Marine leader’s resignation declined

There will be no resigning for the commander of the Korean Marine Corps as Kim Kwan-jin, the minister of national defense, laid down his word before reporters during his trip to China.

Kim, on his trip to discuss strengthening military ties with China from last Tuesday to Saturday, said there will be no “resignation of the Marines commander.”

“There will be no more changes in personnel,” Kim said. “I make the human resources decisions and there will be no such thing. There is no need to talk more of this.”

Yoo Nak-jun, commander of the Marine Corps, had expressed his desire to resign and take responsibility for the killing of four marines by another marine earlier this month.

To take control of problems festering within the Marines, the ministry will hold a large-scale discussion today at 3 p.m. The meeting will be in Gimpo, Gyeonggi, with the defense minister; Yoo; Adm. Kim Sung-chan, chief of naval operations; civilian experts, 185 marines and six officials from the U.S. Marines.

The discussion will focus mainly on physical violence that takes place on bases, abusive profanity, bullying and shunning, according to a military official yesterday. Measures will also be discussed at length as to how to manage marines who require special attention, like Cpl. Kim Min-chan who shot the four marines.

Regulations on what marines can and can’t do to their subordinates will also be ironed out and be made stronger. The official said the minister ordered stronger retributions for all cases of violence and severe treatment in the Marines, including being placed behind bars even for small cases.

Also put under scrutiny will be the seniority system of the Marines, which has dominated the culture within the barracks for years. The official said the military had high hopes the review would help marines go back to their families safely after their service.

해병대는 2사단 총기사건을 계기로 드러난 병영 내 악ㆍ폐습 척결을 위한 병영문화혁신 대토론회를 18일 오후 3시 김포시 2사단 필승관에서 개최한다고 17일 밝혔다.

토론회에는 김관진 국방장관을 비롯한 김성찬 해군참모총장, 유낙준 해병대사령관, 홍두승 서울대 교수, 육성필 한국QPR자살예방연구소장, 김세원 고려대 교수, 윤영미 평택대 교수, 해병대 장병 185명, 미 해병대 간부 6명 등이 참석한다.

김 장관은 이 자리에서 재임 기간 해병대 병영문화혁신을 책임지고 점검하고 독려할 것이라는 강력한 의지를 피력할 것으로 알려졌다.

김 장관은 "변화와 혁신을 추진함에 있어 지휘관의 의지와 철학, 열정이 필요하다"면서 "병영내 의사소통도 무엇보다 중요하며 병영문화 악습을 철폐하는 것이 전투형 군대의 기본 바탕"이란 점을 강조할 계획이라고 국방부 관계자가 전했다.

국방부 관계자는 "해병대 토론회에서는 구타ㆍ가혹행위, 폭언ㆍ욕설, 기수열외, 작업열외 등 병영 내 각종 악ㆍ폐습 척결과 관심사병 식별 및 관리대책, 작전기강 확립 방안 등이 집중적으로 논의될 것"이라고 말했다.

해병대 관계자는 "논란이 되는 해병대 기수문화와 관련해 해병대사령관 특별명령으로 병영생활 행동강령이 하달될 것"이라면서 "여기에는 해병 기수의 개념과 선임 기수가 할 수 있는 것과 해서는 안 될 사항이 구체적으로 명시되고 이를 위반하면 엄중하게 처벌할 것"이라고 전했다.

국방부는 이번 토론회 결과를 토대로 병영문화혁신 대책을 마련하는 한편 상급부대가 하급부대를 불시 점검하는 것에 소홀하면 8월부터 상급부대 관련자를 문책할 계획이다.

한편 김 장관은 병영 내 모든 구타ㆍ가혹행위에 대해서는 군검찰부에 통보해 법적 판단을 받도록 하고 징계처벌에서도 온정주의를 배제하고 엄중하게 처벌할 것을 전군에 지시했다.

김 장관은 지난 16일 중국 베이징 댜오위타이(釣魚臺) 국빈관에서 열린 동행 취재진과의 오찬 간담회에서 "해병대 2사단 총기사고와 관련해 인사 조치는 더는 없을 것"이라고 말해 유낙준 사령관에 대한 인사조치는 없을 것임을 분명히 했다.
