New USFK chief: ‘Readiness essential’

The new commander of U.S. forces stationed in South Korea said their mission is to protect the South against outside aggression and maintain stability in the region.

In a posting entitled “Command Philosophy and Priority” on the homepage of U.S. Forces Korea (USFK), Gen. James Thurman said in order to accomplish that mission, “readiness is essential.”

“To stay ready, our combined forces must be led by strong leaders, trained across the spectrum from engagement to major conflict, and conditioned to be mentally and physically tough,” Thurman said.

“Leaders create an environment of mutual trust and respect that enables members of the alliance to achieve their full potential, and leaders live by the ‘Golden Rule,’ which puts caring, respect and fairness first.”

Thurman replaced Gen. Walter Sharp last week and is also in charge of the United Nations Command (UNC) and the South Korea-U.S. Combined Forces Command (CFC).

Thurman has served as commander of the U.S. Army Forces Command and has had extensive operational combat experience.

He served in operations Desert Shield and Desert Storm during the Gulf War in 1990 and 1991, and also was a multinational division commander handling all coalition operations in Baghdad in 2006.

Thurman said the alliance between South Korea and the U.S. “is the strongest alliance in the world,” and that the foundation for their security partnership is strengthened by some key imperatives, such as discipline, combined training, leader development and risk management.

The commander said well-trained combined forces will ensure the seamless transfer of wartime operational control of South Korean troops from the U.S. to the South in 2015, under a plan called Strategic Alliance 2015.

“Deterrence relies on a solid foundation of preparedness; you must be ready to fight as an allied team, and you must thoroughly understand how we will all execute side-by-side,” he said. “Remember that our mission is to stay trained and ready - we go together.”

The presence of some 28,500 U.S. troops in South Korea is a legacy of the 1950-53 Korean War, which ended in an armistice and has left the two Koreas still technically at war.

제임스 서먼 한미연합사령관 겸 주한미군사령관은 21일 "우리의 임무는 외부의 공격으로부터 대한민국을 방어하고 동아시아의 안정을 유지하는 것"이라고 밝혔다.

서먼 사령관은 유엔사와 연합사, 주한미군에게 내린 `지휘철학`을 통해 그같이 밝힌 뒤 "확실하게 적의 침공을 억제하고 안정을 유지하기 위해서는 준비태세가 가장 중요하다. 항시 준비태세가 유지되려면 강한 지휘부의 지도력이 필요하고 교전에서부터 주요 갈등까지 대처하도록 훈련이 되어 있어야 한다"고 강조했다.

그는 사령관의 지휘중점을 구현하기 위해서는 기강과 지도, 연합훈련 및 지도자 개발, 변혁, 준비태세 유지, 위험관리 등 7개의 핵심 강조사항이 시행돼야 한다고 말했다.

서먼 사령관은 "엄격한 훈련이 `전략동맹 2015`의 최종 목표를 달성하도록 연합전력의 능력을 향상시킨다"면서 "훈련은 정전시 전력과 분쟁 발생시 증강되는 전력들을 통합할 수 있는 중요한 기회를 제공한다"고 설명했다.

전략동맹 2015의 핵심 내용은 오는 2015년 말까지 전시작전통제권을 한국군으로 넘기는 내용 등이다.

특히 서먼 사령관은 "훈련은 인도적 구호에서부터 주요 전투까지를 포함한 모든 범위에서 시행돼야 하며, 지상과 해상, 공중, 우주 및 사이버공간에서의 빈틈없는 작전수행과 범세계에서 증강되는 동맹국가들의 우수한 전력을 통합하는 것까지 포함해야 한다"고 밝혔다.

그는 "한미동맹은 여전히 건실하지만 동맹이 처음 형성된 시점과 지금은 많은 것들이 변화했으며 지금도 매일 변화되고 있다. 한가지 바뀌지 않은 것이 있다면 `같이 갑시다`라는 정신"이라면서 "나의 임기 동안 (전작권 전환 등) 계획된 일정이 성공적으로 달성되도록 조직과 기반시설을 극대화해 동맹국에 확신을 심어주고 2015년을 넘어 그 이후까지 적의 침략을 억제할 수 있도록 해야 한다"고 강조했다.

서먼 사령관은 "우리의 장병과 군무원들은 지휘관으로부터 최고의 대우를 받을 자격이 있다"면서 "지휘관과 참모들이 한국 문화에 익숙해지길 원한다"고 덧붙였다.

한편 서먼 사령관은 장병이 필수적으로 인식해야 할 10가지 지침(TOP TEN)을 내렸다.

이 지침은 "내가 모든 걸 다 알고 있다고 생각하지 말고 약어를 쓰지 말라. 보고는 간단하게 하고 복잡한 차트(도표)는 배제하라. 투명성을 유지하라. 나에게는 오진 미션 뿐이다. 항상 의외의 상황에 대비하라. 언제나 임무에 집중하라" 등의 내용이다.
