Third Hope Bus rally fizzles; just 3,000 show up

The third Bus for Hope rally in support of the on-going labor protest at Hanjin Heavy Industries & Construction Co. in Busan, yesterday, was much smaller than anticipated with no major violent clashes reported.

About 7,000 riot police gathered at the Yeongdo and Busan bridges to block protesters from entering their protest venue adjacent to Hanjin Heavy Industries’ shipyard. 

Riot police were joined by Busan residents who were angry that the protest was still being carried out while the city was struggling to cope with the  from last week’s downpour.  

According to the Busan Metropolitan Police Agency, only 3,000 protesters gathered for the rally, which lasted about four hours. 

The protesters voluntarily ended their rally at 1:30 p.m. yesterday after holding a press conference at the Hanjin Research and Development Center in Jungang-dong. They demanded that Hanjin rehire workers the company laid off in December. 

Unlike the two previous rallies, few clashes were reported. 

Yesterday’s protest was expected to draw more than 10,000 participants, but organizers were hampered by the rally’s timing, coming shortly after last week’s deadly storms around the nation. 

When the protesters decided to go ahead with the third rally, angry Busan citizens formed a group to stop them from entering the shipyard by forming human blockades at the two bridges. 

Hundreds of protesters began to gather at around 9:00 p.m. Saturday and attempted to reach the shipyard using the city’s public transportation instead of chartered buses. 

They were met by 300 residents at the bridges who checked every public bus headed to Yeongdo shipyard. Busan residents forcibly removed protesters from buses, causing minor skirmishes between the two groups.

According to police, minor injuries were reported among both protesters and residents. 

“Everyone in this nation is having a hard time and working to rebuild damaged areas,” a Busan Police spokesman said. “But we had to mobilize our precious units from recovery projects to the Bus for Hope rally to prevent possible violence.”

Despite anger from many Busan residents, some prominent liberal politicians, including Representative Chung Dong-young, former chairman of the Democratic Party, and Lee Jung-hee, floor leader of the Democratic Labor Party, supported the rally. 

The two liberal politicians took part in Saturday’s event at Busan Station to prepare for the rally and promoted the protest as a peaceful effort to reinstate the fired workers.

한진중공업 정리해고에 반대하는 ‘제3차 희망버스’ 시위대가 지난달 30일 민주노총 김진숙 지도위원 등이 고공 크레인 농성을 벌이고 있는 부산 영도로 몰려갔다. 이제 한진중공업 사태는 노사문제를 넘어 사회·정치 이슈화하고 있지만 이 회사 조남호 회장의 모습은 보이지 않고 있다. 벌써 46일째다.

조 회장은 국회 환경노동위원회가 자신을 청문회 증인으로 채택한 직후인 6월 17일 출국했다. 당시 국회에 공문을 보내 “6월 17일부터 7월 2일까지 일본·유럽에 출장이 잡혀 출석이 어렵다”고 통보해 놓고 아직까지 귀국하지 않고 있는 것이다.

 그러자 한나라당 내에서도 조 회장에 대한 기류가 악화되고 있다. “도대체 조 회장은 어디서 무엇을 하고 있느냐”는 것이다. 김진숙 지도위원 등이 크레인에서 내려오면 조 회장을 출석시켜 청문회를 열겠다고 밝혔던 한나라당 이주영 정책위의장은 31일 기자와의 통화에서 “회사 측은 조 회장이 선박 수주를 위해 해외에 체류 중이라고 하지만 도저히 믿을 수 없다”며 “이런 식이라면 국회 청문회 불출석의 정당성도 인정받을 수 없다”고 말했다.

 부산 영도의 지역구 의원인 김형오 전 국회의장도 통화에서 “직원을 400명이나 해고하려면 ‘법대로 했으니 문제될 게 없다’고만 할 게 아니라 노조를 만나 이해를 구하고, 해고에 따른 대안도 제시해 주는 게 당연한 일”이라며 “조 회장의 이런 모습 때문에 기업인 전체에 대한 국민의 인식이 악화될 수 있다”고 비판했다.

  한진중공업 측은 억울하다고 항변하고 있다. 한진중공업 관계자는 “그동안 영도조선소는 경쟁사의 5%에 불과한 협소한 부지와 고비용 구조로 선박 건조 비용이 경쟁사보다 15~20% 이상 높아 수주가 어려운 상태였다”며 “노조가 제기해 온 ‘영도조선소 포기와 고의성 수주 회피’는 말도 안 된다”고 반박했다.

 그러면서도 회사 측은 조 회장의 행방에 대해선 밝히기를 꺼리고 있다. 한 관계자는 “(조 회장은) 필리핀 수비크 조선소에서 현황을 점검하고 해외 수주를 하고 있는 것으로 알고 있으나 자세한 것은 대답하기 어렵다”며 “정치권에서 왜 (우리 회장에게) 모든 책임을 묻는지 모르겠다”고 말했다.

 야권은 조 회장을 고리로 한진중공업 사태에 대한 공세를 강화하고 있다. 민주당 정동영 최고위원, 민노당 이정희 대표, 국민참여당 유시민 대표 등 야당 지도부들과 야권 원로인 김근태 민주당 고문 등 3차 희망버스에 동승했던 인사들은 이를 야권통합 운동의 지렛대로 삼으려는 움직임도 보이고 있다. 정동영 최고위원은 “우리가 4차(희망버스)가 아닌 40차(희망버스)까지 함께할 수 있다면 정리해고자들의 눈물을 닦아줄 수 있을 것”이라고 주장했다.

 이에 김형오 전 국회의장은 “이 사태에 본질적 책임이 있는 조 회장이 비겁한 행보를 보이고 있다. 희망버스는 세 번이면 충분하다”고 했다.
