Kim: Wanting to bring diplomacy to a ‘new level’

Sung Kim, the first Korean-American nominee to be U.S. ambassador to South Korea, said on Thursday that he will make good use of his Korean heritage to expand the South Korea-U.S. alliance beyond security and economy if he becomes ambassador.

“I hope that, if confirmed, I will have an opportunity to really bring that to a new level,” Kim, 51, told a U.S. Senate hearing.

Kim, who speaks fluent Korean and spent the first 13 years of his life in Seoul, said he hopes to contribute to deepening the friendship between the two countries, in particular by strengthening exchanges in the areas of academics, culture and sports.

The chance has increased that he will be given an opportunity to put his words into action.

According to diplomatic sources, the hearing at the U.S. Senate Committee on Foreign Relations went smoothly and ended in only about 40 minutes, with Jim Webb, Democrat of Virginia and chairman of the Subcommittee on East Asian and Pacific Affairs, the only senator attending Kim’s hearing.

The committee’s other senators were absent, citing scheduling conflicts, such as the deadlocked talks on the U.S. debt limit, the sources said.

Kim’s Senate approval, if made, will be announced later this month or next month, the sources said.

Kim immigrated to Los Angeles with his family in the 1970s and has worked as a Korean expert with the U.S. State Department since the mid-1990s. His nomination as U.S. ambassador to South Korea in June was hailed by many Koreans as a defining moment in the 100-year history of Korean immigration to the United States.

Kim’s family, including his wife, were present at the hearing, and whom Kim introduced at the urging of Webb.

“When my parents brought me to the United States over 35 years ago, they could not have imagined that I would have the opportunity to serve as the first Korean-American ambassador to the Republic of Korea,” Kim said.

At the hearing, Kim said the South Korea-U.S. free trade agreement, still pending in both countries, should be implemented quickly because it would create millions of jobs for Americans.

Kim said that if he becomes the ambassador, he would work with the South Korean government and the South Korean National Assembly to ratify the FTA in order to benefit the people of both countries.

“I would say that there is really no reason why we should not implement this agreement,” he said.

Kim also said the planned relocation of U.S. bases in South Korea is a move in the right direction that balances the Seoul-Washington relationship by allowing South Korea to take more responsibility for its defense.

On North Korea’s attacks on South Korea last year, Kim said the North would be making a mistake if it thinks it can win concessions with provocations.

　21일 오전(현지시간) 미국 워싱턴 의회 상원회의실 419호에서 열린 성 김(51) 주한 미국대사 지명자에 대한 상원 인준 청문회는 시작된 지 40분 만에 덕담으로 끝났다. 날 선 질문과 위태로운 답변이 오가는 다른 검증 청문회와는 분위기가 사뭇 달랐다.

　청문위원들 중에선 회의를 주재한 짐 웹(민주·버지니아) 외교위원회 동아태소위원장만 참석해 ‘일대일 청문’이 이뤄졌다.

　웹 위원장은 청문회 중간에 성 김 지명자에게 회의장에 참석한 가족들을 소개하라는 권유까지 했다. 성 김 지명자가 “가족들이 수줍어한다”고 하자 웹 위원장은 “당신도 수줍음을 잘 타는(shy) 사람 아니냐”는 농담을 던졌다. 성 김 지명자는 밝게 웃으며 “기립(stand up)”이라고 외친 뒤 부인 정재은(42·이화여대 졸업)씨와 두 딸 에린과 에리카, 그리고 형과 조카들을 방청객에게 소개했다. 특히 “외교관 직업은 가족에게 쉬운 일이 아니다”며 “때로 딸들이 ‘이사 그만 다닐 수 있도록 나가서 제대로 된 직업을 구해 보라’고 말한다”고 해 폭소를 자아냈다.

　그는 청문회 내내 “한국계 미국인(Korean-American)”이라는 표현을 모두 10차례나 사용했다. 1882년 한·미 수교 이후 129년 만의 첫 한국계 주한 미국대사로 지명된 데 대해 “35년 전 나를 데리고 미국으로 온 부모님은 내가 한국계 미국인으로서 첫 주한 미국대사로 일할 기회를 가질 줄 상상도 못했을 것”이라고 말했다. 감회에 젖은 듯 그의 목소리가 잠시 떨렸다.

　그는 조지 W 부시 전 대통령 시절인 2006년 미 국무부 한국과장에 임명된 이래 버락 오바마 대통령 취임 후 북핵 6자회담 대표 겸 대북특사로 일해 왔다. 성 김은 “북한 관련 업무를 하면서 느낀 건 그들의 생각을 정확히 알기 어렵다는 것”이라며 “북한이 천안함 침몰, 연평도 포격 등을 통해 미국과 한국의 양보를 얻어 낼 수 있다고 생각한다면 실수”라고 못 박았다. 그러면서 “오바마 대통령이 말했듯 지금은 한·미 동맹이 최강의 상태”라고 강조했다. 6자회담 재개와 관련해선 “북한이 협상으로 돌아올 준비가 돼 있는지 분명치 않다”고 말했다.

　한국 경제를 평해 보라고 하자 그는 “요즘 미국의 전자제품 매장에 가면 LG·삼성 등 한국산 제품들이 가장 눈에 띄는 곳에 진열돼 있다. 한국의 경제는 이미 미국처럼 성숙해 있다”고 답했다.

　청문회 말미에 웹 위원장이 일본인 납북자 문제로 인한 한·일 관계의 정서적 미묘함을 묻자 성 김 지명자는 “한국이 그렇듯 일본은 가장 가까운 우리(미국)의 친구”라며 “이명박 대통령과 일본 총리가 관계 개선을 약속한 만큼 문제가 안 될 것”이라고 설명했다.

　이날 청문회에 웹 위원장만 참석한 데 대해 미 의회 관계자들은 연방정부 부채 상한 증액 문제 등 긴급한 현안에 상원의원들이 몰두하고 있기 때문이라고 설명했다. 별 쟁점 없이 일사천리로 진행된 최초의 한국계 주한 미국대사 인준 청문회는 웹 위원장의 덕담에 성 김 지명자가 “감사합니다(Thank you very much, Sir)”라고 화답하며 단막으로 끝났다. 웹 위원장은 청문회 뒤 “성 김 지명자에 대한 인준은 의회 휴회 전인 8월에 이뤄지리라 본다”고 말했다.
