North continues buying luxury items

North Korea has continued its shopping spree for Armani, Gucci and other luxury goods for its ruling elites, a South Korean official said yesterday, the latest sign that international sanctions on the North have not been fully implemented.

The UN sanctions imposed on Pyongyang for its nuclear tests in 2006 and 2009 ban the communist country from trading in weapons of mass destruction, some conventional weapons and luxury goods.

Still, the North has skirted sanctions by buying luxury items that also included Rolex and Omega watches as well as Hennessy Cognac for its ruling elites, the official said.

The latest revelation comes as the North is grappling with chronic food shortages that may get worse after recent heavy rains submerged or washed away tens of thousands of acres of farmland.

Earlier this year, the UN food agency appealed for 430,000 tons of food aid to feed 6 million vulnerable North Korean people, a quarter of the country’s population.

The North has relied on international handouts since the late 1990s when it suffered a massive famine that was estimated to have killed 2 million people.

Eight South Korean Buddhist officials arrived in the North’s western border city of Kaesong earlier Wednesday to deliver milk powder and other aid to nurseries, Unification Ministry spokeswoman Lee Jong-joo said.

Despite years of food shortages, North Korean leader Kim Jong-il has engaged in the gift politics of showering his top aides and other elites with luxury goods to win their loyalty.

Some ruling elites also enjoyed McDonald’s hamburgers delivered from China via Air Koryo, North Korea’s flagship airline, the official said, without elaborating.

The North also spent about $7.5 million in buying cigarettes such as Marlboro and Mild Seven in the first five months, a rise of 117 percent compared to the same period last year, according to figures by South Korea and China. It also showed that the North imported $2.4 million worth of Hennessy Cognac, whiskey and Japanese beer, up 94 percent compared to the same period last year.

The trade volume between North Korea and China stood at $1.96 billion in the first five months, twice as much as in the same period last year, according to Lee.

China is the North’s last remaining ally, key economic benefactor and diplomatic supporter.

北, 식량난에도 고급술·담배 대량 수입

대중 무역규모, 지난해 같은 기간에 비해 두배 정도 확대
북한이 식량난을 겪고 있으면서도 외국산 고급술이나 담배 등 기호품을 대량으로 수입하고 있는 것으로 나타났다.

지난 1~5월 북한의 대중 무역규모는 19억6천만달러로 지난해 같은 기간에 비해 두 배 정도 확대된 것으로 파악됐다.

수출은 8억1천200만달러로 217%가 늘었고 수입은 11억4천800만달러로 58%가 증가했다.

같은 기간 대중 수입액 가운데 쌀, 옥수수를 비롯한 식량 도입액은 4천600만달러로 4%에 불과했다. 수입량은 11만9천t으로 작년 동기의 11만3천만t과 비슷한 수준을 기록했다.

대중 농수산물 수출을 보면 대구나 게, 오징어 등의 수출액은 1천650만달러로 60% 증가했다. 견과류와 깨, 감자전분 등의 수출도 1천30만달러로 460% 늘어났다.

이런 가운데 북한은 특권층을 위한 술, 담배 등 기호품 구매에 1천만달러가량의 외화를 투입한 것으로 집계됐다.

말보로, 마일드세븐 등 외제 담배 수입액은 750만달러로 지난해 동기보다 117% 증가한 것으로 전해졌다.

헤네시 X.O·시바스리갈을 포함한 코냑·위스키, 아사히·삿포로를 비롯한 맥주 등 각종 주류 수입액은 240만달러로 지난해 같은 기간보다 94% 늘어났다. 고급 소고기도 55만 달러어치나 수입했다.

일부 북한 특권층은 북한 무역회사들이 중국, 유럽, 일본 등에서 수입해온 아르마니·구찌 등 명품의류나 롤렉스·오메가 시계, 소니·삼성전자 등의 TV, 전기밥솥 등을 사들이는 것으로 알려졌다.

북한은 또 굴착기·펌프 등 건설·기계설비 도입에 9천800만달러를 사용한 것으로 나타났다. 평양지역 10만 세대 건설 등을 위해 건설장비를 들여온 것으로 분석된다.

화물·승용차 수입도 6천830만달러로 지난해 동기보다 금액기준으로 72%, 물량 기준으로 49% 증가했다.

북한은 중동에서 과거 차관으로 도입한 밀을 아시아 국가들에 판매하고, 지난해 무상으로 지원받은 비료원료 20만t 가운데 일부를 유럽지역에 판매한 것으로 알려졌다.
