Referendum on free lunch on ballot

The Seoul Metropolitan Government said yesterday that a referendum to decide the fate of the free school lunch program will be held on Aug. 24 in all districts of Seoul, despite fierce protests from the Seoul Metropolitan Council and the city’s education office.

It will be the first referendum placed on the ballot by the public.

“Voters can select two options - gradually offering free lunches to students from the bottom half of the income bracket by 2014 or to offer free school lunches to all elementary school students starting this year and all middle school students starting next year,” Lee Jong-hyun, spokesman of the city government, said yesterday at a briefing.

Polling stations will be located in all district offices and designated schools or local community centers. Those who can’t make it to the polls that day have the option of casting absentee ballots by Aug. 18 or 19 after submitting applications to local district offices from Aug. 5-9.

At least a third of Seoul’s citizens must vote or the referendum could be nullified. If passed, the results of the referendum cannot be changed for two years.

The outcome of the vote will also decide the fate of Mayor Oh Se-hoon, who is fighting the Democratic Party-dominated city council over the lunch program. Oh has called the free lunch program a “populist” policy.

Meanwhile, Kwak No-hyun, superintendent of the Seoul Metropolitan Office of Education, said the referendum was illegal, at a press conference yesterday.

“It is a totally illegal act,” Kwak said at the briefing. “The free school lunch program should be decided by the superintendent according to the education autonomy law. It is an absolute abuse of power.”

The education office said yesterday that it will ask the Constitutional Court to suspend the referendum. It will also file an additional suit to ask the court where the authority to implement the lunch program lies.

Five liberal opposition parties and civic groups said yesterday that they will start a campaign to urge Seoulites to boycott the referendum.

The Democratic Party and People’s Solidarity for Participatory Democracy, two of the opposition groups, condemned Mayor Oh yesterday for pushing forward with the vote. The city council also held a separate press conference and criticized the referendum, saying that it was wrong for Oh to spend 18.2 billion won ($17.4 million) to hold the referendum while city residents recovered from rain damages.

무상급식 주민투표 ‘조용히’ 발의


오세훈 서울시장, 기자회견 대신 수해 현장 찾아 … 24일 투표



서울시내 초·중학교의 무상급식을 어떤 식으로 할지 결정하는 주민투표를 24일 실시한다고 1일 서울시가 밝혔다.

 서울시는 이날 복지포퓰리즘추방국민운동본부가 6월 청구한 안을 심의 후 공고하는 형식으로 무상급식 주민투표를 발의했다. 정부 부처가 아닌 주민 청구에 의한 투표는 이번이 처음이다. 투표는 24일 오전 6시부터 오후 8시까지 동 주민센터, 학교 등에 마련될 투표소에서 할 수 있다. 만 19세 이상 서울시민이 투표권자다. 부재자 투표 기간은 18~19일인데 미리 신청(5~9일)을 해야 한다.

 투표에 참여하는 주민은 ‘소득 하위 50% 학생을 대상으로 2014년까지 단계적으로 무상 급식을 하는 안’과 ‘소득 구분 없이 모든 학생을 대상으로 초등학교는 올해부터, 중학교는 내년부터 전면적으로 무상급식을 하는 안’ 가운데 하나를 고르면 된다.

 단계적 무상 급식은 오세훈 서울시장의 안이다. 그는 전면적 무상급식은 포퓰리즘이고, 이게 나라를 망친다고 주장한다. 전체 학생을 대상으로 한 무상급식은 민주당의 안이자 곽노현 서울시 교육감의 정책이다. 현재 서울시 초등학교 1~3학년은 무상으로 학교에서 점심을 먹고 있다. 4학년은 강남구 등 4개 구를 제외한 21개 구에서 무상 급식 중이다. 5~6학년은 서울시가 예산을 지원하지 않아 무상급식이 되지 않고 있다.

 여야의 공방도 뜨거워지고 있다. 한나라당은 투표율 높이기에 힘을 쏟을 계획이다. 이미 지난달 27일 최고위원회의에서 무상급식 주민투표를 중앙당 차원에서 적극 지원키로 의견을 모은 데 따른 것이다. 현행법상 국회의원은 직접 투표를 할 수 없다. 그 때문에 물밑 지원활동을 벌이되 당 소속 서울시의원과 구의원, 핵심 당원을 중심으로 투표를 독려하는 활동을 펼친다는 것이다.

 투표 결과가 효력을 내려면 투표권자의 3분의 1(약 278만 명)이 투표해야 한다. 투표율이 33.3%를 넘으면 유효 투표자의 과반이 선택한 안이 서울시민의 뜻으로 확정된다. 주민투표로 결정된 사안은 2년간 바꿀 수 없다.

 민주당은 이날 주민투표 발의를 비난하며 중단하라고 주장했다. 김진표 원내대표는 “이런 물난리 와중에 오 시장이 주민투표를 강행했다”며 “지금은 서울시민의 분열을 부추기는 주민투표를 강행할 때가 아니다”고 말했다. 민주당은 “주민투표에 들어가는 182억원가량의 돈을 수해방지에 써야 한다”고 주장했다.

 곽노현 서울시 교육감은 이날 헌법재판소에 주민투표 효력정지 가처분 신청과 권한쟁의 심판 청구를 냈다. 만약 가처분 신청이 받아들여지면 주민 투표는 예정대로 할 수 없다. 그는 “급식은 교육감의 권한인데 서울시장이 주민투표를 발의하는 것은 위법”이라고 말했다. 야권은 투표가 실시될 경우엔 투표를 하지 말자는 운동을 펼치기로 했다.

 갑작스러운 수해가 서울시민의 선택에 미칠 영향에 대해서도 양측은 촉각을 곤두세우고 있다. 서울시는 수해 때문에 일정을 늦추다 법정 시한 마지막 날에야 주민투표를 발의했다. 애초 오 시장은 기자회견을 할 예정이었으나 수해 때문에 취소하고 대신 수해 현장을 찾았다.
