Pyongyang preparing large-scale drill

North Korea has been observed preparing for a large-scale joint drill of its Army, Navy and Air Force in the Yellow Sea that could be conducted this week, a high-ranking South Korean government source told the JoongAng Ilbo yesterday.

“In the middle of last week, North Korean naval vessels, fighter jets and military forces assembled in large numbers at its Navy base in Nampo, and Air Force base in Onchon, [both in] South Pyongan,” the source said.

“We judge that it will conduct a large-scale drill near the armistice anniversary on July 27.”

Some North Korea experts see the move as the other side of its typical two-pronged approach, while taking conciliatory gestures toward the South and the U.S.

The North sent its envoy for rare, inter-Korean denuclearization talks to an Asian security gathering in Bali last week, spurring hope that it is ready to return to the stalled six-party talks on its denuclearization in an earnest manner. The six-party talks involve the two Koreas, the U.S., Japan, China and Russia.

U.S. Secretary of State Hillary Clinton said on Sunday that Kim Kye-gwan, North Korea’s vice foreign minister, will visit the U.S. for “an exploratory meeting” on the resumption of the six-party talks later this week.

North Korea conducted combined drills of its three fighting forces on Jan. 15, 2010, two months before the sinking of the South Korean warship Cheonan, which killed 36 South Korean soldiers.

The North denies involvement. According to South Korean military officials, the drill this time will be bigger than the previous one.

The North celebrates the armistice agreement on July 27, 1953, as the day for victory in its “Fatherland Liberation War,” which refers to the Korean War, but it is rare for it to conduct a military drill marking the day. “It [the drill] appears to be an event that the North Korean authorities have meticulously prepared for on the excuse of the armistice,” a Seoul official said.

Meanwhile, North Korea’s official Korean Central News Agency reported yesterday that leader Kim Jong-il and his son and heir-apparent Kim Jong-un visited the Navy Command in Pyongyang.

It is the first time a visit by Kim to the Navy Command has been reported since May 2, 2002.

북한, 남포·온천서 대규모 군사훈련 준비

김정일 “해병, 바다 결사대”

북한이 서해에서 대규모 육·해·공 합동 훈련을 준비 중인 것으로 파악됐다. 정부 고위 소식통은 25일 “지난주 중반, 평남 남포 해군 기지와 온천 공군 기지에 북한군 함정과 전투기, 병력이 대거 집결했다”며 “정전협정 체결일인 27일을 즈음해 대규모 훈련을 실시할 것으로 판단된다”고 말했다. 북한은 7월 27일을 전승기념일로 부른다. 22일 인도네시아 발리에서 남한과의 첫 비핵화 회담에 응한 북한이 화전(和戰) 양면전술을 펴는 것으로 풀이된다.

정부 소식통은 “남포 갑문 주변에 북한의 상륙함(정)·공기부양정·일반 전투함정 수십 척이 정박해있으며, 온천 비행장에는 강원도 원산 공군기지에서 이동해온 전투기까지 훈련을 준비 중”이라고 말했다. 군 관계자는 “해상저격여단(우리 군의 해병대에 해당)과 육군 부대 병력들도 대거 집결한 것으로 파악됐다”며 “상륙훈련을 할 것으로 추정된다”고 말했다.

북한 조선중앙방송은 이날 김정일 국방위원장과 후계자인 김정은이 평양의 해군사령부를 시찰했다고 보도했다. 북한 매체가 김 위원장의 해군사령부 방문을 보도하기는 2002년 5월 2일 이후 9년 만이다. 북한은 그해 6월 29일 북방한계선(NLL)을 넘어 제2차 연평해전을 일으켰다. 김정일은 2009년 11월 대청해전 직후 남포의 서해함대사령부를 방문하기도 했다.

김 위원장은 이날 시찰에서 “해병들은 의지가 강하고 용감하고 대담해야 하며 해병들 속에서 정치사상교양사업을 강화해야 한다”며 “훈련도 전투라는 당의 구호를 높이 받들고 부대 안에 백두의 훈련 열풍이 세차게 휘몰아치게 함으로써 만능 해병, 바다의 결사대로 튼튼히 준비시켜야 한다”고 말했다.
