PM lays out new policies to heighten school safety

The government is beefing up security at its schools, adding guards and a pass system for visitors, following shocking abductions of children from schools last year.

Prime Minister Kim Hwang-sik announced yesterday a plan to reduce violence and bullying and guard against abductions and sex crimes at schools.

The government will pay for an extra security guard in each school ? schools currently pay for one guard or use volunteers ? make schools have violence prevention courses and extend after-school student care programs.

In addition, schools will be required to have a pass system for all visitors, in which they record their names and phone numbers, to keep unwanted strangers out. The pass policy should go into effect in August.

For the extra guards, the government will select 10 schools as test cases. In the semester starting next month, those schools will get a government-paid guard. Another 1,600 elementary, middle and high schools in dangerous areas will get government-paid guards by the first half of next year. The number will go up to 4,418 schools by 2014.

About 800 million won ($758,000) of government money will be spent on guards for the 10 experimental schools over the next two years.

The government will also extend its support for child-care services after classes for parents who work. Currently, about 6,500 schools are being supported, and the number will rise to 7,000 schools by 2012.

The government will require the nation’s schools to provide anti-violence and anti-bullying classes at least once a semester. Student management training programs will be started to improve teachers’ counseling skills.

“It is important to deal with crimes in schools legally,” Kim said, “but we should also provide diverse measures or programs that could improve people’s mind-sets on such issues, including students’ attitude on bullying.”

In addition, the government will enhance security by dispatching more patrols and installing CCTV camera around playgrounds and public parks. An official said the cameras feed into the Ministry of Public Administration and Security’s centralized security system and are monitored in real time.

초등교 출입, 이젠 방문증 받아야
경비 인력도 2명 이상으로 확대

학교폭력 대처에 고심해 온 정부가 외부인이 초등학교에 출입할 때 방문증을 발급하는 제도를 올해 안에 시행하겠다고 밝혔다. 정부는 29일 김황식 국무총리 주재로 국가정책조정회의를 열고 ‘폭력·따돌림 없는 학교 만들기’ 대책을 발표했다.

　이에 따르면 학생들이 수업을 받거나 방과후 학교 등에 참가하고 있을 때는 방문증이 없는 외부인은 학교 출입이 금지된다. 교사도 패찰을 달아야 하고 학부모나 외부인은 방문증을 받아야 한다. 이와 함께 현재 한 명이 대부분인 학교 경비인력은 2명 이상으로 확대된다. 안전 취약지역에 있는 학교 1600곳은 내년 상반기까지 민간 경비인력이나 배움터지킴이를 2명 이상 배치한다. 나머지 초·중·고교에는 2014년까지 경비인력이 늘어난다.

　하지만 외부인 방문증 제도가 실효성을 갖기 위해서는 학교 환경정비 등이 선행돼야 한다. 1만여 초·중·고교 가운데 961곳이 학교 담장을 허문 상태여서 한두 명에 불과한 경비인력이 출입자를 일괄 통제하기 쉽지 않기 때문이다. 한 초등학교 교사는 “1년 전 초등학교 여학생을 납치·성폭행한 김수철 사건이 일어난 뒤로는 학교가 안전한 곳이라고 할 수 없게 됐다”고 말했다.

　정부는 초등학교의 폐쇄회로 TV(CCTV)를 지방자치단체 통합관제시스템과 연계하는 계획도 세웠지만 실제 구축까지는 상당한 시간이 걸릴 전망이다. 한국교원단체총연합 김동석 대변인은 “선진국은 학부모도 학교 방문 전에 약속을 잡아야 하는 등 엄격하게 학교 출입을 통제한다”며 “학교 출입을 통제할 근거를 만드는 법제화가 시급하다”고 지적했다.

　자원봉사로 활동 중인 배움터지킴이는 계약직으로 전환된다. 교과부 학교문화과 이사라 연구관은 “월 130만원가량을 받는 계약직으로 바뀌면 전문 경비업무 자질을 갖춘 이들의 지원이 늘어날 것”이라고 말했다. 전국 경찰서에 학교폭력 전담 경찰관도 한 명씩 지정된다. 이들은 놀이터나 공원, 학교 주변 통학로, 우범지역을 집중 순찰하게 된다. 올 2학기부터 10개 학교에 청원경찰을 시범 배치해 효율적인 활용 모델을 도출하기로 했다.
