Korea deserves more respect in UN, experts say

Although the United Nations embraces Secretary General Ban Ki-moon, who was recently re-elected to lead the UN for a second term, South Korea has yet to take a leading role in the world body, several experts said yesterday during a seminar in Seoul.

“While there are many proud examples of Korean leaders making their mark in different areas of the work of the UN, the profile of the country itself in the UN arena generally remains one of a follower rather than a leader,” Kang Kyung-wha, deputy high commissioner at the Office of the United Nations High Commissioner for Human Rights, said during the seminar.

The Ministry of Foreign Affairs and Trade hosted the seminar “Korea in the UN: The Third Decade” to mark the 20th anniversary of Seoul joining the 192-member organization in 1991. The event was held at the Shilla Hotel.

Kang said most of South Korea’s diplomatic resources are tied up in self-defense against threats from North Korea. The country is also increasingly focused on increasing its economic clout through free trade deals, she said.

“Be that as it may be,” Kang said, “the long-term, enlightened self-interest of the country calls for increased investment in the work of the UN, both in the legislative processes and in the many ways in which the system delivers for the people on the ground.”

Park Heung-soon, another participant at the seminar and the president of the Korean Academic Council on the UN System, said now is an opportune time for South Korea to develop an ambitious foreign policy direction and agenda in line with multilateral diplomacy centered on the UN.

Former Prime Minister Han Seung-soo, also at the seminar, told the Korea JoongAng Daily that Korea can make more contributions to the UN by promoting green growth initiatives and extending its knowledge-sharing program through which it provides less developed countries.

Vijay Nambiar, the UN under secretary general, talked about new agendas and issues at the UN while Simon Chesterman, professor of law at the National University of Singapore, talked about its reforms.

유엔 가입 20돌…“이젠 역할 확대해야”

외교부, 20주년 기념 국제회의 개최

한국의 유엔 가입 20주년을 기념해 '유엔외교 20년 결산 및 과제'를 주제로 한 국제회의가 외교통상부의 주최로 12일 서울 신라호텔에서 열렸다.

이 회의에는 유엔 고위직 및 국내외 유엔통 인사가 대거 참석해 "대(對) 유엔 외교의 강화가 '글로벌 코리아' 비전을 실현하는 유용한 수단"이라면서 유엔에서 한국의 역할 확대를 한 목소리로 주문했다.

한승수 전 국무총리는 축사에서 "유엔이 없었다면 오늘날의 한국도 없었을 것이다. 한국은 유엔의 결실이자 자식"이라면서 "앞으로 한국과 유엔의 협력은 더 공고해질 것"이라고 밝혔다.

비제이 남비아르 유엔 사무총장 비서실장은 발제를 통해 "세계가 당면한 도전 과제에 대응하기 위해 다자주의는 선택이 아니라 필수"라며 "유엔과의 협력이 '글로벌 코리아'의 비전을 실현하는 기반이 돼야 한다"고 강조했다.

강경화 유엔 인권최고대표사무소(OHCHR) 부대표는 "회원국과의 협력이 없으면 반기문 유엔 사무총장은 여러 도전 과제에 어떤 진전도 이를 수 없을 것"이라면서 "국제무대에서 독특한 신뢰성이 있는 한국이 이런 협력의 최일선에 서야 한다"고 밝혔다.

박흥순 한국 유엔체제학회 회장은 "한국의 유엔 가입은 한국 외교와 국제적인 역할에서의 전환점이 됐다"면서 "국제적 리더십에서 강한 주도권을 마련하기 위해 '반기문 모멘텀'을 이용해야 한다"고 제안했다.

이어 "2013∼2014년 임기의 유엔 안전보장이사회 비상임 이사국 진출을 통해 한국은 유엔에서의 역할 강화를 모색할 수 있다"면서 "앞으로 통일 시대가 되면 한국은 안보리 상임이사국 자리도 노릴 수도 있을 것"이라고 강조했다.

앞서 민동석 외교부 2차관도 개회사에서 "북한과 이웃한 우리에게는 유엔 평화ㆍ안전유지 활동 참여가 국제사회에 대한 기여 차원을 넘어서는 의미가 있다"면서 "안보리 비상임 이사국 진출을 추진하고 있다"고 밝혔다.
