Two boycott GNP vote, but Hong’s choice wins

A close aide of new Grand National Chairman Hong Joon-pyo was appointed as the ruling party’s new secretary general, despite persistent protests by some of the party’s new leaders.

The GNP held a Supreme Council meeting yesterday and Hong made his final attempt to persuade senior party members to appoint Representative Kim Jeong-kweon as secretary general.

Representatives Yoo Seong-min and Won Hee-ryong, members of the Supreme Council, however, stormed out of the meeting to protest Hong’s move and boycotted the vote.

Without Yoo and Won, five GNP leaders - Chairman Hong, floor leader Hwang Woo-yea, Supreme Council members Na Kyung-won and Nam Kyung-pil and chief policy maker Lee Ju-young - unanimously approved the appointment of the 51-year-old two-term lawmaker as secretary general.

The secretary general is a powerful post because he will have oversight of the party’s data of candidates and spending for the campaign. Yoo and Won - each representing the largest factions in the GNP - have expressed concern about Hong’s influence in the nomination process by appointing his key ally to the post.

A native of South Gyeongsang, Kim supported Hong during the chairmanship race. He worked as the deputy floor leader of the GNP in 2007, when Hong was the floor leader. Kim is known as a centrist reformist with no factional affiliation.

In return for accepting Hong’s choice of secretary general, the leaders agreed to a series of changes to reform the GNP’s nomination process for the next legislative elections in April to ensure that the process will be managed fairly for all factions. The leadership agreed to complete the reform measures by the end of next month.

Introducing a nationwide public primary and establishing a fair standard to evaluate the incumbent lawmakers were agreed upon as reform measures, along with a promise to create a predictable schedule for the nominating process.

Twenty-three party posts were also filled at the meeting. First-term representative Kim Gi-hyeon of Ulsan was named as the party’s new spokesman. Three posts - the first and second deputy secretary generals and the head of the think tank Youido Institute - are to be filled later.

“The appointments were distributed with balance among the pro-Lee Myung-bak and pro-Park Geun-hye factions and reformists,” said Kim, the new GNP spokesman. “The appointments were endorsed unanimously after the two Supreme Council members left the meeting.”

After protesting Hong’s move, Yoo and Won stormed out before the vote and held a press conference.

“I have proposed that the secretary general should be a three-term lawmaker with no factional label attached to ensure the minimum fairness for the nomination, but it was not accepted,” said Yoo, a prominent Park loyalist.

Won, a key Lee faction member, also warned about possible ramifications of Hong’s decision to railroad the appointments. “He will face an unprecedented aftermath for making such a decision and forcing it,” he said, adding that the GNP is becoming Hong’s private party.

Hong, however, made clear that the appointments of the senior party officials were done legitimately. “We don’t have the luxury of wasting time for internal party matters because other urgent issues await us,” Hong said.

한나라당이 12일 그동안 인선을 놓고 내분을 빚어왔던 사무총장에 재선의 김정권(경남 김해갑) 의원을 임명했다.

그러나 유승민 원희룡 최고위원이 거세게 반발하고 나서 당내 갈등이 증폭될 전망이다.

홍준표 대표는 이날 낮 여의도 당사에서 열린 최고위원회의에서 김 의원의 사무총장 임명 등을 골자로 하는 당직인선안을 반대파들이 퇴장한 가운데 의결했다.

의결에는 인선안에 반대하는 유ㆍ원 최고위원을 제외하고 홍 대표와 황우여 원내대표, 나경원 남경필 최고위원, 이주영 정책위의장 등 5명이 참석해 만장일치로 가결했다.

이들은 김 의원을 사무총장으로 받아들이는 대신 ▲국민경선제 도입 ▲현역의원 평가를 위한 공정한 기준 마련 ▲예측 가능한 공천 일정 마련 ▲관련 당헌ㆍ당규 개정 등에 합의하고 이들 합의 사항을 오는 8월 중에 마무리 짓는다는 데 의견을 모았다.

그러나 유ㆍ원 최고위원은 논의 중 거칠게 항의했고, 결국 의결 직전 대표 최고위원실을 뛰쳐나왔다.

유 최고위원은 당사 기자실에서 기자회견을 갖고 "표결로 임명된 사무총장을 정치적으로 인정할 수 없다"고 주장했다. 그는 이후 연합뉴스 기자와 만나 "홍 대표가 정치적 책임을 질 것"이라고 덧붙였다.

원 최고위원도 기자회견에서 "전례 없는 의사결정을 강행한 데 대해 전례 없는 사태가 기다리고 있을 것"이라며 "앞으로 (최고위원들을) 다시 볼 수 있을지도 모르겠다"고 말했다.

이에 대해 홍 대표는 기자간담회를 자청, "최고위원회의는 당헌상 합의제가 아니라 의결제"라고 반박하고, "사무총장 자리 하나 갖고 `사당화`를 주장하는 건 어불성설이다"라고 반박했다.

한편 이날 최고위원회 의결은 제1ㆍ2 사무부총장과 여의도연구소장, 재외국민위원장, 재해대책위원장 등 5개 자리를 제외하고 23개 당직에 대해 이뤄졌다.

대변인과 대표 비서실장에는 각각 김기현(재선), 이범래(초선) 의원이 임명됐다.

이와함께 전략기획본부장 차명진(재선) 의원, 윤리위원장 김기춘(유임) 전 의원, 재정위원장 김호연(초선) 의원, 인권위원장 김재경(재선) 의원, 인재영입위원장 주호영(재선) 의원, 국책자문위원장 안응모(유임) 전 의원, 실버세대위원장 정해걸(초선.유임) 의원, 디지털정당위원장 김성훈(원외), 지방자치위원장 조진래(초선) 의원, 대외협력위원장 신영수(초선.유임) 의원이 각각 임명됐다.

또 국제위원장 윤상현(초선) 의원, 통일위원장 구상찬(초선.유임) 의원, 법률지원단장 주광덕(초선) 의원ㆍ김재원(원외) 전 의원, 북한인권 및 탈ㆍ납북자 위원장 이은재(초선.유임) 의원, 기획위원장 김용태(초선) 의원, 국민공감위원장 김세연(초선) 의원, 홍보기획본부장 허원제(초선) 의원이 각각 당직 명부에 이름을 올렸다.

다만, 이날 임명된 당직자 23명 중 3명의 의원은 일방통보식 인선에 반발해 당직을 고사했다.

홍보기획본부장에 임명된 심재철 의원(3선)은 "2006∼2007년에 맡았던 직책이었다"며, 노동위원장으로 지명된 현기환(초선) 의원은 "사전에 아무런 상의 없이 통보한 것은 일방적인 당 운영"라며, 중앙위원장에 임명된 김학송(3선) 의원은 "친박계가 이번에 너무 많은 당직을 원하는 것처럼 보일 수 있다"며 당직을 맡지 않겠다는 뜻을 밝혔다.
