내사<內査>
우리나라도 FBI의 내사에 유혹을 느꼈다. 72년 ‘FBI 같은 조직을 만들라’는 당시 내무장관의 지시로 치안본부 특별수사대가 조직됐다. 청와대 하명(下命) 사건을 전담한 팀이 서울 종로구 사직동에 위치하면서 ‘사직동팀’으로 통했다. 정치인과 고위 공직자에 관한 정보를 주로 수집했다. 내사 자료는 청와대 법무비서관을 통해 대통령에게 직보됐다. 불법 감청·미행에다 청부 내사 의혹까지 드러나 2000년 10월 해체됐다. 28년 동안 수많은 사람이 내사 내용에 따라 천당과 지옥을 경험했다.내가 한 영작

내사는 범죄 혐의가 있는지 알아보는 수사의 전(前) 단계다. 수사기관은 범죄정보 수집 차원에서 수시로 내사를 벌인다. 인지(認知), 신문·방송 보도, 익명의 신고·제보·진정, 인터넷 글 등 모든 걸로 단초로 삼는다. 미행, 사진 촬영, 돈 흐름 추적 등 불법과 합법의 경계를 넘나드는 게 보통이다.
