Japanese reps are coming anyway

Three lawmakers from Japan’s conservative Liberal Democratic Party have decided to go ahead with their plan to visit Ulleung Island today, despite knowing that Korea is not going to let them enter the country.

Yoshitaka Shindo, who is acting as leader of the trio, said at a press conference Saturday in Tokyo that the lawmakers were planning to stay in Korea from Aug. 1 to 4.

“South Korea has informed us beforehand that it will block our entry, but because we are not sure if they will actually go through with it, we will go and visit South Korea,” Shindo said. “If South Korea refuses to let us enter, it will become a diplomatic problem between South Korea and Japan and have negative effects on bilateral relations.”

Shindo will be accompanied by Tomomi Inada and Masahisa Sato. The plan had initially involved four, but one lawmaker dropped out citing scheduling conflicts.

Shindo, the grandson of Tadamichi Kuribayashi, a general in the Imperial Japanese Army, came up with the idea to visit Ulleung Island.

He has told Korean reporters in the past that “Japan has apologized enough” for its colonial occupation of the Korean Peninsula.

Inada, who was a lawyer before entering politics, is known for her far-right conservative politics within the LDP. She has denied the 1937 Rape of Nanjing.

Sato has a military background and was discharged from Japan’s Self-Defense Forces in 2007 before being elected to the House of Councillors that year. He has claimed on his Web site that Japan’s colonial rule over Korea was “legal.”

After the press conference, the Korean government quickly reiterated its stance that the Japanese lawmakers would be barred from entering at immigration and turned back at Gimpo International Airport, where they were expected to land at 11:20 a.m. this morning.

Although Shindo said the visit was not intended to create a “commotion” over the issue of Korean sovereignty over the Dokdo islets, the lawmaker said they timed the visit to coincide with Dokdo-related events.

A residential building will be completed on Dokdo on Aug. 5 and a special committee about the Dokdo territorial dispute will meet on Aug. 12 at the National Assembly.

Tensions in the political arena have risen greatly over the Japanese lawmakers’ pending visit since their initial plan was announced last month.

Lee Jae-oh, minister without portfolio, set out yesterday for Ulleung Island and Dokdo, where he will stay for four days.

“I will stay until the Japanese lawmakers leave,” Lee said on his Twitter account yesterday. “These descendents of war criminals dare to test South Korea. I will clearly show them that they cannot take one step on the land.”

Lee Ju-young of the Grand National Party said at a press conference in Seoul yesterday that the lawmakers’ visit was “yet another invasion” of the country.

North Korea also voiced its disapproval. Its Committee for the Peaceful Reunification of the Fatherland issued a statement denouncing the visit.

The committee criticized the lawmakers, saying they “revealed their true ambitions to plunder our people’s territory.”

강경 우익 일본 자민당 의원 3인방이 끝내 울릉도 방문을 위해 1일 한국행 비행기에 탑승한다. 울릉도 방문 의원단 단장인 신도 요시타카(新藤義孝·53) 의원은 지난달 30일 기자회견을 열고 방한계획을 거듭 확인했다.

신도 의원 등은 1일 오전 11시20분 전일본공수(ANA) 편으로 김포공항에 도착할 예정이다. 한국 정부는 이들이 한국행을 강행할 경우 입국심사대를 통과하기 전에 일본으로 되돌려 보낼 방침이다.

　방한하는 3인방은 신도 의원과 이나다 도모미(稻田朋美·52) 중의원 의원, 사토 마사히사(佐藤正久·50) 참의원 의원이다. 한국 식민 지배와 중국 난징 학살 등을 일으킨 일본의 역사적 책임을 부정하고 야스쿠니(靖國) 신사 참배 등을 주장해 온 보수 우파 자민당 내에서도 강경파 의원들이다.

　신도 의원은 기자회견에서 “정치 일정상 갈 수 없게 된 히라사와 가쓰에이(平澤勝榮·65) 의원을 제외한 나머지 3명이 예정대로 1일부터 나흘간 방한할 것”이라고 말했다. 이어 “한국 측이 ‘입국을 거부하겠다’고 사전 통보했지만 정말로 그렇게 할지는 모르는 만큼 한국에 가 보겠다”고 밝혔다. 자신이 김포공항에서 쫓겨나는 장면을 최대한 부각시켜 일본 국민 정서를 자극하고, 독도를 외교·영토분쟁으로 만들겠다는 의도를 분명히 한 셈이다. 신도 의원은 2차 대전 당시 이오지마(硫黃島) 전투를 이끈 구리바야시 다다미치(栗林忠道) 육군 대장의 외손자다.

　이와 관련, 독도의 일본 영토론을 주장하는 시모조 마사오(下條正男) 다쿠쇼쿠(拓殖)대 교수가 31일 저녁 인천공항에 도착했으나 우리 법무부가 입국을 거부했다. 일본 측 핵심이론가인 시모조 교수는 당초 자민당 의원들과 함께 1일 입국할 것으로 알려졌으나 돌연 일정을 앞당겨 조기 입국을 시도하다 저지당했다. 법무부는 “시모조 교수를 1일 새벽 일본으로 출국시킬 예정”이라고 밝혔다.

일본 자민당 의원 3인방의 울릉도 방문 단장인 신도 의원은 자민당 ‘영토에 관한 특명위원회’ 위원장 대리를 맡고 있다. 한·일 도서협정에 반대하며 오히려 “한국에 있는 일본 문화재도 돌려받아야 한다”고 주장하기도 했다. 지난해 중의원 외무위원회에서는 당시 오카다 가쓰야(岡田克也) 외상에게 독도에 대해 ‘(한국의) 불법 점거’라는 표현을 쓰지 않았다고 집중 공격했다.

　자위대 출신의 참의원 초선인 사토 의원은 자위대 학교주임 교관 출신이다. 2008년 “만주와 한반도는 일본의 통치 아래 풍족해졌다”는 내용의 논문으로 해임된 전 자위대 항공막료장 다모가미 도시오(田母神俊雄)를 지지하고 있다. 그로부터 정치후원금을 받는 동지이기도 하다. 지난해 간 나오토(菅直人) 총리의 한·일 강제병합 100년 담화에 대해 “조선통치 시대에 조선 근대화와 발전을 위해 일본이 최대한 노력한 사실과 일본의 막대한 원조가 한국 경제 발전의 기초가 된 사실을 무시하고 있다”며 반대한 인물이다. 올 3월 국회에서는 “독도가 미사일 공격을 받으면 어떻게 할 것인가”라는 질문을 던져 마쓰모토 다케아키(松本剛明) 외상으로부터 “일본 영토이기 때문에 우리 영토가 공격받은 것으로 취급한다”는 답변을 이끌어 내기도 했다.

　변호사 출신의 재선 이나다 의원은 변호사 시절부터 일본의 전쟁 책임을 고발한 언론사와 기자를 제소한 각종 소송의 원고 측 단골 변호인이었다. 고이즈미 준이치로(小泉純一郞) 총리 당시 야스쿠니 신사 참배를 지지하는 초선의원 모임인 ‘전통과 창조’ 회장을 역임하기도 했던 그는 총리뿐 아니라 일왕(일본에서는 천황)도 야스쿠니를 참배해야 한다고 주장해 왔다. “난징 대학살은 허구” “총리의 야스쿠니 신사 참배를 저지하는 배은망덕한 패거리들은 도덕교육을 논할 자격이 없다”는 등의 극우적인 발언을 일삼았다.

　당초 이번 방한단에 포함됐다가 한국 정부가 반발하자 방한 철회의사를 밝힌 히라사와 의원은 이전부터 양국 의회의 친목을 도모하는 ‘한·일 의원연맹’ 회원이다. ‘재일(在日)한국인의 발전을 목적으로 하는 코리아국제연구소’에서도 활동했던 만큼 나머지 셋과는 처음부터 성향이 달랐다는 평가를 받고 있다.

◆＂독도는 일본땅” 방위백서 곧 발간=일본 정부는 조만간 ＂독도는 일본땅”이란 주장을 포함한 방위백서를 발간할 것으로 전망돼 한·일 간 외교갈등이 최고조로 치달을 전망이다.
