‘First step’ toward six-party talks

The process of resuming long-stalled multinational talks on North Korea’s denuclearization kicked into high gear yesterday as the two Koreas held a meeting of their top nuclear envoys, a prestep for the resumption of the talks, according to the Ministry of Foreign Affairs and Trade in Seoul.

Wi Sung-lac, South Korea’s chief negotiator to the six-party talks, and Ri Yong-ho, his North Korean counterpart, who are both attending the Asean Regional Forum (ARF) in Bali, Indonesia, held a two-hour meeting at a hotel on the resort island, ministry officials said.

“We agreed to make efforts in quickly resuming the six-party talks,” Ri told reporters after the meeting with Wi.

A high-ranking Seoul official called the meeting “the first step.”

Ri said the two sides confirmed their will to implement their commitments under the Sept. 19 2005 Joint Statement. The atmosphere at the meeting was said to be candid and earnest.

In the 2005 joint statement, made during the fourth round of the six-party talks, the North had pledged to denuclearization in return for diplomatic and economic help from the other six-party members.

Wi told reporters in Bali that the two sides agreed to continuously make efforts in the process of negotiations on denuclearization.

The meeting, marking the first high-level inter-Korean contact since the last round of the six-party talks in Beijing in December 2008, constitutes inter-Korean denuclearization talks that Seoul has called for as the first of a three-stage formula for the restart of the six-way talks, a Seoul official said. Pyongyang-Washington talks are the second stage.

“The meeting today can be seen as the first step of the three-way stage,” a high-ranking ministry official told reporters in Bali. The official said there is no official plan yet for another round of inter-Korean denuclearization talks.

In January, Seoul’s Ministry of Unification suggested to the North that inter-Korean denuclearization talks be held, at which, the ministry said, Seoul would determine Pyongyang’s sincerity over multinational talks as well as its attitude toward the South after two deadly provocations against the South - the sinking of the warship Cheonan, of which the North denies any involvement, and the shelling of Yeonpyeong Island.

The North had been lukewarm to the suggestion, but Seoul began indicating early this month that the issue of the provocations would not be dealt with at inter-Korean denuclearization talks.

Seoul officials said the South is also open to a meeting between Foreign Minister Kim Sung-hwan and North Korean Foreign Minister Pak Ui-chun. Both are also attending the three-day ARF, the largest Asian security gathering, which runs through today.

“If the meeting [between Kim and Pak] is held after the meeting between Wi Sung-lac and Ri Yong-ho, it would symbolize the two Koreas’ will to talk and build more momentum for resuming the six-party talks,” said a Seoul official.

Chinese Foreign Minister Yang Jiechi said in a meeting with his South Korean counterpart in Bali on Thursday that China, which is the chair of the six-party talks, hopes to see improvement in inter-Korean relations before resuming six-party talks.

Earlier in the day, Pak told reporters that Ri had been named the country’s top envoy to the six-way talks. Previously, Kim Kye-gwan, North Korea’s first vice minister, had the role.

Since the six-party talks were launched in 2003, the North shifted its attitude from cooperation with the 2005 statement to hostility, with its first nuclear test in October 2006 and then again to cooperation by shutting down its main nuclear facilities in Yongbyon in July 2007. Finally, it walked out of talks in April 2009, citing Washington’s increasing pressure, and conducted a second nuclear test in May 2009. But since early this year it has indicated its will to return to the negotiating table. The six-party members, all of whom are in Bali, are the two Koreas, the U.S., Japan, China, and Russia.

22일 오후 2시50분(한국시간 오후 3시50분, 이하 현지시간) 인도네시아 발리의 웨스틴호텔 매그놀리아룸. 방 입구 왼쪽에 남측 대표단의 좌석이, 오른쪽에 북측 대표단의 좌석이 마련돼 있었다. 그러나 외교부 실무진이 급하게 좌석 위치를 바꿨다. “호스트가 오른쪽에 앉는 게 관례”라는 이유에서였다. 오후 3시부터 진행된 남북 6자회담 수석대표인 위성락 외교부 한반도평화교섭본부장과 이용호 북한 외무성 부상 간 회담의 초청자는 남측이었다는 얘기다. 남북 비핵화 회담→북·미 대화→6자회담의 3단계 틀을 마련한 우리 측에 북한이 호응해온 것을 나타내준 장면이다.

　남북이 6자회담과 관계없이 핵을 의제로 마주한 것은 이번이 처음이다. 북한이 지난달 5월의 베이징 남북 비밀접촉을 공개하면서 남북대화의 판을 깨려고 한 것과 비교하면 일대 반전이 아닐 수 없다. 23일의 아세안지역안보포럼(ARF) 외교장관 회의를 계기로 한 김성환 외교장관-박의춘 북한 외무상의 회동 가능성도 크다. 북한 핵문제를 놓고 남북 외교부-외무성의 채널이 가동되는 것은 전례가 없다.

　이날 양측의 만남에 대해 핵심 당국자는 “몰랐던 부분을 알게 되고, 오해했던 부분을 풀게 됐다”며 ＂처음 이뤄진 남북 간의 비핵화 협의로 아주 중요한 일보”라고 말했다. 북측은 ‘남측과의 비핵화 대화엔 관심이 없다’는 우리 정부의 기존 인식에 대해 ＂그렇지 않다”는 뜻을 전달했다.

천안함·연평도 사태와 관련해선 남측의 간단한 언급만 있었다. 비핵화 문제와 분리대응한다는 원칙에 따라서다. 화기애애한 분위기 속에 회담을 마치면서, 이날 만남에 대한 양측의 평가가 끝나는 대로 추가적인 남북 대화가 이어질 것으로 보인다.

　남북이 마주 앉으면서 향후 관련국들의 움직임도 빨라질 전망이다. 특히 이번 만남이 남북 비핵화 회담으로 규정되면서 북·미 대화 국면으로 이어질 가능성이 크다. 미국은 북한의 천안함 폭침 사건과 연평도 포격 도발에 대한 한국의 대북 강경 입장을 수용하면서도 북한의 우라늄 농축 프로그램이 빠르게 진행되는 점에 우려를 표명해왔다. 남북-북·미 대화 병행 가능성도 크다. 6자회담의 조기 개최를 종용해온 중국의 움직임도 빨라질 것으로 보인다. 6자회담 재개의 중요한 모멘텀이 마련된 분위기다.

　그러나 남북 비핵화 대화의 흐름이 순탄치 않을 것이란 분석도 나온다. 우리 측은 남북대화를 비핵화에 대한 북한의 진정성을 확인할 수 있는 잣대로 여기고 있다. 반면 북한은 남북대화를 북·미 대화나 6자회담으로 가기 위한 통과의례로 여길 가능성이 있다. 동상이몽의 회담이 될 수 있다는 얘기다.

　◆남북관계는=이번 회담 성사로 남북관계에도 숨통이 트일 것이란 관측이 나온다. 베이징 남북 비밀접촉 등에도 불구하고 북한의 천안함·연평도 도발의 파고를 넘지 못했던 남북 당국 간의 대화에 전기가 마련되는 것 아니냐는 기대다. 통일부는 다음 주 민화협(민족화해협력범국민협의회)이 추진 중인 밀가루 300t의 대북지원 반출을 승인할 예정이다. 발리에서의 북한의 태도를 지켜본 뒤 결정하겠다는 복안을 가지고 있던 사안이다. 하지만 본격적인 당국 대화로 이어지기에는 넘어야 할 산이 많다는 지적도 있다. 정부가 대규모 대북지원, 금강산 관광 재개 등을 위해선 북한의 천안함 폭침과 연평도 도발에 대한 시인·사과 등이 있어야 한다는 점을 명백히 하고 있기 때문이다.
