Resolution in U.S. on POWs from Korean War

WASHINGTON - A U.S. congressman is pushing for the adoption by Congress of a resolution that would put the spotlight on Korean War prisoners held in North Korea and civilian abductees taken during the 1950-53 conflict.

Representative Charles Rangel (D-NY) plans to submit the resolution on Capitol Hill on Monday on the occasion of the July 27 Korean War Armistice Day, according to his office. Rangel participated in the war himself as a U.S. soldier. The move comes in cooperation with Park Sun-young, a visiting lawmaker from South Korea’s Liberty Forward Party (LFP), it added.

After meeting with the representative, Park also told Yonhap News Agency, “Representative Rangel wants the resolution to be adopted on Korean War Armistice Day.” Hundreds of South Korean soldiers were captured during the war and around 350 of them still reside in the North, data shows.

In addition, more than 100,000 abducted civilians are estimated to remain in the North.

North Korea claims there are no prisoners of war (POWs) or civilians held there against their will and refuses to talk about the issue in any official inter-Korean dialogue.

Park, who has long campaigned for their repatriation, emphasized that it is urgent to bring them back to the South because many are in their 80s or 90s. “We need to open the way for their [temporary] reunion with families in the South,” she said.

한국전 정전 58주년을 앞두고 미국 의회에서 국군포로와 전시 민간인 납북자 문제 해결을 촉구하는 결의안 채택이 추진되고 있는 것으로 21일 알려졌다.

미 의회 소식통에 따르면 한국전 참전용사 출신으로 미 의회에서 대표적 지한파로 꼽히는 찰스 랭글(민주. 뉴욕) 의원은 정전 58주년인 오는 27일 채택을 목표로 이런 내용의 결의안을 곧 하원에 제출할 계획이다.

랭글 의원은 결의안에서 "아직 약 350명의 국군포로가 북한에 생존해 있고 대부분 고향으로 돌아오길 원하고 있으나 북한은 존재 자체를 부인하고 있다"면서 북한에 즉각적인 석방을 촉구할 것으로 전해졌다.

아울러 한국 정부에 대해서도 "북한과의 협상에서 국군포로 문제를 입에 올리는 순간 대화가 단절될 수 있다는 우려로 해결 의지를 보이지 않고 있다"며 인도적 차원에서 적극적으로 나설 것을 요청한다는 방침이다.

그는 이밖에 전시 민간인 납북자와 관련, "이들의 숫자가 10만명에 달하는 것으로 추정되나 북한은 1명도 없다는 입장"이라면서 "조속한 송환이 필요하며, 이것이 어렵다면 가족상봉이 가능하도록 해야 한다"고 주장할 것이라고 랭글 의원 측은 설명했다.

랭글 의원이 주도하고 있는 이번 결의안은 현재 의원 외교차 미국을 방문 중인 자유선진당 박선영 의원이 초안을 작성한 것으로 전해졌다.

특히 박 의원은 이번 방미기간 일레나 로스-레티넨(공화·플로리다) 하원 외교위원장을 만나 탈북자 및 탈북여성이 출산한 어린이에 대한 보호를 촉구하며 관련 결의안을 제출해 줄 것을 요청한 것으로 알려졌다.

랭글 의원은 지난해 한국전쟁 60주년을 맞아 한ㆍ미 동맹을 공고히할 것을 다짐하는 결의안 채택을 주도한 바 있다.
