Ex-AFC official commends Bin Hammam life ban

MELBOURNE, Australia - Former Asian Football Confederation general secretary Peter Velappan welcomed the life ban handed to Mohamed bin Hammam, describing the one-time candidate for the FIFA presidency as “the architect of bribery and corruption’’ in the region.

“Justice is done and it’s good for FIFA and good for football,’’ Velappan, a longtime critic of Bin Hammam, told The Associated Press on Sunday in a telephone interview from Malaysia. “I hope FIFA will continue this relentless effort to also bring the other rogues in the FIFA executive committee to account.’’

FIFA on Saturday imposed a life ban on Bin Hammam after finding the suspended Asian Football Confederation president guilty of bribery in his campaign to unseat Sepp Blatter as head of the sport’s world governing body, just months after he helped secure 2022 World Cup hosting rights for his tiny Gulf homeland of Qatar.

The scandal led to Bin Hammam abandoning his campaign for the FIFA presidency and ultimately led to the veteran executive committee member becoming the most senior official convicted of corruption in the governing body’s 107-year history.

Bin Hammam has denied the allegations, and plans to pursue other legal avenues to clear his name.

Velappan urged FIFA to conduct wide-ranging investigations into Qatar’s winning bid for the 2022 World Cup and into allegations of corruption at all levels, saying organizers should “spare no effort in getting to the very root of all these things.’’

Velappan, who served as AFC general secretary from 1978-2007, wants to see a review of the voting procedures that saw the 2022 World Cup awarded to Qatar.

“All this comes as a package - the presidential election and the World Cup,’’ he said. The Qatar bid has denied any wrong doing.

China’s Zhang Jilong, who has been interim president since Bin Hammam was provisionally suspended last month, described FIFA’s ban on Bin Hammam as a “sad day for the AFC and Asian football.’’

“AFC respects FIFA’s decision and we also acknowledge former AFC President Mohamed bin Hammam’s inalienable right to lodge an appeal against the decision,’’ Zhang said in a statement.

Requests for interviews with AFC executive members have been declined by the AFC, which directed The AP to Zhang’s statement. The Oceania Football Confederation also declined to discuss the ban.

Korean Football Association officials in Taiwan for a regional youth tournament declined interview requests from The AP yesterday.

모하메드 빈 함맘(62) 아시아축구연맹(AFC) 회장이 국제축구연맹(FIFA)에서 제명됐다.

 FIFA 윤리위원회 페트루스 다마세브 부위원장은 24일(한국시간) “함맘 회장을 영구제명하기로 했다. 함맘 회장은 국내 또는 국제 수준의 모든 축구활동 참가가 금지된다”고 발표했다. 1904년 출범한 FIFA에서 현직 회장이 영구제명된 것은 이번이 처음이다. 함맘 회장은 96년부터 15년간 유지해온 FIFA 집행위원 자격과 2002년부터 이어온 AFC 회장직은 물론 조국 카타르 내에서 축구와 관련된 모든 지위를 잃게 됐다. AFC는 “FIFA의 결정을 존중한다”고 성명을 냈다.

 FIFA는 함맘 회장이 지난 5월 FIFA 회장 선거를 앞두고 북중미-카리브해 축구연맹(CONCACAF) 소속 유권자들에게 지지를 조건으로 거액을 건넨 정황을 포착해 조사해왔다. 뇌물 스캔들에 휘말린 함맘은 후보에서 중도 사퇴했고 단독 후보로 출마한 제프 블라터 FIFA 회장이 4선에 성공했다.

 함맘 회장은 담당 변호사를 통해 “FIFA의 결정에 불복한다. FIFA의 판정은 날조된 증언과 불분명한 정황을 근거로 내려진 것이다”라고 발표했다. 그는 “가능한 모든 법적 수단을 동원해 싸워나갈 것”이라고 덧붙였다.


 카타르 출신인 함맘 회장은 FIFA 집행위원이 된 96년부터 아시아와 국제 축구계에서 큰 영향력을 행사해왔다. 2008년 5월 영국 축구 전문지 월드사커가 발표한 ‘세계 축구를 움직이는 100인(Top 100 Movers & Shakers)’에서 블라터 회장, 미셸 플라티니 유럽축구연맹(UEFA) 회장에 이어 3위에 오르기도 했다.

 그러나 함맘 회장은 말레이시아에 위치한 AFC 본부의 중동 이전을 시도하는 등 독선적인 운영으로 AFC 회원국 간의 분열을 초래했다는 비난을 받아왔다. 2009년에는 FIFA 집행위원 선거를 앞두고 대한축구협회가 자신의 라이벌인 셰이크 살만 바레인축구협회장을 지지하자 “조중연 회장의 목을 날려버리겠다”는 거친 발언을 하기도 했다.
