North Korea spy probe reaches National Assembly

Five people including an IT company president and an aide to the former National Assembly speaker have been arrested on charges of creating an underground political party at Pyongyang’s directive as part of a massive espionage probe involving dozens of politicians, scholars and labor activists, the prosecution said Friday.

According to the Seoul Central District Prosecutors’ Office, a 48-year-old IT businessman, only identified as Kim, was arrested on charges of organizing an antistate group and carrying out espionage operations.

Among the four others arrested include a former aide to former National Assembly Speaker Lim Chae-jung of the Democratic Party. The prosecutors said Lim is not involved.

Authorities are also investigating about 40 others including scholars and incumbent officials of the Democratic Labor Party.

The underground party was called Mount Wangjae after the North Korean peak that the regime promotes as the holy ground where Kim Il Sung initiated his resistance against the Japanese colonial government in 1933.

Prosecutors raided 13 locations including the homes and offices of suspects as well as the Korea Higher Education Research Institute from July 4 to 6 as part of their investigation.

Sources said evidence proving the suspects’ violation of the National Security Law, such as written pledges to the North, were found.

The research institute, however, said it was not related to the case.

According to prosecutors, the suspects had been under the directive of Bureau 225 of the North Korean Workers’ Party, which succeeded the party’s International Liaison Department to be in charge of espionage operation against the South.

Prosecutors said Kim had been in contact with the bureau’s senior authority since April 1994 on 59 occasions on his overseas trips to China and Japan. Kim was accused of collecting and delivering information about the South on the North’s orders.

Prosecutors said the suspects had divided their operations systemically and disguised their activities as if they were operating the IT company.

As its members were being questioned, the Democratic Labor Party said the investigation was politically motivated, criticizing the Lee Myung-bak administration and the National Intelligence Service for attempting to smear the party ahead of next year’s legislative and presidential elections.

But the Grand National Party condemned the DLP, expressing shock that espionage had reached the National Assembly. “Times have changed, but their blind support for the North has not,” spokesman Kim Gi-hyeon said yesterday.

현직 민노당 구청장 2명 간첩사건 연루 정황 수사

검찰 ‘북한 노동당 225국 지령사건’ 참고인 조사

‘북한 노동당 225국 지령 간첩단 사건’을 수사 중인 공안당국이 민주노동당 소속 현직 지방자치단체장과 민주당 전 당직자 등이 연루된 정황을 잡고 수사 중인 것으로 알려졌다. 검찰이 전·현직 야당 인사들을 대상으로 수사를 확대하면서 이 사건은 정치 쟁점화할 조짐을 보이고 있다.

　서울중앙지검 공안1부(부장 이진한)는 북한 노동당 225국의 지령을 받아 남한에 지하당을 조직하고 국내 정세 및 동향을 보고하는 등 간첩 활동을 한 혐의(국가보안법 위반)로 보안장비업체 대표 김모(48)씨 등 5명을 구속 기소했다고 29일 밝혔다.

　구속 기소 대상자에는 김씨의 동업자 두 명, 민주당 전 당직자, 미디어 업체 대표 등이 포함돼 있다. 이들은 “구속이 부당하다”며 구속적부심을 청구했으나 28일 법원에서 기각됐다.

　검찰은 수사 과정에서 민노당 소속 현직 구청장 두 명이 모종의 역할을 했다는 첩보를 입수하고 이 중 한 명을 조사했으며 나머지 한 명도 곧 조사할 방침인 것으로 알려졌다. 두 사람은 참고인 신분으로 조사를 받은 것으로 전해졌다.

　검찰과 국가정보원은 북한 노동당 225국이 1990년대 중반부터 김씨 등 국내 노동계, 학계, 통일단체 인사 등과 접촉해 지하당 설립을 지시한 혐의를 잡고 수개월 동안 수사를 벌여왔다. 국정원은 이달 4~6일 조국통일범민족연합(범민련) 남측 본부 전직 간부 등 사건 관련자 10여 명의 서울·인천 등지 자택과 직장 13곳을 압수수색했다. 8일에는 국가보안법 위반 혐의로 보안장비업체 대표 김씨를 구속했고, 이후 4명을 추가 구속했다.

　검찰 관계자는 “민주당 전 당직자가 구속 기소됐지만 민주당과는 직접 관련이 없으며, 민노당 소속 지자체장도 당장 강제 조사할 상황은 아닌 것 같다”고 설명했다.

◆민노·민주당 반발 … 정치 쟁점화 조짐=민주노동당 우위영 대변인은 이날 논평을 통해 “이명박 정권이 진보진영에 노골적인 공안탄압을 자행하고 있다”며 “7월 초부터 국가정보원을 비롯한 공안기관에서 우리 당 당직자와 (당 출신) 공직자들에게까지 무차별적으로 참고인 소환장을 발부해 왔다”고 반발했다. 우 대변인은 “최근의 공안탄압은 물폭탄에 비유될 정도로 무차별적”이라며 “국정원은 공당의 당직자와 공직자들을 국가보안법으로 덧칠하려는 시도를 중단하라”고 요구했다.

　민주당도 당 정책위원회에서 비상근 부위원장을 맡았던 이모씨가 검찰에 구속되자 상황을 주시하고 있다. 이씨는 노무현 정부시절 국회의장 정무비서관을 지냈으며, 이후 민주당 정책위원회에서 비상근 부위원장으로 있다가 지난해 손학규 대표 체제가 출범한 뒤 당직에서 물러났다고 한다. 민주당 관계자는 “한 달 전쯤 전직 당직자 한 명이 이 사건에 연루됐다는 얘기가 나와 자체적으로 조사를 해봤는데, 이씨를 정확히 아는 사람이 없었다”며 “이씨같이 명함만 갖고 다니는 비상근 당직자는 수백 명이나 된다”고 말했다.

　검찰은 11일 이번 사건의 수사를 위해 언론에 ‘엠바고(보도유예)’를 요청했다. 그러나 진보 인터넷 매체인 ‘민중의 소리’가 28일 인터넷에 수사 대상자 명단 등을 공개해 결과적으로 엠바고가 파기됐다.
