Signatures suffice vote on free meal

The Seoul Metropolitan Government succeeded in tentatively gathering 548,342 eligible signatures in support of holding a referendum to decide whether to abolish free school lunches, out of 815,817 signatures submitted, the government said yesterday.

Although the referendum committee will inspect signatures and announce an official number, the government is confident that more than 418,000 signatures would be eligible, which is 5 percent of the total population of Seoul.

“Even if the number of eligible signatures is reduced through the committee’s inspection, we expect to have far more signatures than necessary,” Jeong Hyo-seong, chief of the Administration Bureau of the government, said.

The referendum effort is in protest of the Democratic Party-dominated Seoul Metropolitan Council, which passed the ordinance to implement the free lunch program last December without an agreement with Mayor Oh Se-hoon and the city government. Under the current law, holding a referendum requires more than 5 percent of Seoulites to sign a petition in favor of placing the initiative on the ballot. A coalition of 160 conservative groups named the National Anti-Populism Union collected the signatures in June and handed them over to the city for eligibility confirmation.

After the city government finished nullifying 267,475 signatures, such as those signed by someone underage or not in city records, it placed copies of the signatures in 25 district offices in Seoul from July 4 to 10 so that citizens could also participate in verifying the signatures.

About 800 citizens told the government that about 130,000 out of the 815,817 signatures should be nullified, because someone used their identification numbers and forged their signatures.

Considering the public’s verification, the referendum committee - composed of lawmakers, lawyers, experts and civic group activists - will inspect the government’s tentative tally and announce the official number within two weeks.

If the committee says the number of eligible signatures is more than 418,000, a referendum will be held on Aug. 25-30 to ask the public whether they want to scrap the free lunch program.

“무상급식 투표 서명 67% 유효”…성사 전망

서울시 ‘이달 하순 심의회서 최종 확정’

서울시내 초ㆍ중학교 무상급식 정책에 대한 시민들의 의견을 묻는 주민투표가 성사될 전망이다.

서울시는 복지포퓰리즘추방국민운동본부가 주민투표를 청구하면서 제출한 서명부에 대해 전산 확인 등 자체 검증작업을 한 결과, 청구인 81만5천817명 중 67.2%인 54만8천342명의 서명이 유효한 것으로 잠정 집계됐다고 12일 밝혔다.

나머지 32.8%인 26만7천475명의 서명은 주민투표권자가 아닌 경우, 누구의 서명인지 파악이 불가능한 경우, 서명 철회 등이어서 무효로 잠정 처리됐다.

서울시는 지난달 27일부터 서명부의 성립요건을 일일이 검수하고 이름과 주민등록번호를 전산 입력해 다른 시ㆍ도 거주자, 19세 미만자, 주민등록 말소자, 사망자, 중복 서명 등 부적격 서명에 대해 무효 처리했다고 설명했다.

서울시 관계자는 "지난 4일부터 10일까지 시와 25개 자치구 민원실을 통해 모두 13만4천662건의 이의신청이 접수됐지만 이번에 자체 검증을 거쳐 무효 처리한 서명부와 절반 이상 겹칠 것으로 추정된다"고 말했다.

서울시는 이에 따라 이의신청 가운데 무효 서명이 추가로 나와 유효 서명자 수가 줄더라도 주민투표 청구요건을 갖추는 데에는 어려움이 없을 것으로 전망했다.

이번 주민투표 청구는 서울시 주민투표 청구권자 총수의 5%인 41만8천5명 이상이면 유효하다.

서울시는 이달 하순에 변호사, 교수, 시민단체 대표 등 11명으로 구성된 주민투표청구심의회를 열어 접수된 이의신청 내용을 심의한 뒤 주민투표 수리 여부를 최종 결정할 예정이다.

서울시 관계자는 "주민투표 수리가 확정되면 지체 없이 공표하고 7일 이내에 투표일과 주민투표안을 발의ㆍ공고하게 된다"며 "투표일은 서울시선거관리위원회와 협의해 결정하도록 돼 있으며 8월 말께가 될 것"이라고 말했다.

이에 대해 김미경 서울시의회 민주당 대변인은 "서울시가 자체 전산 검증에서 32% 정도만 무효인 것으로 밝혔지만 이의신청이 14만건에 달하고 중복서명도 많아 50% 이상 문제가 될 수 있다"면서 "서명부에 대한 전수조사를 하는 것이 바람직하다"고 주장했다.
