Seoul ‘not optimistic’ after U.S.-North talks

The United States ended “constructive” talks with North Korea on Friday and will consult with Seoul and other allies on whether to reopen stalled negotiations on Pyongyang’s nuclear program, the U.S. special envoy for North Korea said.

U.S. envoy Stephen Bosworth held two days of talks with North Korean Vice Foreign Minister Kim Kye-gwan in New York, their first such interaction since 2009.

It was not immediately clear what, if any, agreements were reached during the discussions.

Bosworth told reporters outside the mission that the talks were “constructive,” the same word that Kim used earlier to describe the meetings when he left the building.

“As we have said from the beginning of these discussions, they are designed to explore the willingness of North Korea to take concrete and irreversible steps toward denuclearization,” he said. “In that regard, these were constructive and businesslike discussions.”

Bosworth added, “Before deciding on next steps to resume the process, the United States will consult closely with the Republic of Korea and our other partners in the six-party talks.”

Speaking earlier to reporters in Korean, Kim described the talks as “very constructive and businesslike.”

U.S. officials have emphasized they are in no rush to restart the six-party talks, which collapsed in 2009 when North Korea walked out.

Seoul has made clear it does not have high hopes for the six-party process at the moment. “We are not optimistic for six-party talks as it was, and as it is,” South Korea’s nuclear envoy, Wi Sung-lac, told a group of foreign correspondents in Seoul.

북·미 뉴욕회담, 합의문 없이 끝나

1년7개월 만에 대화 물꼬

“건설적(constructive)이고 실무적(businesslike)이었다.”

　1년7개월 만에 미국 뉴욕에서 재개된 북·미 고위급 회담 후 북한과 미국은 약속이나 한 듯 똑같은 평가를 내놨다. 북한대표단을 이끈 김계관 외무성 제1부상은 지난달 28, 29일(현지시간) 이틀에 걸친 회담 후 숙소로 돌아가면서 “회담은 매우 건설적이고 실무적이었다”며 “앞으로 계속 연계해 나가겠다”고 말했다. 그는 다만 공동보도문이 나오느냐는 질문에는 “없다”고 답했다. 미국대표단을 이끈 스티븐 보즈워스 국무부 대북정책 특별대표도 비슷한 반응이었다. 보즈워스는 “이번 대화는 북한이 구체적이고 되돌릴 수 없는 비핵화 사전조치를 취할 만큼 진정성이 있는지를 탐색하기 위한 자리였다”고 말문을 열었다. 그는 이어 “핵무기 폐기에 관한 의지를 보여주는 한 미국과 북한의 관계개선을 위한 길은 열려 있다”고 강조했다. 후속대화와 관련해 그는 “한국을 포함한 6자회담 당사국들과 긴밀히 협의하겠다”고 덧붙였다.

　북한과 미국이 이구동성으로 이번 회담을 “건설적이었다”고 평가한 건 양쪽 모두 대화의 필요성에 대해선 교감이 이루어졌음을 반영한 것으로 보인다. 북한은 남북에 이어 북·미까지 대화의 물꼬가 트인 만큼 대화의 수준을 한 단계 높여 가기를 희망하고 있는 것으로 전해졌다. 북·미 직접 대화를 절실하게 원했던 북한으로선 미국과의 대화 채널을 복원한 것만으로도 나름의 성과를 거둔 것으로 보인다.

한편 지난달 22일 인도네시아 발리의 남북한 접촉에서 북측은 핵 프로그램을 포기하는 대신 경제 지원과 다른 유인책 등을 받는 방안에 대해 냉담하게 반응했다고 월스트리트저널(WSJ)이 지난달 30일 보도했다. WSJ에 따르면 위성락 한반도평화교섭본부장은 지난달 29일 서울에서 외신기자들과 만나 “북측은 핵개발 프로그램을 포기하는 대가로 경제 지원과 다른 유인책을 받는 문제에 대해서는 그다지 긍정적인 반응을 보이지 않았다”고 말했다.
