Push is on to get hospitals on track

The Blue House, government officials and the ruling Grand National Party have agreed to push ahead with passing bills related to the establishment of for-profit hospitals in Incheon and Jeju Island during the session of the National Assembly in August.

Plans for for-profit hospitals have been stymied for nearly a decade as the government has been passive about getting the related bills approved due to public concern over health care affordability as well as constant conflicts between the ruling and opposition parties on the issue.

A senior official at the Blue House on Wednesday said, “Bae Yong-ho, the president’s chief secretary for policy development and coordination, and Lee Ju-young, chief policy maker of the GNP, agreed on the plan during a regular meeting between the administration, the ruling party and the Blue House [on Monday].”

The official also said, “President Lee Myung-bak has instructed several times to push ahead with the plans.

“An agreement was also made to deal with the revised bill related to the operation of a free economic zone, which includes establishing a for-profit hospital in Songdo International Business District in Incheon, at the session of the National Assembly in August,” the official said.

The core of the revised bill for Jeju’s special law would be to allow investor-oriented hospitals by designating a special medical zone. A revised bill of the Free Economic Zone covers special cases related to for-profit hospitals such as revising the ratio of foreign doctors and admitting medical supplies that are not used in Korea.

Since such bills were shelved at the National Assembly for nearly a decade, plans for establishing for-profit hospitals were in limbo for five years in Jeju and eight years in Songdo.

Chin Young-kon, senior secretary for employment and social welfare at the Blue House, held a first emergency meeting about for-profit hospitals on Wednesday, attended by officials from the Incheon Free Economic Zone Authority, the Ministry of Knowledge Economy, the Ministry of Health and Welfare, Seoul National University Hospital and related companies.

They discussed ways to establish international hospitals in Songdo and agreed to work to pass the bill on the Free Economic Zone.

However, members of the main opposition Democratic Party expressed their opposition to the plan.

Democratic Party Representative Joo Seung-yong said, for profit hospitals would cause “polarization of the country’s health care along with the collapse of smaller hospitals and medical clinics and the mass-production of uninsured treatments.”

청와대 “송도·제주 투자병원 임기 내 도입”

투자병원 법안 8월 국회처리 배경

제주도·인천 송도 투자개방형(영리) 병원 설립 방침이 급물살을 타고 있다. 이 문제와 관련해 소극적이던 한나라당과 정부의 움직임이 빨라졌기 때문이다. 한나라당과 정부, 청와대가 8월 국회에서 법률안을 처리하기로 합의한 배경에는 이명박 대통령의 의중이 실려 있다.

청와대 관계자는 13일 “이 대통령은 투자병원을 전국에 허용하는 것에는 반대한다. 하지만 제주도와 인천 투자병원은 더 이상 미룰 수 없는 과제이며 임기 내에 반드시 도입해야 할 정책이라 보고 챙기고 있다”고 말했다. 그는 “투자병원이 한 곳 들어서면 2000~3000개의 일자리가 생기고, 그것도 괜찮은 일자리인 데다 서비스산업이 선진화되는 효과가 있어 이번에는 반드시 돌파해야 한다는 게 대통령의 생각”이라고 전했다.

그러던 차에 인천 송도국제병원(투자병원)에 진출하기로 했던 미국의 존스홉킨스병원이 “양해각서(MOU)가 끝났다”고 확인한 보도가 나오자 청와대 정책라인이 속도를 내기 시작한 것이다.

8월 국회에서 관련 법률이 통과하면 송도병원과 관련, 존스홉킨스병원과 논의가 재개될 가능성이 크다. 하지만 법안이 통과하더라도 두 지역 외에 투자병원이 들어서는 게 아니라 한계가 있다. 두 곳의 운영 성과를 보고 다른 지역 확대를 결정하기로 돼 있어서다.

게다가 8월 국회에서 관련 법안이 제대로 처리될지 미지수다. 민주당을 비롯한 야당이 강하게 반대하기 때문이다. 제주도와 경제특구에 투자병원이 들어서면 다른 지역으로 확산되는 게 시간 문제라는 게 야당의 시각이다.

주무부처인 보건복지부의 미온적인 태도도 걸림돌로 작용할 전망이다. 제주도와 송도 투자병원에 한해 몇 가지 조건을 걸어 찬성한다고는 하지만 기본적으로 투자병원에 알레르기 반응을 보이고 있다. 복지부의 이런 입장이 “의료 양극화를 불러온다”며 투자병원에 반대하는 시민단체나 야당에는 좋은 근거로 활용된다.
