Despite opposition, Lee taps his aide for justice

President Lee Myung-bak yesterday designated his civil affairs aide Kwon Jae-jin as the new justice minister and promoted Han Sang-dae as the head of the prosecution in a move to bolster the administration’s reform agendas in the law enforcement area.

“The Blue House expects Kwon to push forward the Lee administration’s fair society campaign by leading the reform initiative of the prosecution to restore the public confidence,” Kim Du-woo, senior public affairs secretary to the president, said yesterday. “Throughout his career, he has won deep trust with his warm personality and fairness.”

Han, head of the Seoul Central District Prosecutors’ Office, was named the prosecutor general yesterday. The Blue House said he is a fundamentalist who can best implement the prosecution’s reform. “With his strong leadership, Han is expected to revitalize the prosecution,” Kim said.

The nominations were announced after the ruling and opposition parties each held lawmakers’ meetings to discuss Lee’s choices, particularly Kwon. While the Grand Nationals generally endorsed the president’s plan, the Democrats made clear their opposition to appointing a key Lee aide to the powerful post in the sensitive months ahead of the legislative and presidential elections next year.

At the request of its 17 first-term lawmakers, the GNP held a meeting yesterday to discuss the nominations. The young, reformist members argued that the party should adopt an official opinion to oppose the appointment.

But at the meeting, a majority of the lawmakers expressed their support for Lee’s plan. Of the 60 Grand Nationals who were at the meeting, 13 lawmakers spoke and four of them protested Lee’s choices.

“It is inappropriate for the party to open a lawmakers’ assembly to challenge the president’s right to appoint a minister,” Representative Cho Hae-jin, a Lee loyalist, was quoted as saying by GNP sources. Another Lee loyalist, Representative Lee Eun-jae, also said the silent majority actually led the discussion yesterday to support the president’s plan.

Hong Joon-pyo, GNP chairman, also supported the idea, urging the lawmakers to respect the president’s right. “There are other precedents that presidential secretaries were appointed as ministers,” Hong was quoted as saying by GNP spokeswoman Lee Doo-ah.

Many of the Lee administration’s ministers were from the Blue House. Finance Minister Bahk Jae-wan, Foreign Minister Kim Sung-hwan and Education Minister Lee Ju-ho were among the former presidential senior secretaries who became ministers.

President Lee promised the GNP’s new leadership at a Blue House meeting Wednesday that he would consult with them before making the announcement. Kim Hyo-jae, Blue House senior political secretary, met with the GNP leadership, including Hong, on Thursday and discussed the nominations.

The Democratic Party yesterday demanded that Lee withdraw the nomination of Kwon. “If Lee persists in the spoils system for a post responsible for the fair oversight of next year’s legislative and presidential elections, he will be abandoned by the public forever,” Sohn Hak-kyu, DP Chairman, said yesterday.

The DP also held a lawmakers’ assembly yesterday and adopted a statement to demand the withdrawal of Kwon’s nomination.

A 57-year-old native of Daegu, Kwon studied law at Seoul National University and passed the bar exam in 1978. From 1983 till 2009, he served at key posts in the prosecution including the national security department head, deputy head of the Supreme Public Prosecutors’ Office and head of the Seoul High Prosecutors’ Office.

In June 2009, Kwon was considered the most prominent candidate to become the prosecutor general, but Lee nominated Chun Sung-gwan, who passed the bar two years later than Kwon, as the candidate. Kwon immediately left the prosecution after the nomination, but was appointed as the senior civil affairs secretary at the Blue House in September 2009.

While Chun never made the prosecutor general after the National Assembly challenged his ethics fitness, Kim Joon-gyu was named as head of the prosecution in August 2009. Kim, however, stepped down only weeks before his term ended to protest the planned reform of the prosecution, and Lee appointed Han Sang-dae as Kim’s successor.

The 52-year-old Seoulite studied law at Korea University. After passing the bar exam in 1981, Han worked at key posts of the prosecution and the Ministry of Justice.

The Blue House, led by Presidential Chief of Staff Yim Tae-hee, completed mock confirmation hearings for Kwon and Han, presidential spokesman Kim said. While confirmation hearings at the National Assembly are a mandatory step to name the justice minister and prosecutor general, it is a nonbinding procedure.

“Although there were some disapprovals, we believe there is no crucial flaw in the nominations,” Kim, presidential spokesman said.

While opposition lawmakers have criticized Han for his military duty exemption, Kim said Han was exempted from the duty in 1982 after herniated disc surgery and the Blue House has obtained the records.

Kim also defended the president’s decision to nominate Kwon as the justice minister by noting his capabilities. “There is no disagreement that Kwon is the best fit person to be the justice minister,” he said. “Even the lawmakers who oppose the nomination agree with his qualifications. He is an expert, and there is no problem appointing the veteran to the job.”

법무장관 권재진, 검찰총장 한상대 지명 … 20여 일 내 청문회

이명박 대통령은 15일 법무부 장관에 권재진(58) 청와대 민정수석을 지명했다. 또 김준규 검찰총장의 사표 수리로 공석이 된 검찰총장에는 한상대(52) 서울중앙지검장(고검장급)을 지명했다. 다음주 초 인사청문요청안이 국회에 제출되면 그로부터 20일 이내에 청문 절차를 완료해야 한다.

김두우 청와대 홍보수석은 “권 후보자는 26년간 검찰로 재직했고 그 직후 민정수석을 역임한 일종의 전문가”라며 “검찰 안팎에서도 이견이 없다”고 말했다. 한 후보자에 대해선 “선이 굵고 소탈하며 공사 구분이 명확하고 수사에서 강한 소신을 지키는 등 원칙주의자”라며 “침체된 검찰 조직에 활력을 불어넣을 적임자”라고 했다.

권 수석의 법무장관행과 관련해 한나라당에선 이날 의원총회를 열어 찬반토론을 했다. 전날 초선 모임인 ‘민본 21’ 소속 의원 17명이 “당론으로 반대해야 한다”며 소집 요구를 함에 따라 열린 의총이었다. 그러나 공개 발언을 한 의원 13명 중엔 찬성이 9명으로 많았다. 반대한 의원은 4명이었다. 한 참석자는 “그동안 권 수석을 반대한 의원들의 발언만 언론을 통해 소개됐지만 당내에서 침묵해온 다수는 찬성이었다는 게 의총을 통해 밝혀졌다”고 말했다.

홍준표 대표는 이날 기자간담회에서 “정동기 전 민정수석을 감사원장에 임명할 땐 나도 적극 반대했었다”며 “하지만 독립적 권한을 가져야 하는 감사원장이나 검찰총장과 법무부 장관은 다르다”고 찬성 의사를 밝혔다. 그러면서 “임태희 대통령실장으로부터 미리 통보 받았는데 ‘다른 후보들은 (법관) 전관예우 때문에 30억~70억원을 번 사람이 대부분이라 대안이 없다’고 하더라”라고 밝혔다. 야당에선 지명 철회를 요구했다. 민주당 손학규 대표는 “내년 총선과 대선을 앞두고 공정하게 법을 집행해야 하는 자리에 또다시 측근 보은인사를 고집한다면 국민으로부터 영영 버림받게 될 것”이라고 말했다. 민주당은 긴급 의원총회를 열고 “청와대 민정수석의 법무부 장관 지명을 철회하라”는 내용의 결의문을 채택했다.

이 대통령은 이런 논란을 뒤로 하고 결국 권 수석을 택했다. 올 5월 개각 때 권 수석을 법무장관에 기용하려다 당내 의견을 받아들여 인선을 미뤘지만 결정을 번복하진 않은 셈이다. 청와대 핵심 관계자는 “이 대통령이 권 수석을 놓고 흔들린 적이 없다”며 “이 대통령이 13일 한나라당 지도부에게 했던 말에 발탁 이유가 녹아 있다”고 밝혔다. 이 대통령은 당시 “(현 정부에서) 마지막까지 일을 열심히 할 사람이 필요하다. 스타일리스트는 곤란하다”고 했었다.

권 수석은 동향(대구) 출신인 이 대통령의 부인 김윤옥 여사와 어릴 적부터 아는 사이였지만 이 대통령과의 친분은 원래 두텁지 않았다. 2009년 두 차례 검찰총장 후보 1순위로 꼽혔으나 발탁되지 못했던 일도 있다. 하지만 2009년 8월 31일 민정수석으로 임명된 이후론 달랐다고 한다. 이 대통령이 머무는 본관에 가장 빈번하게 가는 수석 중 한 명이 됐다. 민정라인 관계자들은 “대통령의 말을 그대로 수행하기보단 진언을 통해 이 대통령이 방향을 설정하는 데 역할이 컸고 일 처리도 깔끔했고 사심도 없었다”며 “이런 점 때문에 대통령의 신임이 두터웠다”고 전했다. 그의 법무장관행을 두고 “김준규 전 총장처럼 개인 플레이를 했던 스타일리스트 대신 로열리스트를 골랐다”(여권 관계자)는 얘기가 나오는 것도 이 때문이다.

이 대통령이 그를 중용하기로 한 데엔 그간 검·경 수사권 갈등으로 크게 흔들린 검찰 조직을 안정시키는 데 권 수석이 큰 역할을 할 걸로 기대했다는 게 청와대 관계자들의 얘기다. 청와대가 권 수석에 대해 “검찰 핵심 보직을 두루 역임했고 친화력과 온화한 성품으로 검찰 내외로부터 실력과 신망을 인정받는 검찰 내 대표주자”란 표현을 쓴 건 이런 이유에서다.
