A commuter wades through rain on a Seoul sidewalk yesterday. With this year’s rainy season in full swing, the Seoul Metropolitan Government had promised to improve its drainage systems after torrential rain pummeled the city last summer. The Korea Meteorological Agency said the Korean Peninsula may be affected by a typhoon at the end of the week.
