DP sets out its ‘10+2’ objections to U.S. FTA

The main opposition Democratic Party took another step yesterday to block the National Assembly’s ratification of the Korea-U.S. free trade agreement by announcing a list of points it wants renegotiated.

The Lee Myung-bak administration and the Grand National Party are pushing for ratification of the long-pending deal at a voting session next month, but the Democrats insist the trade pact was poorly negotiated and will hurt domestic industries.

The DP said the initial FTA, signed in 2007 by then Korean President Roh Moo-hyun and U.S. President George W. Bush, was balanced and that the Lee administration made too many concessions to the Barack Obama administration in renegotiations.

The Democrats yesterday announced what it called a “10+2” measure, with 10 points to be renegotiated and two measures to compensate manufacturers and service industries for future losses.

On top of the list is a DP demand to postpone the lifting of tariffs on agricultural and livestock products, including American beef.

DP lawmakers also demanded that products made at the Kaesong Industrial Complex in North Korea be recognized as being made in South Korea.

Stronger safeguards for the auto and finance industries were also included on the list.

The Democrats also demanded that the “ratchet clause” in the FTA be removed.

A ratchet clause prevents either side from reducing its economy’s openness in relation to the other economy.

The list reflects the opinions of liberal opposition parties and civic groups, the DP said. It urged the Lee administration to renegotiate the deal with the U.S. government to meet the demands.

Government and ruling party officials said it is nearly impossible for the FTA to be renegotiated, noting that the U.S. Congress has taken steps to ratify the deal.

Hong Joon-pyo, the GNP chairman, urged the Democrats yesterday to see the Korea-U.S. FTA in a positive light.

“If it were approached as a purely economic issue, it would have been approved a long time ago,” Hong said.

“The opposition party is approaching the matter politically and ideologically, so that’s why the ratification is blocked,” Hong added.

민주당 “미국산 쇠고기 관세 10년간 유지”

한·미 FTA 재재협상안
민주당이 19일 의원총회를 열어 한·미 FTA(자유무역협정) ‘재재협상안’을 당론으로 채택했다. 김진표 원내대표는 “참여정부 시절 자동차 분야의 이익을 얻기 위해 농업·서비스·제약 분야에서 (미국에) 많이 양보했는데, (지난 2월 한·미 간 재협상에선) 자동차 분야를 내줘 이익 균형을 위한 재재협상이 필요하다”며 모두 열 가지의 방안을 제시했다.

　민주당은 미국산 쇠고기에 부과하는 관세를 10년간 유지하고, 11년차부터 관세를 8%씩 철폐해 15년차에 현행 40% 관세를 모두 철폐하자고 했다. 기존 합의문에는 미국산 쇠고기 관세 철폐에 관한 내용이 없다. 민주당은 또 중소상인적합업종 특별법 제정 등을 통해 중소상인을 보호할 필요가 있다고 주장했다. 개성공단에서 생산되는 제품이 한국산으로 인정받도록 하기 위해 ‘역외가공’ 조항 신설을 재재협상을 통해 추진해야 한다는 입장도 내놓았다.

　이와 함께 ‘금융 세이프가드’(외환위기와 같은 긴급한 시점에 급격한 외환 유출입을 제한하는 조치)를 강화하고, 서비스 시장 개방을 ‘원칙적으로 허용하고 예외적으로 금지하는’ 네거티브(negative) 리스트에서 ‘공식적으로 금지하고 예외적으로 허용하는’ 포지티브(positive) 리스트로 바꾸자고 주장했다.

　민주당이 재재협상안의 당론 채택을 서두른 것은 8월 임시국회에서 한나라당이 한·미 FTA 비준동의안을 처리할 가능성이 있다고 보기 때문이다. 박영선 정책위의장은 “민주당은 FTA 자체를 반대하지 않으며, 다만 ‘퍼주기’ FTA를 해서는 안 된다는 입장”이라고 말했다.

그러나 정부와 한나라당은 재재협상을 할 수 없다는 입장이어서 8월 국회에서 충돌이 예상된다.
