Gov’t conducting survey of defectors’ lives in South

The government is conducting its first comprehensive survey of North Korean defectors’ lives in South Korea for use in building support policies, a public foundation for North Korean refugees said yesterday.

The study comes as more than 21,800 North Korean defectors have settled in the South after fleeing their homeland to avoid chronic food shortages and harsh political oppression. It is the first time the government has carried out a full-scale survey, although various research organizations have previously studied individual aspects of defectors’ lives.

Since July 1, the Unification Ministry and the North Korean Refugees Foundation have jointly surveyed defectors age eight and above on a range of indicators, including their family situation, economic conditions and the level of children’s education, the foundation said. The survey will continue until the end of August.

The survey will especially focus on the education of young defectors, who are known to have a higher dropout rate than their South Korean peers due to education gaps during their journey south and their unstable lives.

北이탈주민 생활실태 정부차원 첫 전수조사

가족·취업·교육실태…‘정책수립 자료 활용’

국내 정착한 북한이탈주민(탈북자)이 2만명을 넘어선 가운데 정부가 처음으로 전체 탈북자를 대상으로 생활실태조사에 착수했다.

25일 북한이탈주민지원재단에 따르면 이 재단은 이달 1일부터 통일부와 공동으로 전국 만 8세 이상 탈북자를 대상으로 가족현황, 경제수준, 자녀교육 실태 등을 조사하고 있다.

탈북자 생활실태와 관련해 그동안 연구기관 차원에서 부분적인 조사가 이뤄진 적은 있지만 정부 차원에서 사실상의 전수조사가 진행되기는 이번이 처음이다.

내달 말까지 진행되는 이번 실태조사는 재단 소속 전문상담사가 각 가정을 방문해 면접조사하는 방식으로 이뤄진다.

조사 항목에는 가족관계, 주거실태, 급여 등 생활수준, 생활 만족도, 경제활동 여부 및 직업 등 수십 가지 항목이 포함된 것으로 알려졌다.

특히 탈북학생들이 일반학생에 비해 학업 중도탈락 비율이 높다는 지적에 따라 아이들의 학교생활 실태, 교육경험 등에 대해서도 구체적인 조사가 이뤄진다.

탈북청소년은 탈북과정에서의 학습 공백과 생활 불안정 등으로 학업 성취도가 낮고 중도탈락률이 일반학생(0.96％)의 6배(6.1％)에 달하는 것으로 알려졌다.

재단 측은 "조사결과는 향후 북한이탈주민 지원 정책을 수립하는 데 기초자료로 활용할 예정"이라고 밝혔다.

국내 정착 탈북자는 1999년 1천명을 넘어선 이후 2007년 1만명을 돌파, 3년 만에 2만명대에 진입했고 올해도 3천명 이상이 정착할 것으로 전망된다. 이 중 초중고(대안학교 포함) 학생은 2010년 4월 기준으로 1천573명이다.
