 받고 있다. 국가보안법 3조(반국가단체의 구성 등)에서 8조(회합·통신 등) 중 일부를 위반했다는 것이다. 수사 대상자 중에는 노동조합 간부와 야당 당직자도 포함된 것으로 알려졌다. 검찰은 수개월 전부터 국정원과 합동으로 이들을 내사해 왔으며 최근 구속된 보안장비업체 대표 김씨가 1995년 이후부터 중국·일본 등을 오가며 10여 차례 이상 북한공작조직 윗선과 재일 간첩단 등을 직접 접촉한 정황을 포착했다.

홍씨가 기획실장으로 있는 대교연은 1993년 설립된 민간 연구소로, 대학교육의 실태를 분석하고 국회의원 국정감사 지원활동을 하며 수십 권의 연구보고서도 발간한 것으로 알려졌다. 지난 1월 참여연대·등록금넷 등과 함께 『미친 등록금의 나라』라는 책을 발간하는 등 ‘반값 등록금 운동’을 주도하고 있는 핵심 단체 중 하나다. 압수수색 소식이 전해지자 등록금넷 등 시민단체들은 “공안 당국이 반값 등록금 운동에 ‘붉은 덧칠’을 하려는 의도가 명백하다”고 반발했다. 그러나 검찰 관계자는 “압수수색은 홍씨 개인을 대상으로 이뤄졌으며 연구소 측과 전혀 관련 없다”며 “홍씨가 반값 등록금 운동과 관련 있는 사람인지도 몰랐다”고 설명했다. 이 관계자는 “홍씨는 구속된 김씨에 비해 수사에 비중 있는 인물도 아니다”고 덧붙였다.
