Focus on Daegu games, and the rain

A senior-level meeting of the government and the ruling party to discuss efforts to support the international sports event in Daegu next month was turned yesterday into a session focusing on recovery measures related to the torrential rainfall.

The Lee Myung-bak administration and the Grand National Party held a policy coordination meeting at the Daegu Stadium yesterday morning. The venue was selected to promote the 2011 IAAF World Championships in Athletics, scheduled from Aug. 27 to Sept. 4 in Daegu.

Prime Minister Kim Hwang-sik, GNP Chairman Hong Joon-pyo, floor leader Hwang Woo-yea and Blue House Senior Secretary for Political Affairs Kim Hyo-jae attended the meeting along with the ministers of culture, sports and tourism and of land, transport and maritime affairs. Presidential chief of staff Yim Tae-hee was unable to attend the meeting because he was focused on the national disaster caused by the rain.

The government and ruling party discussed preventive measures to deal with the crisis. “The government will first do its best for the recovery work,” said Prime Minister Kim. “And we will also cooperate with the ruling party to establish a crisis prevention system to cope with the rapidly changing climate.”

GNP Chairman Hong also expressed his condolences for the victims and promised efforts to support the recovery work from the floods and landslides.

Kim also said the government will actively support the World Athletics Championships. Hong promised the GNP’s full backing for the international sports event.

“The successful hosting of the event will not only improve Korea’s prestige but also revitalize Daegu and the North Gyeongsang region’s economy,” Hong said. “The government, the Blue House and the party will unite to bring about a big success.”

Hong also urged North Korea to participate in the sports event. “Of the 207 countries, five, including North Korea, have not registered,” Hong said. “The application is due by the August 15 Liberation Day and the North Korean authorities must make a bold decision for the sake of the Korean Peninsula’s peace.”

After the meeting, the government and GNP officials toured the Daegu Stadium, the main venue of the sports competition, but canceled other events scheduled for the afternoon as the rain damage in the central region continued to worsen.

A luncheon and a relay race among the government and party officials were planned that day, but were canceled.

정부와 한나라당은 28일 오전 대구스타디움에서 고위 당정협의회를 열어 중부지방 집중호우에 따른 피해 복구가 조속한 시일 안에 이뤄지도록 진력하기로 했다.

당정은 또 내달 27일부터 9월4일까지 대구에서 열리는 `2011 세계육상선수권대회`를 적극 지원키로 했다.

당정은 이날 김황식 국무총리, 한나라당 홍준표 대표, 황우여 원내대표, 정병국 문화체육관광부 장관, 권도엽 국토해양부 장관, 김효재 청와대 정무수석 등이 참석한 가운데 대구 현지에서 열린 협의회에서 이같이 의견을 모으고 유기적 협력체제를 갖추기로 했다.

당정은 집중호우에 따른 침수ㆍ산사태로 막대한 인명ㆍ재산피해가 발생한 만큼 이재민 대책에 만전을 기하는 한편 잇단 폭우로 피해가 확대될 가능성에 대비해 추가 피해 예방에 전력을 다한다는 방침을 세웠다.

김 총리는 회의에서 "집중호우로 인명ㆍ재산 피해를 입은 국민께 위로의 말씀을 드린다"며 "정부는 수해를 속히 복구하고 급변하는 기후로 인한 위기대응 시스템을 당과 협력해 마련해 나가겠다"고 밝혔다.

김남석 행정안전부 1차관은 정부의 피해복구 활동을 보고한 데 이어 추후 폭우 피해의 예방ㆍ최소화를 위해 ▲산사태ㆍ급경사 등 위험지역 관리규정 강화 ▲재해복구 예산 조기 집행 방안 강구 ▲이상기후 변화를 반영한 단계 가이드라인 보완 등을 추진해 나가겠다고 밝혔다.

홍 대표는 수해 피해자에게 위로의 뜻을 표한 뒤 "대구 세계육상선수권대회의 성공 개최는 대한민국 국격 향상은 물론 대구ㆍ경북지역 경제활성화에 큰 도움이 될 것"이라며 "당정청이 힘을 모으고 대구지역 의원이 하나 돼 대회를 반드시 성공시키겠다"고 말했다.

김 총리는 "세계육상선수권대회 지원 대책을 점검하고 미흡한 점을 보완해 이번 대회가 전 세계인과 국민에게 화합과 희망의 축제가 되도록 적극 지원하겠다"고 말했다.

참석자들은 세계육상선수권대회의 성공적 개최를 위한 관람 확대 방안을 집중 논의했고, 한나라당은 전국 의원 및 당협위원장을 중심으로 전당원의 대회 참여를 독려하는 등 적극 지원키로 했다.

또한 회의에서는 아시아나항공의 화물기 추락 사고도 다뤄졌으며, 당은 "실종자의 무사귀환을 바라며, 사고 원인을 확실히 밝혀 재발 대책을 수립해 달라"고 당부했다.

이와 함께 김범일 대구시장이 `대구ㆍ경북 맑은 물 보급사업`을 위한 대책을 촉구하자, 홍 대표는 대구 상수원 이전 필요성을 거론하며 "먹는 물 문제인 만큼 경제성분석(BC) 비율 등을 따져선 안된다"고 강조했고, 권도엽 국토해양부 장관은 "BC 비율과 상관없이 지원 방안을 찾겠지만, 대구시와 구미시의 협조가 선행돼야 한다"고 답변했다.

참석자들은 회의 후 세계육상선수권대회 주경기장인 대구스타디움 시설을 시찰했으나 중부지방 수해를 고려해 참석자 간 오찬을 포함한 오후 일정을 모두 취소하고 서둘러 귀경했다.
