Ex-KMA professor charged for graft

A former professor at the Korean Military Academy was indicted yesterday on a charge of accepting bribes from a defense industry corporation.

The Seoul Central District Prosecutors’ Office indicted Kim Hee-jae, 60, on suspicion of receiving a 20 million won ($19,300) bribe from the CEO of a military corporation in exchange for helping some of its military equipment pass exacting quality controls.

The office said Kim drew up a counterfeit service contract with the company in November 2008 showing that it had undergone tests which enabled it to become a supplier of body armor and leather gloves for the military academy while Kim was still working there.

Kim worked as a supervisor at a KMA science lab where he controlled over 80 percent of the examinations aimed at determining if military equipment was sufficiently bulletproof, the prosecutors said.

The office also indicted the company’s 31-year-old CEO on charges of fraud and giving bribes.

He reportedly imported Chinese military equipment, which is cheaper than that produced domestically, and sold it under the pretense that it had been manufactured by his company, netting him 305 million won in personal gain, according to the prosecution.

방산업체서 수천만원 뇌물 전직 육사교수 적발

전직 육군사관학교 교수가 재직 중 방탄복 납품과 관련해 뇌물을 수수한 혐의로 재판에 넘겨졌다.

서울중앙지검 특수3부(송삼현 부장검사)는 방산업체로부터 수천만원의 뇌물을 받은 혐의(뇌물수수)로 전 육사 교수 김모(60)씨를 불구속 기소했다고 2일 밝혔다.

검찰은 또 김씨에게 금품을 건넨 방산업체 P사 대표 김모(31)씨도 뇌물공여 혐의로 함께 기소했다.

검찰에 따르면 김씨는 육사 교수로 재직하던 지난 2008년 11월∼2009년 4월 P사와 허위로 연구용역 계약을 체결한 뒤 방탄복 등 군납품 방탄 성능시험과 관련해 각종 편의를 제공해주겠다며 2천만원을 받아 챙긴 혐의를 받고 있다.

당시 김씨는 육사 화랑대 연구소에서 방탄성능 시험의 80% 이상을 맡아 수행하고 있었다고 검찰은 설명했다.

검찰은 아울러 P사 대표 김씨가 조달청으로부터 직접 생산하는 조건으로 군용 일반 가죽장갑 납품사업을 낙찰받고도 중국산을 수입해 대체 납품하는 식으로 3억5천여만원을 편취한 혐의(사기)도 적발했다.

한편 검찰은 지난달 말 전차 등에 설치하는 통신장비 부품의 원가를 부풀려 2005∼2009년 18억5천600여만원을 챙긴 혐의로 방산업체 Y사 대표 김모(71)씨 등 3명도 불구속 기소한 바 있다.

검찰 관계자는 "국내에서 부품 등을 제조하는 방산업체에 대한 각종 우대정책을 악용해 허위 원가자료 등으로 국방예산을 좀먹는 비리구조가 만연해 있다"며 방산비리를 지속적으로 단속하겠다는 의지를 밝혔다.
